THE ALI BONGO’S REGIME CONTINUES TO PLAY HIDE AND SEEK WITH THE EU OBSERVER MISSION. LE RÉGIME ALI BONGO CONTINUE DE JOUER À CACHE-CACHE AVEC LA MISSION D’OBSERVATION DE L’UE

Dear readers, as we told you a few weeks ago already, the Ali Bongo regime has a strategy of playing hide and seek with the EU Observers Mission, whose report as you can see in the messages published by the EU, has been ready for a long time. But knowing that this report is unfavorable to them, Ali Bongo and his junta of collaborators do not want it and are trying by all means to diminish its impact. They believe that time plays for them and that is why they always wait until the day before the issuance of this report to the Gabonese authorities to inform the EU that they are unavailable and that this issuance should be postponed. It's a game of escaping that we have to defeat right now.

In principle, wherever the EU observes elections, it must submit its report at the same time to all stakeholders. But if one of the parties is not available, for acceptable and demonstrated good faith reasons, the EU must accommodate them. But it turns out that the Ali Bongo regime is demonstrating hostility to the EU and its report, which now manifests itself in a systematic refusal to receive this report. The EU must therefore take steps and find an acceptable mechanism for submitting this report to whom it may concern and for publication.

The Ali Bongo regime believes that it can trap the EU Mission in the sense that if it publishes the report without formally handing it over to the Gabonese government, Ali Bongo will say that the EU has violated its own procedures and that this report has diverged from the usual EU procedures and thus its conclusions would no longer be acceptable.

This blog advises the EU to visit Gabon on 12 December, to convene the Gabonese government, the Gabonese civil society organizations, the Constitutional Court and the CENAP, the diplomatic representations accredited to Gabon. If on this occasion the Ali Bongo regime chooses the empty chair, there will be enough Gabonese representation at this solemn handover of the report, to make it officially in accordance with the procedure. We will see then the contortions that will make those who like to cry in Gabon that the policy of the empty chair does not pay.

We must help the EU to deliver this report to the Gabonese so that it can be officially published. This report cannot be submitted by way of the press, this is not the protocol. It is handed over first to the official partners and then to the press for publication.

Chers lecteurs, comme nous vous le disions il y a quelques semaines déjà, le régime Ali Bongo a pour stratégie de jouer à colin-maillard avec la Mission d’Observation de l’UE, dont le rapport comme vous pouvez le constater dans les messages ci-dessus publiés par l’UE, est prêt depuis longtemps. Mais sachant que ce rapport leur soit défavorable, Ali Bongo et ses collaborateurs putschistes n’en veulent pas et cherchent par tous les moyens à en diminuer l’impact. Ils pensent que le temps joue pour eux et c’est pourquoi ils attendent la veille de la date de délivrance de ce rapport aux autorités Gabonaises, pour informer l’UE qu’ils sont indisponibles et que cette délivrance doive être reportée. C’est un jeu de fuite en avant que nous devons faire échouer dès maintenant.

En principe, partout où l’UE observe des élections, elle doit remettre son rapport en même temps à toutes les parties prenantes. Mais si une des parties n’est pas disponible, pour des raisons acceptables et attestant de leur bonne foi, l’UE doit les accommoder. Mais il s’avère que le régime Ali Bongo démontre une hostilité à l’UE et à son rapport, qui se manifeste désormais par un refus systématique de recevoir ce rapport. Il faut donc que l’UE prenne des dispositions et trouve un mécanisme acceptable pour la remise de ce rapport à qui de droit et pour sa publication.

Le régime Ali Bongo pense pouvoir piéger la Mission de l’UE en ce sens que si elle fait publier le rapport sans l’avoir officiellement remis au gouvernement Gabonais, Ali Bongo dira que l’UE a transgressé ses propres procédures et donc que ce rapport est sorti des procédures usuelles de l’UE et ses conclusions ne seraient donc plus acceptables.

Ce blog conseille à l’UE de se rendre au Gabon et à la date du 12 décembre, de convoquer le gouvernement gabonais, les organisations de la société civile Gabonaise, la Cour Constitutionnelle et la CENAP, les représentations diplomatiques accréditées au Gabon. Si à cette occasion, le régime Ali Bongo choisi la chaise vide, il y aura suffisamment de représentation Gabonaise à cette remise solennelle du rapport, pour la rendre officiellement en accord avec les usages. Nous verrons alors les contorsions que feront ceux qui aiment crier au Gabon que la politique de la chaise vide ne paie pas.

Nous devons aider l’UE à remettre ce rapport aux Gabonais afin qu’il soit officiellement publié. Ce rapport ne peut pas être remis par voie de presse, ce n’est pas l’usage protocolaire. On le remet d’abord aux partenaires officiels, puis à la presse pour publication.
