In an addendum to the 2013 Finance Law, the financial geniuses of the Ali Bongo regime wrote:

"In accordance with the 2012-2016 Gabon Emergent Strategic Plan (PSGE), funding mobilized from bilateral, multilateral and commercial partners is devoted to strengthening the production support infrastructure, particularly Roads, Energy and water.

The ongoing execution of the 2012 strategy should reinforce the results obtained in 2011. Thus, the average maturity of disbursements would be 12 years, the average deferral at 3 years and the average interest rate would not exceed 5%. Similarly, new commitments should be contracted at a fixed rate, with a balanced allocation between borrowings in Euro and US Dollar. On the other hand, financing in national currency would remain non-existent. "

The PSGE is now only a memory. It did not yield any results. The debt that this plan leaves us is however very real. Who will pay this debt? Who should we shoot in the public square for having impoverished us for such nonsense?

We will not give up.

Dans un addendum de la Loi de Finances 2013, les génies financiers du régime Ali Bongo écrivaient ceci :

« Conformément au Plan Stratégique Gabon Emergent (PSGE) 2012-2016, les financements mobilisés auprès des partenaires bilatéraux, multilatéraux et commerciaux sont consacrés au renforcement des infrastructures de soutien à la production, notamment dans les secteurs de la Route, de l’Energie et de l’Eau.

L’exécution en cours de la stratégie 2012 devrait conforter les résultats obtenus en 2011. Ainsi, la maturité moyenne des décaissements s’établirait à 12 ans, le différé moyen à 3 ans et le taux d’intérêt moyen ne dépasserait pas 5%. De même, les nouveaux engagements devraient être contractés à taux fixe, avec une répartition équilibrée entre les emprunts en Euro et en Dollar américain. Par contre, les financements en monnaie nationale demeureraient inexistants. »

Le PSGE n’est plus qu’un souvenir aujourd’hui. Il n’a fourni aucun résultat. La dette que ce plan nous laisse est quant à elle, bien réelle. Qui va payer cette dette ? Qui doit-on fusiller sur la place publique pour nous avoir appauvri pour des fadaises ?

On ne lâche rien !
