This Sunday on Gabon Television, the National Education Minister, Seraphin Moundounga, was featured on the program “La Grande Interview”, to discuss the state of Gabonese education on the eve of the opening of the school year this Monday. Considering all the promises Moundounga and Ali Bongo have made about the revitalization of the Gabonese education, this was a good occasion for this blog to measure whether or not things were changing for the better, as far as the education of Gabonese student was concerned. 1. Three years after making the promise of building new classroom capacity, the Gabonese students still lack an adequate number of classrooms.

Seraphin Moundounga acknowledged that for the new school year, there were 19000 students entering the high school ranks, while only 11000 seats were available in the country. There is therefore a deficit of 8000 seats for high school in Gabon. This blog can even extrapolate by saying that if there is a deficit in the number of classroom, there is absolutely an even worse deficit in the number of available and qualified teachers. What is Moundounga’s solution? He said that his department has decided to create a new high school in the area of Agondjé. But this high school is temporary and would be located within the stadium of Agondje and will have a capacity of 2000 students. Yes dear readers, you heard it right, 2000 young Gabonese student will be going to class in a stadium. How is that going to work exactly? Moundounga did not say; but what he did say was that because Agondjé can be far from other parts of Libreville, students will be picked up by an experimental transportation system. Dear readers, there is an experimental high school in a stadium and students will be bused there via an experimental transportation system. This is the solution according to Moundounga and when he was asked what about the remaining 6000 students, all he said was that his department was working on a solution and that in the near future, everything will be arranged. No more details were provided. Dear readers, this blog thinks that is scary for Gabonese students to be put in this uncertain system. Education is too important for all kinds of unproven experiments to be attempted on the backs of the innocent Gabonese children. Learning is a complex activity that supremely tests students' motivation and attention. Teaching resources, teachers' skill, and curriculum all play a vital role in a child's education. But equally important, the physical condition and design of the actual school facility also contributes in shaping a child's learning experience. How would children react to a stadium learning environment?

2. Seraphin Moundounga said that Gabon must pick and choose from other countries and create its own system.

When he was asked why Gabon was looking to adopt the Chinese education model, Seraphin Moundounga gave a very strange answer. He said that Gabon was going from country to country like a bee going from flower to flower and was taking what was good from every system and adapting it to the Gabonese education system. This is a very strange answer from a Minister of Education, because UNESCO, the UN agency in charge of education is the primary source for cross-nationally comparable statistics on education, science and technology, and covers more than 200 countries and territories. UNESCO has designed the International Standard Classification of Education (ISCED), which compares educational indicators around the world. In the sense that by consulting UNESCO statistics, one can clearly find out that the standard of education are becoming uniform around the world. The criteria for primary, secondary and upper education are becoming standard. What that means is that it no longer matters for a kid to be in China or in India or Gabon, by the end of the primary cycle, the kid should have acquired a certain amount of standardized knowledge. Mathematics is the same everywhere and the same level of performance should be expected for similar levels of education in Gabon or in France or China. There is no point to look for a magic solution in China. If the Gabonese government was investing adequately in the Gabonese children, the results would be better than what they are today. When the statistics of Gabonese education tell us that only 20% of children starting elementary school finish their high school cycle. These statistics indicate that Gabon loses 80% of its children before the end of the high school cycle. There is no point to look for a magic solution in China if these basic questions of investment in Gabonese students cannot be resolved.

In the rankings of the best education systems in the world, the experts take into account the results of the students in key indicators such as reading, math, language comprehension etc. These experts publish an annual report that has established that there is a strong correlation between investment by governments and the production of an educated population. Without significant investment in the Gabonese education system, Moundounga cannot pretend that he could go to China to find the solution.

Ce dimanche sur Gabon Télévision, le ministre de l'Education nationale, Séraphin Moundounga, était l’invité de l’émission "La Grande Interview", pour discuter de l'état de l'éducation gabonaise, à la veille de la rentrée scolaire, ce lundi. Compte tenu de toutes les promesses faites par Moundounga et Ali Bongo, au sujet de la revitalisation de l'enseignement gabonais, ce fut une bonne occasion pour ce blog de mesurer si oui ou non les choses changeaient pour le mieux, en ce qui concerne l'éducation des étudiants gabonais. Voici quelques points préoccupant que ce blog a notés au cours de cette interview:

1. Trois ans après avoir fait la promesse de renforcer les capacités en salles de classe, les étudiants gabonais n'ont toujours pas d'un nombre suffisant de salles.

Séraphin Moundounga a reconnu que pour la nouvelle année scolaire, il y avait 19000 étudiants qui entraient dans les rangs du secondaire, alors que seulement 11000 places étaient disponibles dans le pays. Il y a donc un déficit de 8000 places pour l'école secondaire au Gabon. Ce blog peut même extrapoler en disant que s’il y a un déficit dans le nombre de salles de classe, il est absolument certain qu’un déficit encore pire existe pour le nombre d'enseignants disponibles et qualifiés. Quelle est la solution de Moundounga? Il a dit que son ministère a décidé de créer un nouveau lycée dans la région d’Agondjé. Mais ce lycée est temporaire et serait situé à l'intérieur du stade de football d’Agondjé et aura une capacité de 2000 élèves. Oui, chers lecteurs, vous avez bien entendu, 2000 jeunes étudiants gabonais devront aller en classe dans un stade de football. Comment est-ce que cela va fonctionner exactement? Moundounga ne l'a pas révélé; mais il a dit par contre que vu qu’Agondjé peut être éloigné des autres parties de Libreville, les étudiants seront ramassés par un système de transport expérimental. Chers lecteurs, on a un lycée expérimental dans un stade et des étudiants qui seront transportés, via un système de transport expérimental. Voilà la solution Moundounga et quand on lui a demandé ce qui arrivait aux 6000 élèves restants; tout ce qu'il a dit, a été que son ministère travaillait sur une solution et que dans un proche avenir, tout serait arrangé. Pas plus de détails n’ont été fournis. Chers lecteurs, ce blog pense qu’il soit effrayant de constater que les élèves gabonais soient mis dans des conditions si incertaines. L'éducation est trop importante pour que toutes sortes d'expériences non prouvées puissent être tentées sur le dos des innocents enfants gabonais. L'apprentissage est une activité complexe qui teste la motivation et l'attention des élèves. Les ressources pédagogiques, les compétences des enseignants et les programmes d'études jouent un rôle vital dans l'éducation d'un enfant. Mais tout aussi important, l’environnement physique et la conception de l’établissement scolaire contribuent également à façonner l'expérience d'apprentissage d'un enfant. Comment les enfants réagiront à un environnement d'apprentissage qui est un stade de football?

2. Séraphin Moundounga a déclaré que le Gabon devait choisir ce qui marchait dans d'autres pays et créer son propre système sur cette base composite.

Quand on lui a demandé pourquoi le Gabon cherchait à adopter le modèle de l'enseignement chinois, Séraphin Moundounga a donné une réponse très étrange. Il a dit que le Gabon allait d'un pays à l’autre comme une abeille va de fleur en fleur, et prenait ce qui était bon dans chaque système afin de l'adapter au système éducatif gabonais. C'est une réponse très étrange de la part d'un ministre de l'Éducation, parce que l'UNESCO, l'agence des Nations unies chargée de l'éducation, est la principale source de statistiques internationales comparables sur l'éducation, la science et la technologie, et couvre plus de 200 pays et territoires. L'UNESCO a conçu la Classification Internationale Type de l'Education (CITE), qui compare les indicateurs de l'éducation dans le monde entier. Donc, en consultant les statistiques de l'UNESCO, on peut clairement constater que les standards de niveau d'éducation sont de plus en uniformes dans le monde entier. Les critères pour l'enseignement primaire, secondaire et supérieur sont devenus normatifs. Ce que cela signifie, est qu'il n'y a plus tant de différence pour un enfant d'être en Chine ou en Inde ou au Gabon, car à la fin du cycle primaire, l'enfant doit avoir acquis une certaine quantité de savoir standardisé. Les mathématiques sont les mêmes partout et un niveau de performance identique doit être atteint pour les niveaux de scolarité similaires au Gabon ou en France ou en Chine. Il est donc inutile de chercher une solution magique en Chine. Si le gouvernement gabonais investissait de manière adéquate dans l’éducation des enfants gabonais, les résultats seraient meilleurs que ce qu'ils sont aujourd'hui. Lorsque les statistiques de l'Education Nationale nous disent que seulement 20% des enfants qui commencent l'école primaire, terminent leur cycle d'études secondaires, c’est que le Gabon perd 80% de ses enfants avant la fin du cycle secondaire. Il est inutile de chercher une solution magique en Chine si ces questions d’investissement de base dans les enfants gabonais ne peuvent pas être résolues.

Dans le classement des meilleurs systèmes éducatifs au monde, les experts prennent en compte les résultats des élèves via des indicateurs clés tels que la lecture, les mathématiques, la compréhension du langage, etc. Ces experts publient un rapport annuel qui a établi qu'il existe une forte corrélation entre les investissements fait par les gouvernements et la production d'une population bien instruite. Par conséquent, sans un investissement important dans le système éducatif gabonais, Moundounga ne peut pas prétendre qu'il pourrait aller en Chine ou ailleurs trouver la solution.
