A COMPARATIVE LOOK AT THE DEGREE OF INSTABILITY OF THE ALI BONGO’S REGIME GOVERNMENTS. EXAMEN COMPARATIF DU DEGRÉ D’INSTABILITÉ DES GOUVERNEMENTS DU RÉGIME ALI BONGO

Many readers have asked us about what they perceive as the chronic instability at the top of the State, with changes of Prime Ministers and governments at too regular intervals to allow for the implementation of real policy that would effectively take care of sovereign tasks assigned to these changing Prime Ministers and governments. The more cynical among our readers have even gone so far as to say that these current changes are done on purpose by Ali Bongo, to weaken the government and let the real management of the country done by agencies, often flanked by the Foreign Legion, which benefit from some stability, away from the prying eyes of the "Gabonese" who want to know where their money is going.

To make all this clear, we compared the frequency of changes in government personnel in Gabon and in the great democracies, the USA (Obama regime since 2008) and the entire governance of Sarkozy in France. The differences are instructive and very informative. For this comparative study, we limited ourselves to the changes occurring in the direct sphere of government (Prime Ministers and Ministers) and not in the departments because we know that every change of ministers also causes a slew of sub-changes within departments, something which is not without aggravating the instability which in turn leaden the effectiveness of these departments.

a) Governments under Nicholas Sarkozy (2007-2012)

b) Governments under Barack Obama (2008-2014)

For our readers who are not familiar with the American system of government, we want to clarify a few points about the configuration and terminology used in the U.S. government. There is no Prime Minister in the USA and it is Obama who is the Head of Government. The Vice-President is in fact constitutionally, the President of the Senate, where he votes only in case of perfect equality between the pros and cons on a law, his vote would tip the balance one way or another (there are 100 Senators and the Vice-President is the 101th vote that shatters the possibility of a tie vote). In the USA, Ministers are called "Secretaries" and there is no Deputy Minister, or the equivalent of State Secretary or High Commissioners as are found in France and in Gabon. In summary, dear readers, to govern a population 300 times lower than that of the U.S. and 60 times lower than that of France, Ali Bongo has needed three Prime Ministers, while Sarkozy during a single term, only used one. Ali Bongo has used in four years and three months, four different governments that have recycled 73 different ministers, while in the U.S., Obama has used 26 in 6 years and in in France during one term of 5 years, Sarkozy has used 63. Dear readers, these figures are simply staggering and reflect the disorder that is maintained at the top of the State. Great countries show us that stability in transparency, democracy and meritocracy, at the top of the state, is necessary for good governance, but in Gabon, Ali Bongo is playing a little game of musical chairs to keep on a leash the ambitions of all in the country; so that no one could overshadow him and he could control all sectors under his thumb. Imagine the consequence these comings and goings have in the attempts to good governance in the different Gabonese departments! A real mess.

Nombreux sont les lecteurs qui nous ont interrogé sur ce qu’ils perçoivent comme l’instabilité chronique au sommet de l’Etat, avec les changements de Premiers Ministres et de gouvernements à intervalles trop réguliers pour permettre que se mette en place une véritable politique de suivi efficace des missions régaliennes dévolues à ces Premiers Ministres et gouvernement changeants. Les plus cyniques parmi nos lecteurs sont mêmes allés jusqu'à dire que ces changements courant sont fait exprès par Ali Bongo, afin de fragiliser l’appareil gouvernemental et laisser la véritable gestion du pays aux agences souvent encadrées par la légion étrangère, qui elles bénéficient d’une certaine stabilité, à l’abri des regards inquisiteurs des «Gabonais» qui voudraient savoir où passerait leur argent.

Pour tirer tout ceci au clair, nous avons comparé la fréquence des changements de personnels gouvernementaux au Gabon et dans les grandes démocraties que sont les USA (régime Obama depuis 2008) et l’ensemble du mandant Sarkozy en France. Les différences sont édifiantes et surtout très instructives. Pour cet examen comparatif, nous nous sommes limités aux changements survenues dans la sphère gouvernementale directe (Premiers Ministres et Ministres) et non dans les ministères car nous savons bien que chaque changement de ministre entraine lui aussi une flopée de réaménagements au sein des ministères, chose qui n’est pas sans aggraver l’instabilité qui en retour plombe l’efficacité de ces ministères.

En résumé, chers lecteurs, pour gouverner une population 300 fois inférieure à celle des USA et 60 fois inférieure à celle de la France, Ali Bongo a eu besoin de trois Premiers Ministres, là où Sarkozy en un mandat n’en a utilisé qu’un seul. Ali Bongo a utilisé en quatre ans et trois mois, quatre gouvernements différents qui ont eu recours à 73 ministres distincts, quand aux USA Obama n’en a utilisé que 26 en 6 ans et en France en un mandat de 5 ans, Sarkozy en a utilisé 63. Chers lecteurs, ces chiffres sont simplement ahurissants et traduisent le désordre entretenu au sommet de l’Etat. Les grands pays nous démontrent que la stabilité dans la transparence, la démocratie et la méritocratie, au sommet de l’état, est nécessaire à la bonne gouvernance; mais au Gabon, Ali Bongo joue au petit jeu de la chaise musicale pour tenir en laisse toutes les ambitions du pays de manière à ce que personne ne puisse lui faire ombrage et que le contrôle de tous les secteurs soit sous son index à lui tout seul. Imaginez ce que ces va et vient ont pour conséquence dans les tentatives de gouvernance dans les différentes administrations gabonaises! Un vrai foutoir.
