Laure Olga Gondjout has just been kicked out of the Cabinet of Presidency of the Republic of Gabon, by Maixent Accrombessi and replaced by Etienne Massard Kabinda. Our blog in this post would like to address a particular fact which is observed with recurrence in the decisions of Ali Bongo’s regime; we note that important appointments at the top of the state, are never followed by a credible biographical presentation of the people appointed, and an assessment of their previous functions so the Gabonese people could really know what criteria were used for these appointments. It's pretty outrageous for a regime that has repeatedly said that it wanted excellence, so this blog asks the regime: if you say you are excellent, why are you hiding the measures of your performances and your biographies?

We must introduce the topic by noting that the regime’s shortcomings and inadequacies start with state media because as recent events show, it is the Gabonese independent newspapers which finally have provided the right information to readers; because for many months, Echos du Nord, La Une, L’Aube, Ezombolo, etc., have predicted the dismissal of Laure Gondjout by Maixent Accrombessi. Despite very precise and well documented articles on the subject, regularly published by the independent press, not once did the State media talk about what was brewing in the Presidential Cabinet, which is unacceptable in a country where we are told that the press is free. If independent newspapers had the information, it is likely that those of State also had it. So we can conclude that the State media were censored. This blog protests against these methods of another time, because it has been proven worldwide that censorship is contrary to the public interest. We want to pay tribute to these independent newspapers which do not hesitate to make public legitimate information of general interest. We also want to tip our hat to the online medium "Gabonreview" which has published very interesting and relevant articles on the appointment of Etienne Massard Cabinda. You will not read them in l’Union or Gabon Matin.

Etienne Massard Kabinda Makaga (the full name) who has been appointed as Secretary General of the Presidency of the Republic of Gabon, was previously, hold on tight, exercising simultaneously the following functions: Special Advisor to the President of the Republic in charge of Environment; Chairman of the Management Board of the National Agency for National Parks (ANPN); Chairman of the Technical Committee of the National Agency of Scholarships of Gabon (ANBG); Representative of the President of the Republic at the Climate Council; Director of the Gabonese Agency for Studies and Spatial Observations (AGEOS). Phew, one is breathless after citing all these titles of high responsibility. But the trouble, you see dear readers, is that at no time did the office of the President of the Gabonese Republic issue a comprehensive statement on the person of Etienne Massard Kabinda Makaga accompanied by even a slight record giving an idea to the Gabonese people of the reasons why this gentleman is today a Secretary General of a Presidency of the Republic. When one has held simultaneously all these functions, there must be somewhere a record of results! The Gabonese people were given nothing but a brief statement of appointment, nothing more! This is unacceptable in a country where the people exist and demand accountability.

The President of the Republic is an institution, so a Secretary General of the Presidency manages an institutive administration, that is to say an administration engaged in an activity of general interest. Any person holding this position must be known to the public and their administrative past should have no gray area. Governance represents is a whole set of institutions, of administrative authorities, those leading them must be subject to public light because it is in the general interest. The probity, competence, wisdom of a Secretary General of the Presidency of the Republic must be assessable by watching their career, administrative history and results. It is these records that will make the people trust each senior official, each representative of the State. There should no longer be cases of access to positions of authority by the mere disreputable way of only friendships. A minimum of intellectual honesty should be instituted. The General Secretariat of the Presidency of the Republic deals with the relationships of the President with the State and the government and includes collaborators who work under the direction of the Secretary General and his assistants. Its mission is to monitor dossiers that arrive at the Elysee and the General Secretariat has relays in each ministry. The Secretary General of the Elysee is a confidant of the President with great skill and work ethic; and is familiar with the workings of the state, often a former technocrat, known to the press and the public - such as Dominique de Villepin who was secretary General of the Elysee (during Jacques Chirac’s first term).... Among the most famous Secretaries of Elysée there are: Michel Jobert, Jean-François Poncet, Hubert Vedrine, Dominique de Villepin, Edouard Balladur, Pierre Bérégovoy...

Dear readers, in Gabon can we, given what is written above, say that Etienne Massard Kabinda Makaga has the right profile for the job? How could we know without having his past record?

Laure Olga Gondjout vient d’être mise à la porte de la Présidence de la République Gabonaise, par Maixent Accrombessi et remplacé par Etienne Massard Kabinda. Notre blog dans ce billet voudrait se pencher sur un fait bien particulier qui est observé avec récurrence dans les décisions du régime Ali Bongo; nous remarquons que les nominations importantes au sommet de l’Etat ne sont jamais suivies d’une présentation biographique crédible des gens nommés, et d’un bilan de leurs précédentes fonctions permettant au peuple Gabonais de vraiment savoir sur quels critères se font ces nominations. C’est assez scandaleux pour un régime qui ne cesse de répéter vouloir l’excellence; alors ce blog demande au régime: si vous êtes excellent, pourquoi cachez-vous les mesures de vos performances et vos biographies?

Il convient d’introduire le sujet en faisant remarquer que les manquements et atermoiements du régime commencent dans la presse d’Etat car comme nous indiquent les derniers évènements, ce sont les journaux indépendants gabonais qui auront finalement donné la bonne information aux lecteurs, car depuis des de nombreux mois, Echos du Nord, La Une, L’aube, Ezombolo etc., prédisaient le limogeage de Laure Gondjout par Maixent Accrombessi. Malgré des articles très précis et bien documentés, sur le sujet, régulièrement publiés par la presse indépendante, pas une seule fois, la presse d’Etat a parlé de ce qui couvait au sein du Cabinet Présidentiel; ce qui est inacceptable dans un pays où on nous dit que la presse est libre. Si les journaux indépendants avaient l’information, il est fort à parier que ceux du pouvoir l’avaient aussi; donc nous pouvons conclure que les organes d’Etats se sont censurés. Ce blog s’insurge contre ces méthodes d’un autre temps, car il a été prouvé partout dans le monde que la censure était contraire à l’intérêt public. Nous voulons ici rendre hommage à ces journaux indépendants qui n’hésitent pas à faire la publication d'informations légitimes et d'intérêt général. Nous voulons aussi faire un chapeau bas au medium en ligne «Gabonreview» qui a publié des articles forts intéressants et pertinents sur la nomination d’Etienne Massard Kabinda. Vous ne risquez pas de lire cela dans l’Union ou Gabon Matin.

Etienne Massard Kabinda Makaga (le nom complet) qui vient d’être nommé comme Secrétaire Général de la Présidence de la République Gabonaise, occupait précédemment, tenez-vous bien, simultanément les fonctions suivantes: Conseiller Spécial du Président de la République en Charge de l’Environnement; Président du Comité de Gestion de l’Agence Nationale des Parcs Nationaux (ANPN); Président de la Commission Technique de l’Agence Nationale des Bourses du Gabon (ANBG); Représentant du Président de la République au Conseil Climat; Directeur l’Agence Gabonaise d’Etudes et d’Observations Spatiales (AGEOS). Ouf, on est essoufflé après avoir parcouru tous ces titres de haute responsabilité. Mais l’ennui, voyez-vous chers lecteurs, c’est qu’à aucun moment la Présidence de la République Gabonaise n’a publié un communiqué complet sur la personne d’Etienne Massard Kabinda Makaga accompagné ne serait-ce qu’une ébauche de bilan donnant une idée aux Gabonais des raisons qui font de ce Monsieur, aujourd’hui, un Secrétaire Général d’une Présidence de la République. Quand on a occupé simultanément toutes ces fonctions, on doit pouvoir démontrer quand même quelque part, des résultats! Les Gabonais n’ont eu droit qu’à une déclaration sommaire de nomination, sans plus! Ce qui est inacceptable dans un pays où le peuple existe et demande des comptes.

Le Président de la république est une institution, donc un Secrétaire Général de Présidence gère une administration institutive, c'est-à-dire une administration exerçant une activité d’intérêt général. Toute personne devant occuper ce poste doit être connue du public et son passé administratif ne doit souffrir d’aucune zone d’ombre. La gouvernance représente tout un ensemble d’institutions, d’autorités administratives, dont les tenants doivent être soumis à un éclairage public car il en va de l’intérêt général. On doit pouvoir mesurer la probité, la compétence, la sagesse d’un Secrétaire Général de la Présidence de la République, en regardant son parcours et ses antécédents administratifs et les résultats obtenus. C’est ce bilan qui mettra le peuple en confiance fasse à chaque haut-fonctionnaire, chaque représentant de l’Etat. Il ne devrait plus être question d’accéder à des fonctions d’autorité par la simple voie peu recommandable d’amitiés particulières. Un minimum d’honnêteté intellectuelle devrait être institué. Voici par exemple les attributions du Secrétaire General de la République Française tel que publiées sur le site de la Présidence Française:

Le Secrétariat Général de la Présidence de la république s’occupe des rapports du président avec l’Etat et le gouvernement et comprend des collaborateurs qui travaillent sous la direction du Secrétaire Général et de ses adjoints. Sa mission est de suivre les dossiers qui arrivent à l’Élysée et le Secrétariat Général a des relais dans chaque ministère. Le Secrétaire Général de l’Élysée est un homme de confiance du Président avec de grande compétence de travail et connaissant bien les rouages de l’état; souvent ancien énarque, connu de la presse et du grand public - exemple Dominique de Villepin a été secrétaire général de l’Élysée (1e mandat de Jacques Chirac)…. Parmi les Secrétaires Généraux de l’Elysée les plus célèbres, il y a: Michel Jobert, Jean-François Poncet, Hubert Védrine, Dominique de Villepin, Édouard Balladur, Pierre Bérégovoy…
