For electricity, access is of 82% in urban areas, and of 35% in rural areas; or a national average of 59%.

The moral of the story: before being concerned with the decriminalization of homosexuality, France concentrated on the vital problems of wellbeing of its population, in terms of total coverage of all the territory in water and electricity. But in Gabon, the decriminalization of homosexuality has taken place in 2020, while water and electricity coverage in the country only reached 35% and 59% of households respectively.

L’histoire nous apprend que c’est à partir de l’après-guerre 1939-1845, que les ménages français disposèrent d'un réseau de distribution d'eau potable à domicile. Il a fallu attendre 1980 pour que toute la France bénéficie de l'eau courante à domicile.

C’est dans les années 1970 que toute la France devint pourvue en électricité.

Si l’abolition du crime de sodomie, qui était passible de condamnation à mort sur un bucher, fut prononcée en 1791, tout de suite après la révolution française, il fallut attendre 1982 pour voir le régime de François Mitterrand entériner la dépénalisation de l’homosexualité en France. Plus précisément le 4 août 1982.

En résumé, la France a dépénalisé l’homosexualité après que tout le pays soit couvert en eau et électricité de manière fiable et robuste.

Moralité de l’histoire, avant de se préoccuper de la dépénalisation de l’homosexualité, la France s’est concentrée sur les problèmes vitaux de bien être de sa population comme une couverture totale de tous les foyers en eau et électricité. Mais au Gabon, la dépénalisation de l’homosexualité a eu lieu en 2020, alors que la couverture en eau et électricité dans le pays ne touchait que 35% et 59% des ménages respectivement.
