Un petit tour et puis repart. Le retour « définitif » à Libreville du président Ali Bongo Ondimba a tourné court. Après le provisoire qui dure, le définitif qui ne dure pas.

On connaissait la collection d’albums de BD « Où est Charlie ? », déclinaison française du « Where is Wally ?» de Martin Hanford. Son principe consiste à dénicher, au cœur de doubles pages saturées de petits personnages, un escogriffe à lunettes coiffé d’un bonnet à pompon rouge et blanc.

Sans doute le moment est-il venu de lancer une version gabonaise du concept, intitulée « Où est Ali ? ». Il s’agirait cette fois de localiser sur le planisphère un chef d’Etat trapu et replet à l’œil éteint, vêtu d’un costard gris ou d’un ample boubou clair. Victime d’un sévère accident vasculaire cérébral à Riyad (Arabie saoudite) en octobre dernier, Ali Bongo Ondimba a de nouveau disparu des écrans radar le 4 avril dernier.

Selon l’hebdomadaire Jeune Afrique, le fils et successeur du légendaire Omar Bongo décolle ce jeudi-là de Libreville à bord d’un jet de la flotte présidentielle, d’ordinaire affecté aux fugues de son épouse Sylvia. Cap sur l’aéroport de Stansted, à une cinquantaine de kilomètres au nord de Londres, d’où le rescapé aurait gagné la résidence du coquet quartier londonien de Mayfair que prise tant la First Lady native de Paris. Au menu de cette nouvelle retraite, bien loin du palais du Bord de mer : des soins et du repos. Information corroborée depuis lors par des sources concordantes.

Depuis son AVC, celui qui rêva un temps d’un destin de star du rhythm’n blues joue les intermittents du spectacle. Il y eut, d’abord, les vœux télévisés enregistrés à Rabat (Maroc), théâtre d’une longue convalescence, et diffusés le 31 décembre 2018, figure imposée plombée par une élocution aléatoire, une gestuelle empesée et la troublante fixité du regard. Puis, cette brève escapade à la mi-janvier, huit jours après une tentative foireuse de putsch vintage, le temps de présider la prestation de serment d’un gouvernement remanié et de signer quelques décrets. Rebelote fin février, histoire de recevoir en audience quelques barons et marquises du régime.

Autant d’apparitions plus inquiétantes que rassurantes, tant les facultés physiques et intellectuelles d’« ABO » semblent, en dépit de mises en scènes soignées et d’une couverture flatteuse par les médias officiels, durablement anémiées.

Le 23 mars, changement de braquet. Cette fois, claironnent les poètes de cour locaux, le pays fête le « retour définitif » du souverain fantomatique. Accueil triomphal à l’aéroport Léon-Mba, défilés d’Excellences sous les lambris du palais, résurrection d’un compte Twitter en hibernation… « Le chef est en superforme », ose à l'issue du conseil des ministres Jean-Marie Ogandaga, titulaire du portefeuille de l’Economie. Et de fait, l’intéressé paraît plus alerte que lors de ses sorties précédentes.

Admettons. Mais pourquoi diable s’éclipse-t-il derechef deux semaines plus tard ? A son agenda figurait, le 17 avril, la Journée gabonaise des droits de la Femme. Que présidera la sienne, en son absence remarquée. Au passage, les Librevillois relèvent que les gardes républicains d’ordinaire déployés entre le palais et la résidence privée du « Boss » ont déserté le paysage.

Au fond, les péripéties de cette gouvernance en pointillé ne seraient qu’anecdotiques si l’exécutif tournait comme un moteur de Maybach ou de Rolls, les limousines préférées d’Ali. On en est loin. A en croire les initiés, c’est à son directeur de cabinet, Brice Laccruche Alihanga, qu’échoit le gouvernail d’un paquebot au cap hésitant. Et tout indique qu’entre foyers de tension socio-économiques, intrigues de couloirs et bisbilles familiales, ce capitaine contesté navigue à vue. Un signe parmi d’autres, la suspension voilà peu, sur fond de manifs lycéennes, du décret censé durcir les règles d’attribution des bourses dans le secondaire.

Réunis dans un collectif citoyen baptisé « Appel à agir », opposants et activistes de la société civile réclament l’instauration d’un « comité médical » appelé à statuer sur l’état de santé réel du timonier à éclipses. Si -hypothèse hardie- ce collège d’experts voit le jour, il lui faudra répondre à deux questions : y a-t-il un pilote dans l’avion et, si oui, est-il en mesure de sortir le coucou gabonais de la zone de turbulences qu’il n’en finit plus de traverser ?
