"THE FRANCK ALIKO AFFAIR": A FINANCIAL SCANDAL AT THE TOP OF THE GABONESE STATE? "L'AFFAIRE FRANCK ALIKO". UN SCANDALE FINANCIER AU SOMMET DE L'ÉTAT GABONAIS?

Libreville, Gabon, February 7, 2012

As usual I go on Twitter and a message (tweet) catches my eyes:

#Gabon-The secret: a French engineer working for Bechtel at Libreville Central Prison for several days. Why? (December 27, 2011)

This is the beginning of what I will call here the "Franck case." Franck Aliko, a civil engineer, a French national, who worked for the company Bechtel on the CAN 2012 project, is imprisoned in the central prison of Libreville, without any public knowledge of what is going on, since no state media in Gabon or France has yet to announce the news. It's still not the first prisoner in Gabon, on the eve of a great event for Gabon, for which Franck Aliko was one of the main managers before his incarceration, shall we say: mysterious!

Back to what happened next, with the famous Twitter message that I read by chance, partly because it contained the "hachtag" # Gabon, which I use often as a search term for information on Gabon in Twitter.
The message seems innocuous at first on Twitter. But one wonders actually why, a French engineer, working for an American company, Bechtel, to which Ali Bongo owes his "support" by the United States after his usurpation of power, finds himself imprisoned in Libreville? While some would say, "we don't care, he is a French national or a foreigner, one of those who plunder Gabon", the fact remains that it is intriguing to many. The curiosity is that it became interesting to examine more closely that message which appeared to lead to something heavier, more interesting…

Back to Twitter. After some checks, one can see that the person who posted that tweet quoted above, actually had been publishing messages of this kind since about mid-December 2011. By reviewing all these "tweets", I realized that there was something fishy going on, like a scent of sulfur in these little "tweets". These messages were insistent and sometimes referred to a secret, a mystery that surrounded the imprisonment of the famous "Franck". Here are a few; they'll make you understand why my curiosity increased to know more about this alleged prisoner, Franck Aliko:

# Gabon corruption is the top agenda of Ali Bongo with this new way of stealing the wealth of the tortured Gabonese people is fucking criminal (December 16, 2011)

A French citizen working for Bechtel # was secretly imprisoned in Gabon (December 19, 2011)

# French citizen working for Bechtel mysteriously imprisoned for weeks in Gabon and the French government is not proactive to get him out. Why? (December 30, 2011)

# Gabon few (a) French mysteriously imprisoned? What does or does not the government? Why? And what are the reasons behind this? (January 10, 2012)

# Western media should turn their eyes on Central Africa because it will become the center of corruption and abuse of human rights in the 21st Century (January 10, 2012)

# French engineer imprisoned in Central Prison in Libreville some mysterious allegations of fraud involving ANGT).

Another to add: the current director of # ANGT & his best friend, lawyer of the president of Gabon are somehow masterminds of the biggest fraud of the century.

There appeared an acronym I am familiar with: ANGT or National Agency of Great Works, linked to a suspicion of fraud. For Gabon, the ANGT is well known because of the propaganda of the ruling party. On the internet site "legabon.org" which is the official portal of the country, one can read the following paragraph:

"The National Infrastructure Master Plan includes 21 major projects with a total investment over 6 years currently estimated at 5 913 000 000 000 XAF ($11.831 billion US). This is a comprehensive development strategy aimed at providing Gabon with the necessary infrastructure on its entire territory for the socioeconomic development of the interior and a real diversification of the national economy. The consistency and proper implementation of all these projects will be ensured by the supervision and technical and financial control of the National Agency Great Works".

It is absolutely necessary to add, for the purposes of understanding the "Franck case," that the National Agency of great works (ANGT) which is run by a board controlled from the presidential palace (the "Franck case" is not trivial in), is responsible for the sites of the African Cup of Nations (CAN 2012), co-organized with Equatorial Guinea as part of the "National Master Plan for infrastructure."

We're back on Twitter, because my curiosity did not stop to reading these "tweets". I wanted to know more about that Frank and the reasons for his imprisonment. Especially since it seems, there would have been fraud, which to me means that the taxpayers Gabon, the Gabonese people, were being fleeced again, in total opacity. Did Franck embezzle money? If so, why such an embezzlement which earned him prison, was not a public issue, especially given his position as a senior engineer at Bechtel running great works for CAN 2012 which receives public money?

The pursuit of my research enabled me to know two important things for the poor people of Gabon, the taxpayer, the father or mother who is struggling daily to survive while Gabon is an oil rich emirate:

1) Sources indicate that there seems to have been a breach of contract within the complex ANGT. To put the lid on the explosive pot and prevent the case to become known in public, Franck Aliko is being scapegoated with this imprisonment. What did he know exactly in this issue of contract? What role has he played? Who is involved in the ANGT? There are many unanswered questions. However, the second revelation of our sources is no less interesting and enlightening ...

2) Our sources indicate that in this political and financial mess, there is the purchase of buses that were to be used to transport the teams for the CAN 2012. Indeed, the contract provided for buses at a cost of 6 million U.S. dollars (we still don't know how many buses in total except the 8 buses seen in pictures on Facebook). But it turns out that Mr. Aliko is accused of embezzling an amount of 11 million USD in this purchase of the buses, so where does the difference of USD 5 million come from?

A family surprised and shocked, an appalled mother

What began as a curiosity on Twitter led me to contact Frank Aliko's sister. This is a young lady very disturbed and shocked by the imprisonment of her brother. Like the rest of the family, she understands nothing of what happened with her brother. It's a nightmare that began abruptly at the beginning of December 2011, when the family learned that Frank Aliko has just been placed in custody at the Central Prison in Libreville, charged with "forgery and use of forgery and fraud ". The family is appalled, moreover very surprised by this story. Franck Aliko who works as an engineer is not responsible for the finances of Bechtel, let alone COCAN or ANGT of Gabon. How could he have diverted 11 million dollars? The family feels immediately that something is wrong in this business! They want to know more. However, initially, the Gabonese authorities do not want Mr. Aliko to meet or talk with his family. It is total opacity. The family feels immediately powerless in this nightmare that is just beginning. "We thought it was the kind of story that only happens to others," says the sister of Mr. Aliko.

Franck Aliko, although a French national, is a native of the Ivory Coast. "He was proud to be able to make Africa benefit from his engineering skills and thus contribute to the development of the continent; that has always been his dream... a dream that some are trying to break in using him as a guinea pig in this case of misappropriation of money", recalls Frank's sister. She added: "this is the only son of my mother ... she is completely overwhelmed ... she is sick and has almost stopped eating."

A nebulous breach of contract with a company based in London

According to Frank Aliko's sister, the story boils down to a poorly negotiated contract, which her brother does not know the real twist that landed him in jail. 3 months from the start of the CAN 2012, Gabon still had no buses to transport teams and their delegations. They had to act quickly. The National Agency for Great Works (ANGT) is responsible for orders of this kind. Frank Aliko would have been approached by Henri Ohayon, General Director of ANGT, asking him to quickly refer to him a supplier who could deliver buses in tight deadlines. The Director's request was made in an atmosphere of high tension (CAN 2012 was fast approaching). In this context, Frank was not very eager to get on board. He hesitated. Because of this hesitation, the Director's anger was beginning to be felt. Franck suggested some addresses, but would not be directly involved in negotiating a contract that seemed highly risky, because the delays were so short and the conditions nebulous. The Director would then elevate his tone until deciding to himself contact a London company directly to negotiate the buses contract. The company: AEB Optimum Management Ltd., based on St. John Street in London. Agreements are entered into between the ANGT and the British company, which must be said, is a young company since it was incorporated only in December 3, 2010! (As found out doing some checking on the Internet). Shortly after signing the agreement, according to Frank's sister, Gabon changed its mind and decides to cancel the contract without notice under pretense that there were anomalies. However, in most contracts of this nature, suppliers require to get paid at least in part if the customer fails to honor its part of the contract, such as Gabon had just done. This is the beginning of the imbroglio between the British supplier asking to get paid and the ANGT. It is also the beginning of the nightmare for Franck Aliko, according to his sister.

Custody, arrest and speedy incarceration without a just and fair trial

After the termination of the contract between the ANGT and the British company, Franck Aliko was summoned by his employer, the company Bechtel. He was then told that he had been laid off, without being given the specific reason for this decision. Just days after the announcement of his layoff, Mr. Aliko was arrested on 2 December 2011 and put into custody at the prison (crowded and unsanitary) of Libreville. Two weeks later, he was imprisoned after an expeditious session in front of a judge and without adequate defense, without proven evidence according to the indictment. He was forbidden to speak, especially to his family. A blow for the Bechtel employee who feels cheated by his employer who abandoned him completely ...
The family heard the news and tried somehow to understand. But it's difficult. The record is opaque. Since Franck Aliko has French nationality, his parents contact the French Embassy in an attempt to break the deadlock and understand what he is actually charged with. The response of the Embassy: it will investigate, at the moment it can not do anything... Still nothing to this day. The family tries to raise money to hire a lawyer. It's expensive. Worse, difficult to penetrate the opacity of the record, even for the lawyer on the case. The judge on the case said Franck Aliko was guilty of forgery and using forged documents and fraud. End of story. Justice?

More questions than answers

The unanswered questions are not lacking in this case. The family feels powerless against the monster of ANGT and the opacity of the Gabonese judicial system. "We do not know if it will move ... We do not see the light at the end of the tunnel ... What will happen of him? They need to tell us the truth about what really happened with the buses contract, though delivered ... The truth must come out", says Frank Aliko's sister.

Yes, there are still too many unanswered questions in this case ...

Why is the Gabonese government hiding the trial of a Bechtel employee who is purported to have embezzled 11 million dollars? Who has to benefit for this case to be kept quiet? Is it is normal practice in a country that pretends to obey the rule of law?

Why is the Ministry of Justice of Gabon not disclosing publicly the evidence against Mr. Franck Aliko? $ 11 million that have not been carried in suitcases (since the person arrested was indeed in Gabon, employed by Bechtel) must have left traces, so why not show evidence of the embezzlement of which Frank Aliko is accused?

There are indeed buses transporting the teams since the start of CAN 2012, then who paid for these buses and with what money, with the 11 million that had been diverted? Where did the government find the millions of dollars in a few weeks to compensate for what Mr. Aliko misappropriated? Which company had finally delivered the bus to ANGT (COCAN)? Is this the same company with which Gabon has first broken the contract?

The truth, always the truth, people need to know

One thing is certain, the Gabonese people are almost accustomed to scandals over embezzlement of public funds, so they seem to be immunized. It is the daily chore of crooked politicians in Gabon, even at the highest echelon of the state. Thus, what does a "petty theft" of $ 5 million changes? Some might say. The fact is that every case of embezzlement is one more theft against the people and we must make it public, until the day when someone will have to pay for the economic crimes that unsuspectedly impact health, education, poverty and so on, because the stolen money is not used to deal with the suffering of the Gabonese people.

After the billions that have disappeared from the National Assembly, Ali Bongo's homes at 100 million Euros in France and $ 6.5 million in the U.S. and whatnot, the "Frank case" is hiding the smell of sulfur; a political and financial scandal that might involve ANGT, the COCAN and personalities at the top of the Gabonese state. The truth must be told. The truth must come out. If Franck Aliko has diverted money, then the government (the Ministry of Justice) demonstrates how a simple employee was able to divert $ 11 million. They can organize a fair trial of the accused. A state that obeys the rule of law can not afford to put people in jail without showing evidence. What does the government have to hide? And yet, it should hasten to show taxpayers how well Gabon's Justice works and is able to arrest criminals. It's quite curious.

My curiosity indicates that this is a case that may be the tip of the iceberg of the monster ANGT directed from the presidential palace, without knowing who actually acts as a controller on behalf of the taxpayers or citizens of Gabon. Journalists and other investigators must take over and provide insight into what began as an innocuous sentence, but could ultimately reveal itself to be an umpteenth case of misappropriation of public funds and large-scale corruption in Gabon.

The truth must be known in this case. The people have the right to know what really happened in this Frank Aliko case. If there has been embezzlement of 11 million dollars, let the facts be exposed for everybody to see. A trial behind closed doors in such an important matter is not acceptable. The mother and the Aliko family have the right to know too. If Gabon is a country of laws, this is an opportunity for the Gabonese government to show it, to tell the truth at last!

We must note finally that according to his "linkedin" profile Franck Aliko, civil engineer, had worked for the company Bechtel as Principal Interface Engineer-CAN2012 since December 2010. Here are the prerogatives in his post until his current imprisonment, for GABON-CAN2012:

Ensure the management and technical direction of specific project teams in a role of construction manager, for a wide range of construction projects (stadiums, hotels, hostels, etc.., In support of the Cup Africa 2012), which includes:
• Providing water and electricity for the main stadium,
• Interface with the Gabonese Minister of Energy, Electricity Company (SEEG) and contractors
• Interface with Gabon Telecom
• Interface with COCAN (FIFA representative) to identify and implement their requirements.

#Gabon corruption is the top agenda of #Ali Bongo with his new way of stealing the wealth of Gabonese people tortured Is mf criminal
A French citizen working for #Bechtel has been put in jail secretly in Gabon
#French citizen workin 4 Bechtel mysteriously jailed for weeks in Gabon and French government not being proactive on gettin him out. Why?
Pourquoi? (30 déc 2011)
#Gabon a few French mysteriously put in jail? What the government is doing or not about it? Why? And what are the reason behind it?
Pourquoi? Et quels sont les raisons derrière cela? (10 jan 2012)
West #medias should turn their eyes on Central Africa cos is about to become the siege of corruption & abuse of humans right of 21 century
A #French engineer put in jail at prison central de Libreville in some mysterious allegation of fraud involving ANGT
the current director of #ANGT & his Best friend, lawyer of Gabon president are some how the masterminds of the bigger scam of the century.
