Mrs. Murielle Minkoue-Mintsa, the Gabonese Minister of Institutional Reforms, was the guest of the program "Les Grands Dossiers". If for the form she defended herself rather well, being quite voluble and giving the impression of saying interesting things; In terms of substance, viewers were often given superficial and hollow content, unfortunately.

 

In a nation, when we talk about institutions, we are necessarily talking about law and governance. At the end of this debate, the Gabonese people are still ignorant of the foundations of the so called need to reform the institutions of their country. Let us explain:

 

1.            We would have liked the minister to give us an overview of the Gabonese institutions when she took office. Simply saying "the country was no longer functioning" is not a diagnosis. Even a 5-year-old can say that. A good diagnosis would have been to give us a summary of what was not working from an institutional point of view and the adjustments that the new reforms could take, if the dialogue endorse them. That is what we had to talk about in terms of substance.

2. The Minister did not mention national representation at the dialogue at all. Sending contributions is one thing; But all of these contributions are not created equal. Who will sort out these contributions? How will they be chosen, and what would be the structure of this dialogue so that all these contributions are examined in such a way as to satisfy the curiosity of the Gabonese people? After this debate, we still don't know.

 

We could cite other examples.

 

This blog rated Minister Minkoue-Mintsa on a two-part scale: on form she obtained 14 out of 20. But on substance she got 8 out of 20. This gets an overall rating of 11 out of 20.

Madame Murielle Minkoue-Mintsa, la ministre Gabonaise de la Réforme des Institutions, était l’invitée de l’émission « Les Grands Dossiers ». Si dans la forme elle s’est plutôt bien défendue, en étant assez volubile et donnant l’impression de dire des choses intéressantes ; dans le fond les téléspectateurs ont souvent reçu du superficiel et du creux, malheureusement.

 

Dans une nation, quand on parle d’institutions, on parle forcément de droit et de gouvernance. A la fin de ce débat, les Gabonais sont toujours ignorants des fondements de la fameuse nécessité de reformer les institutions de leur pays. Nous nous expliquons :

 

1      On aurait aimé que la ministre nous dressa l’état des lieux des institutions Gabonaises au moment de sa prise de fonction. Dire simplement « le pays ne fonctionnait plus », n’est pas un diagnostic. Même un enfant de 5 ans peut le dire. Un bon diagnostic aurait été de nous faire un résumé de ce qui ne marchait pas du point de vue institutionnel et des réglages que les nouvelles réformes pourraient envisager, si le dialogue les entérinait. C’est de cela qu’il fallait parler en termes de fond.

2.       La ministre n’a pas du tout parlé de la représentativité nationale au dialogue. Envoyer des contributions est une chose ; mais toutes ces contributions ne sont pas égales. Qui fera le tri de ces contributions ? Comment seront-elles choisies, et qu’elle serait la structure de ce dialogue pour que toutes ces contributions soient examinées de manière à satisfaire la curiosité des Gabonais ? Après ce débat, on n’en sait toujours rien.
