It is a beautiful model, the one of the project of redevelopment of Port-Mole in Libreville; it must have been expensive. The emergents have aimed high, when presenting this project to the people they continue to take to be naive. The prospectus and other media propaganda tools touting this project, talk about it as being the backbone of the ambitious innovation policy of the Gabonese authorities. But hey, the industrial zone of Nkok was also presented as the backbone of this ambition, and ... never mind! They even said that this project was a hymn to nature and culture. Their prospectus even promised that the area would become the most important economic, cultural and tourism zone in Central and West Africa. Can you imagine? We note that they speak of a coastline going from Senegal to Angola, and crossing along the way the Gambia, Guinea Bissau, Guinea Conakry, Sierra Leone, Liberia, Côte d'Ivoire, Ghana, Togo, Benin, Nigeria, Cameroon, Equatorial Guinea, Gabon, Congo, the DRC and Angola. The model of Ali Bongo promised grandiose things!



The company China Harbour Engineering Company, which had been selected to perform the work of what the emergent haven named “triumphant Field” was supposed to deliver the first phase of construction in 2015 and complete the work in 2016. The whole, at a cost of 59 billion CFA francs (less than what Ali Bongo spent to buy the residence Pozzo di Borgo). But as we've seen with the epilogue of projects such as the Nkok Industrial Area, the construction of the fertilizer plant in Port-Gentil, the construction of various hydro dams, the construction of universities in several provinces etc., all projects that have rarely gone beyond the model stage; the same story is being heard from the side of Port-Mole; the project has simply been deferred, that is to say, interrupted.



In his interview with his press on the occasion of the celebrations of 17 August, may be unknowingly, Ali Bongo gave two diametrically opposed and mutually exclusive, positions on the Gabonese economy. Indeed, in this interview from the 3rd minute, he said that the financial situation of Gabon is very good; that investment remains strong; that this investment has been increased from 200 to 600 billion CFA francs per year; that it is because of this high investment that the country will be transformed. Paradoxically, from the 32th minute, to explain why most of the projects are stopped, including the Triumphal Field, he said this:



"Regarding the Triumphal Field, the State has made a major effort to start this project; today, we are simply in a redefinition of discussions with private interests, as we, once this site was started; you know it's always the same, at the beginning investors doubted a little. We started the site, investors see that the work began, we have demands from some private investors who wish to participate. Well, instead of going forward, no matter how, we decided to slow down a little bit, and to have a discussion with the private interests who want to continue to participate in this project with us."
So dear readers, if we are to believe these words debited by Ali Bongo, Gabon is doing so well financially, that it has put 600 billion CFA francs in capital budget contribution every year; but at the same time, to continue a project of 59 billion CFA francs, or less than 10% of the total annual investment budget, they must completely stop the project to discuss with nebulous investors. You see dear insightful readers, Ali Bongo fundamentally contradicts his logic and no one could believe such nonsense. He is simply lying. The work ended due to the fact that the Gabonese government no longer has the ability to pay. It is as clear as spring water, for how else can we explain that the annual investment budget set at 600 billion CFA francs cannot provide funding for this project? It's too big of a lie!



Stopping the construction of the Triumphal Field came cruelly, once again, to expose the failure of the regime and its limitations and disasters in the areas of organization and management of public affairs; with as an unacceptable consequence, the resurgence of expensive white elephants across Gabon. Remember dear readers, that the stoppage of this site is neither an accident nor an isolated occurrence. It was indeed predictable for those who are closely following the lamentable developments of the management of the country by this regime. This stoppage merely translates into concrete images, the consequences of the laxity, of the amateurism and the tinkering of Ali Bongo.



So much time, energy, money lost and swallowed up by impostors who should absolutely have nothing to do with managing the destiny of a nation; who have assigned to themselves the privileges which they were incapable to assume to begin with; with the consequences of what we observe. Sick as its leaders from top to bottom, the worst may be yet to come for Gabon if a lifesaving jolt of change does not come to lift it from the incompetence, the irresponsibility, the corruption, and the trivialization of mediocrity, which are now the normative qualifiers of our unfortunate country.

Elle est belle la maquette du projet de réaménagement du Port-Môle de Libreville; elle a dû couter cher. Les émergents ont mis les petits plats dans les grands, pour présenter ce projet au peuple qu’ils continuent de prendre pour naïf. Les prospectus et autres supports de propagande ventant ce projet, nous en parlent comme étant l'épine dorsale de l'ambitieuse politique d'innovation des autorités gabonaises. Mais bon, la zone industrielle de Nkok avait été elle aussi présentée comme épine dorsale de cette ambition, et puis… passons ! Ils ont même dit que ce projet était un hymne à la nature et à la culture. Leur prospectus allait jusqu'à promettre que cet endroit deviendrait la zone économique, culturelle et touristique la plus importante de l'Afrique centrale et de l'ouest. Vous vous imaginez? Nous vous signalons qu’ils parlent d’une zone côtière allant du Sénégal à l’Angola, en passant par la Gambie, la Guinée-Bissau, la Guinée-Conakry, la Sierra-Leone, le Liberia, la Côte d’Ivoire, le Ghana, le Togo, le Benin, le Nigeria, le Cameroun, la Guinée-Equatoriale, le Gabon, Le Congo, la RDC et l’Angola. La maquette d’Ali Bongo promettait du grandiose!



La société China Harbour Engineering Company, qui avait été retenue pour exécuter les travaux de ce que les émergents avaient Baptisé « Champ triomphal », devait livrer la première phase du chantier dès 2015 et terminer les travaux en 2016. Le tout, pour un coût de 59 milliards de FCFA (moins de ce qu’Ali Bongo a déboursé pour acheter la résidence Pozzo di Borgo). Mais comme nous l’avions déjà vu avec l’épilogue des projets de la Zone Industrielle de Nkok, de la construction de l’usine d’engrais de Port-Gentil, de la construction de divers barrages hydroélectriques, de la construction d’universités dans plusieurs provinces etc., projets tous ayant rarement dépassé le stade de maquettes; le même son de cloche s’est fait entendre du côté du Port-Mole; le projet ayant été purement et simplement ajourné, c'est-à-dire interrompu.



Dans son interview à sa presse, à l’occasion des fêtes du 17 Aout, peut être sans le savoir, Ali Bongo a donné deux positions diamétralement opposées et mutuellement exclusives de l’économie gabonaise. En effet, dans cette interview à partir de la 3ième minute, il affirme que la situation du Gabon sur le plan financier est très bonne ; que l’investissement reste soutenu ; que cet investissement soit passé de 200 à 600 milliards de francs CFA par an ; que c’est grâce à cet investissement élevé que la transformation du pays se fera. Paradoxalement, à partir de la 32ième minute, pour expliquer pourquoi la plupart des chantiers sont à l’arrêt, notamment le Champ Triomphal, il dit ceci :



« En ce qui concerne le Champ Triomphal, l’Etat a fait un effort important pour démarrer ce chantier là; aujourd’hui, nous sommes simplement dans une redéfinition des discussions avec les privés, car nous avons, une fois commencé ce chantier ; vous savez c’est toujours pareil, au départ les investisseurs doutaient un peu. On a démarré le chantier, les investisseurs voient que le chantier a démarré, nous avons la demande de certains investisseurs privés qui souhaiteraient participer. Bon, plutôt que d’aller en avant, n’importe comment, on a décidé de ralentir un petit peu, et pour avoir une discussion avec les privés qui veulent continuer à participer dans ce projet avec nous. »
Donc chers lecteurs, si nous devons croire ces paroles débitées par Ali Bongo, le Gabon se porte tellement bien financièrement, qu’il a mis 600 milliards de francs CFA de budget d’investissement à contribution tous les ans; mais dans les mêmes temps, pour continuer un projet de 59 milliards de francs CFA, soit moins de 10% du total de ce budget d’investissement annuel, il faut arrêter complètement ce projet pour discuter avec de nébuleux investisseurs. Vous aurez compris, chers perspicaces lecteurs, qu’Ali Bongo se contredit fondamentalement dans sa logique et que personne de puisse croire en de telles fadaises. Il est simplement en train de mentir. Les travaux sont arrêtés parce que l’Etat gabonais n’a plus la capacité de payer. C’est clair comme de l’eau de roche, car comment expliquer autrement que le budget d’investissement annuel fixé à 600 milliards de francs CFA, ne puisse pas assurer le financement de ce projet ? C’est trop gros !



L’arrêt du chantier du Champ Triomphal est venu cruellement, une fois de plus, mettre à nu la débâcle du régime et ses limites et faillites dans le domaine de l’organisation et de la gestion de la chose publique ; avec pour inacceptable conséquence, la résurgence des éléphants blancs couteux, un peu partout au Gabon. Sachez chers lecteurs, que l’arrêt de ce chantier n’est pas un accident, ni un fait isolé. Il était en effet prévisible pour tous ceux qui suivent de près l’évolution lamentable de la gestion du pays par ce régime. Cet arrêt ne fait que traduire en images concrètes, les conséquences du laxisme, de l’amateurisme et du bricolage d’Ali Bongo.



Que de temps, d’énergie, d’argent perdus et engloutis par des imposteurs qui ne devraient strictement rien à voir avec la gestion du destin d’une nation; qui se sont attribués des prérogatives qu’ils étaient incapables d’assumer; avec les conséquences que nous observons. Malade comme ses dirigeants de la base au sommet, le pire est peut-être à venir pour le Gabon, si un sursaut salvateur de changement ne le tirait pas de l'incompétence, de l'irresponsabilité, de la corruption, de la banalisation de la médiocrité, qui sont désormais des qualificatifs normatifs de notre malheureux pays.
