It is Africa Energy Intelligence that tells us that the revision of the hydrocarbon code, promised by Ali Bongo since its adoption in 2014, remains completely stuck in Gabon.

Apparently, the Gabonese authorities multiply meetings with oil executives interested in the Gabonese sedimentary basins; but these oil executives are still facing the same bottlenecks in the Gabonese administration, namely: the fiscal provisions in this text which put the brakes on exploration.

Jacob Thaty Tsioba, the former head of the Hydrocarbons General Directorate, had set up a commission to draft proposals to amend the 2014 text. But that committee has still not produced anything.

The departure of Jacob Thaty Tsioba and his replacement by Paul Massassa in August 2017, did not come to facilitate the process.

The minister of oil, Pascal Houangni Ambouroué, has launched a call for tenders, to be supported by a law firm. But the choice of a firm has still not been communicated.

C’est Africa Energy Intelligence qui nous dit que la révision du code des hydrocarbures, tant promise par Ali Bongo depuis son adoption en 2014, demeure complètement engluée au Gabon.

Apparemment, les autorités gabonaises multiplient les rencontres avec des pétroliers intéressés par les bassins sédimentaires gabonais ; mais cependant, ces pétroliers feraient toujours face aux mêmes blocages dans l’administration gabonaise, à savoir : les dispositions fiscales prévues par ce texte qui seraient un frein à l'exploration.

L'ex-patron de la Direction Generale des Hydrocarbures, Jacob Thaty Tsioba, avait pourtant mis sur pied une commission devant rédiger des propositions d’amendement du texte de 2014. Mais ladite commission n’a toujours rien produit.

Le départ de Jacob Thaty Tsioba et son remplacement par Paul Massassa en août 2017, n'est pas venu faciliter le processus.

Le ministre du pétrole, Pascal Houangni Ambouroué, aurait lancé un appel d’offre pour se faire épauler dans ce dossier, par un cabinet d'avocats. Mais le choix du cabinet choisi n'aurait toujours pas été communiqué.

Ainsi va le Gabon des Bongo !
