THE UNDERPINNINGS OF THE PURCHASE BY PERENCO OF SOME TOTAL FIELDS IN GABON. LES DESSOUS DU RACHAT PAR PERENCO DE CERTAINS GISEMENTS DE TOTAL AU GABON

According to Africa Energy Intelligence, Perenco's takeover of some of Total Gabon's oil fields in May 2017 has made waves in the Petroleum Directorate of the Gabonese Petroleum Ministry.

Following the acquisition by Perenco of the ten fields that belonged to Total, a significant drop in the share of oil production going to the Gabonese State, was observed. This has angered Ali Bongo and caused the dismissal of the Director of hydrocarbons.

According to Africa Energy Intelligence, the Managing Director of Gabon Oil Co (GOC), Arnauld Engandji, recently traveled to Paris, to negotiate with the leaders of the trader Vitol, a solution to the decline in the quantity of crude oil that the Gabonese State will be able to sell in 2018. A habitual purchaser of the Gabonese production, Vitol would have already advanced tens of billions of CFA francs to the Gabonese State. But unfortunately, the purchase of several Total fields by Perenco, has resulted in the volume that the Gabonese State could have sold to Vitol to repay these advances, becoming significantly lessened.

Pressured by the stituation of public finances, Arnaud Engandji has proposed to Vitol a financial package to postpone the repayment of the billions advanced by this company to the Gabonese state.

The Africa Energy Intelligence analysts believe that Perenco has put the Gabonese Ministry of Petroleum on its knees, because of this lack of crude available for sale. One of the consequences of the takeover of these fields by Perenco, was the disappearance of the oil profit paid to the State on part of these assets. The Gabonese State would have accepted, via the General Directorate of Hydrocarbons (DGH), that Perenco would get these profits, thus escaping the less favorable contractual framework to which Total was subjected.

As a result, according to a note of the DGH drafted in October by Bernardin Mvé Assoumou (acting DG), the disappearance of the oil profit on these fields would be likely to cause the State of Gabon several cargo ships per year. Consequently, heads have rolled. The General Director of the DGH, Paul Massassa, was sacked and made available to his administration of origin. More purges are to be expected.

D’après Africa Energy Intelligence, le rachat par Perenco de certains gisements de pétrole de Total Gabon, en Mai 2017, a fait des vagues à la Direction des hydrocarbures du ministère du Pétrole gabonais.

Suite au rachat par Perenco de cette dizaine de gisements ayant appartenu à Total, une baisse considérable de la part de production de pétrole devant revenir à l'Etat gabonais, a été observée. Ce qui a provoqué la colère d’Ali Bongo et causé le licenciement du directeur des hydrocarbures.

Selon Africa Energy Intelligence, le directeur général de la Gabon Oil Co (GOC), Arnauld Engandji, s’est rendu récemment à Paris, afin de negocier avec les dirigeants du trader Vitol, une solution à la baisse du nombre de quantité de brut que l'Etat Gabonais pourra vendre en 2018. Habituel acheteur de la production Gabonaise, Vitol aurait déjà avancé des dizaines de milliards de francs CFA à l'Etat Gabonais. Mais malencontreusement, le rachat de plusieurs gisements de Total par Perenco, a eu pour conséquence que le volume que l'Etat Gabonais aurait pu vendre à Vitol pour rembourser ces avances, soit devenu significativement amoindri.

Mis sous pression par la situation des finances publiques, Arnaud Engandji aurait proposé à Vitol, un montage financier visant à reporter le remboursement des milliards avancés par cette société à l’Etat Gabonais.

Les analystes d’Africa Energy Intelligence estiment que Perenco a mis le ministère Gabonais du Pétrole à genoux, en raison de ce manque de brut disponible à la vente. L'une des conséquences du rachat de ces gisements par Perenco, a été la disparition du profit pétrolier reversé à l'Etat sur une partie de ces actifs. L'Etat Gabonais aurait accepté, via la Direction générale des hydrocarbures (DGH), que Perenco s'empare de ces actifs, échappant ainsi au cadre contractuel moins favorable auquel était soumis Total.

Résultat des courses, selon une note de la DGH rédigée en octobre par Bernardin Mvé Assoumou (DG par intérim), la disparition du profit pétrolier sur ces gisements serait susceptible de faire perdre à l’Etat Gabonais plusieurs cargos de brut par an. En conséquence, les têtes tombent. Le directeur général de la DGH, Paul Massassa, a été limogé et remis à la disposition de son administration d’origine. D’autres purges seraient attendues.
