A company called Titane Constructions, led by the Frenchman Mehdi Hamel, has just called on the Common Court of Justice and Arbitration of Ohada, against Orabank in Gabon, for the auction of a 13-hectare plot of land estimated at nearly 20 million euros, or more than 13 billion CFA francs. That is, this land is worth 1 billion per hectare. Dear Gabonese, then they will tell you that your land is worthless!

 

Titane Constructions had acquired this land to participate in the plan to build 5000 homes per year launched in 2009 by Ali Bongo. Mehdi Hamel turned to Orabank Gabon, led at the time by Rose Kayi Mivedor, the current Togolese Minister of Investment Promotion. The two parties had then concluded in 2016 a loan of 3 million euros running over thirty-six months for the servicing and backfilling of the land.

 

But Ali Bongo's project being stillborn, the repayment of this loan did not follow and the bank launched in 2018 a tendering procedure on this land. The sale came shortly after the clash with the Gabonese authorities of one of the shareholders of Titane Constructions, one Mohamed Ait Ben Ali, then boss of the Moroccan-Gabonese company Satram. The latter was arrested in February 2017, for passive corruption, as part of Operation Mamba. The man was close to the former economy minister, Magloire Ngambia.

 

Orabank Gabon claims that Titane Constructions did not appeal this decision to sell within the fifteen-day deadline and therefore it would be too late.

Une entreprise du nom de Titane Constructions, dirige par le français Mehdi Hamel, vient de saisir la Cour commune de justice et d'arbitrage de l'Ohada, contre Orabank au Gabon, pour la vente aux enchères d'un terrain de 13 hectares estimé à près de 20 millions d’euros, soit plus de 13 milliards de francs CFA. C’est-à-dire que ce terrain vaut 1 milliard l’hectare. Chers Gabonais, après on vient vous raconter que vos terres ne valent rien !

 

Titane Constructions avait acquis ce terrain pour participer au plan d'édification de 5000 logements par an lancé en 2009 par Ali Bongo. Mehdi Hamel s'était tourné vers Orabank Gabon, dirigé à l'époque par Rose Kayi Mivedor, l’actuel Ministre Togolais de la Promotion des investissements. Les deux parties avaient alors conclu en 2016 un prêt de 3 millions d'euros courant sur trente-six mois pour la viabilisation et le remblaiement du terrain.

 

Mais le projet d’Ali Bongo étant mort-né, le remboursement de ce prêt n’a pas suivi et la banque a lancé en 2018 une procédure d'adjudication sur ce terrain. La vente est intervenue peu après les démêlés avec les autorités gabonaises de l'un des actionnaires de Titane Constructions, Un certain Mohamed Ait Ben Ali, alors patron de la société maroco-gabonaise Satram. Ce dernier fut arrêté en février 2017, pour corruption passive, dans le cadre de l'opération Mamba. L’homme était proche de l’ancien ministre de l'économie, Magloire Ngambia.

 

Orabank Gabon affirme que Titane Constructions pas fait appel de cette décision de vendre dans le délai imparti de quinze jours et donc il serait trop tard.
