In an interview with an online media outlet, former Prime Minister Raymond Ndong-Sima said the following:

 

"The President is the most informed man in the country...; he is informed by different services: the police services, whether it is the documentation services, whether it is the gendarmerie, whether it is the army, whether it is the other various services; but he is also informed by the entire chain of administrative command of the Ministry of the Interior. Every day they have to send everything that happens back to the headquarters of the Ministry of the Interior. Therefore, the Minister of the Interior is informed and if the Minister of the Interior is informed of how things are, he necessarily informs the President, or something is wrong. What does it mean that the President finds out that things don’t work? Where do the reports that are produced on a daily basis showing that things do not work, go? How can we say that the President is surprised? This is something that is not understandable!”

 

"When you find yourself on the road, and you're stuck in the quagmire, inevitably this information is brought back to many people... When the Minister of Public Works does not have his results, we look at what is disbursed at the level of the Ministry of Public Works... This is information that can be requested on a daily basis, every day, from the Treasurer Paymaster General and his services: what have you disbursed to the Ministry of Public Works? What was paid for this ministry? I have a bit of a smile on my face, because in 2012, I insisted that we set up a dashboard that allows the chain of command to have an idea of what we spend and what we do not spend on a daily basis. As far as I remember, it was the Chief of Staff at the time who seized these powers; against and in spite of my protests. This is where the famous opportunity visas were set up. The opportunity visas that exist in the Presidency make it possible to know whether we have disbursed or not, because we cannot disburse if there is no opportunity visa. WHAT ARE WE TALKING ABOUT WHEN WE SAY: WE DISCOVERED, THE PRESIDENT DISCOVERED? It is rhetoric that is designed to confuse people on clear, simple issues.”

 

 

Dear readers, in a real country, following these revelations of Raymond Ndong-Sima, the Parliament whose main role is to control on behalf of the people, the action of the government, would immediately seize this scandal and ask for clarifications from the Ministry of Finance and the Presidency of the Republic.

Dans une interview accordée à un media en ligne, l’ancien Premier Ministre Raymond Ndong-Sima a dit ce qui suit :

 

« Le Président est l’homme le mieux informe du pays… ; il est informe par différents services : les services de police, que ce soient les services de la documentation, que ce soit la gendarmerie, que ce soit l’armée, que ce soient les autres services divers et variés ; mais il est aussi informé par toute la chaine du commandement administratif du ministère de l’Intérieur. Tous les jours ils doivent renvoyer à la centrale du ministère de l’Intérieur, tout ce qui se passe. Par conséquent le ministre de l’Intérieur est informé et si le ministre de l’Intérieur est informé de la façon dont ça marche, il informe nécessairement le Président, ou alors quelque chose ne tourne pas rond. Qu’est-ce que ça veut dire que le Président découvre que ça ne marche pas ? Ou vont les rapports qui sont faits au quotidien qui montrent que ça ne marche pas ? Comment peut-on dire que le Président est surpris ? C’est quelque chose qui n’est pas compréhensible ! »

 

« Quand on se retrouve sur la route, et qu’on est coincé dans les bourbiers, forcément que cette information est remontée vers les uns et les autres… Quand le ministre des Travaux Publics n’a pas ses résultats, on voit bien ce qui est décaissé au niveau du ministère des Travaux Publics… C’est une information qui peut être demandée au quotidien, tous les jours, au Trésorier Payeur General et à ses services : qu’avez-vous décaissé en faveur du ministère des Travaux Publics ? Qu’est-ce qui a été payé en faveur de ce ministère ? J’en ai un peu le sourire, parce qu’en 2012, j’ai insisté pour qu’on mette en place un tableau de bord qui permette à la chaine de commandement d’avoir une idée de ce qu’on dépense et ce qu’on ne dépense pas au quotidien. Que je me souvienne, c’est le Directeur de Cabinet à l’époque qui s’est accaparé de ces pouvoirs ; envers et malgré mes protestations. C’est là qu’on a mis en place les fameux visas d’opportunité. Les visas d’opportunité qu’il y a à la Présidence, permettent de savoir si on a décaissé ou non, parce qu’on ne peut pas décaisser s’il n’y a pas de visa d’opportunité. DE QUOI PARLE-T-ON QUAND ON DIT : ON A DECOUVERT, LE PRESIDENT A DECOUVERT ? C’est une rhétorique qui est faite pour embrouiller les gens sur des questions claires, simples.

 

 

Chers lecteurs, dans un vrai pays, suite à ces révélations de Raymond Ndong-Sima, le Parlement dont le rôle principal est de contrôler au nom du peuple, l’action du gouvernement, se saisirait immédiatement de ce scandale et demanderait des éclaircissements au ministère des Finances et à la Présidence de la République.
