2. Proportional royalties and those related to production.

3. Taxes and various levies.

4. Indirect revenues such as tariffs, income taxes, social security levy, etc.

5. Disposals of assets and participations.

The most important revenues are those derived from proportional royalties. For example, in Gabon until 2003, most of the oil production was taxed according to a system based on two taxes: a proportional tax of 15% of the revenues of the companies, and a tax on the net profits at the rate 73%. However, Omar Bongo personally took 25% of everything that came back to Gabon.

If all this is known, it is because this type of taxation leaves accounting records in their wake because oil companies must pay these funds to the national Treasury.

To avoid any traceability, Brice Laccruche-Alihanga and Sylvia Bongo intend to install a mechanism whereby the Public Treasury would no longer receive the amounts of the oil royalties directly from the oil companies, but through the Gabon Oil Company which itself would not receive a financial royalty from these oil companies, but the equivalent in crude oil that it would commercialize. Clever, is not it?

Imagine this scenario: Gabon Oil Company receives crude oil from oil companies. It sells this oil on the international markets through dubious screen companies whose owners are hidden behind assumed owners. Gabon Oil Company makes up the figures and only deposits 25% of the sales receipts with the Public Treasury of Gabon, claiming that it is all it got. Brice Laccruche-Alihanga and Sylvia Bongo pocket the remaining 75% without any trace that can go back to them. That's it !

Chers lecteurs, une chose est certaine pour ce blog : Brice Laccruche-Alihanga et sa patronne Sylvia Bongo viennent de décider d’encaisser la redevance pétrolière due à l’Etat Gabonais et de verser au Trésor Public, ce qu’ils voudront bien laisser au peuple Gabonais.

Les spécialistes de la fiscalité pétrolière nous dirons que les ressources financières nettes qu’un État peut obtenir des entreprises exploitant son pétrole, sont de cinq ordres principaux :

1. Les bonus à la signature des contrats de concession.

2. Les redevances proportionnelles et les royalties liées à la production.

3. Les impôts et prélèvements divers.

4. Les revenus indirects comme les droits de douane, les impôts sur les revenus, le prélèvement de la sécurité sociale, etc.

5. Les cessions d’actifs et de participations.

Les plus importantes retombées sont celles tirées des redevances proportionnelles. A titre d’exemple, au Gabon jusqu’en 2003, l’essentiel de la production pétrolière étaient taxés suivant une fiscalité basée sur deux impôts : une redevance proportionnelle de 15 % des recettes des entreprise, et un impôt sur les bénéfices net au taux de 73 %. Mais seulement, Omar Bongo s’adjugeait lui-même, à titre personnel, de 25% de tout ce qui qui revenait au Gabon.

Si tout ceci est connu, c’est parce que ce type de fiscalité laisse des traces comptables car les compagnies pétrolières doivent verser ces fonds au Trésor Public.

Pour éviter toute traçabilité, Brice Laccruche-Alihanga et Sylvia Bongo entendent installer un mécanisme faisant que le Trésor Public ne reçoive plus les montants de la redevance pétrolière directement des compagnies pétrolières, mais par le truchement de la Gabon Oil Compagnie qui elle-même ne recevrait pas une redevance financière de ces compagnies pétrolières, mais l’équivalent en pétrole brut qu’elle commercialiserait. Malin, n’est-ce pas ?

Imaginez ce scénario : la Gabon Oil Company reçoit du pétrole brut des compagnies pétrolières. Elle vend ce pétrole sur les marchés internationaux par le truchement de sociétés écran douteuses dont les propriétaires sont cachés derrière des prête-noms. La Gabon Oil Company maquille les chiffres et ne dépose au Trésor Public Gabonais que 25% des recettes des ventes en prétendant que c’est la totalité. Brice Laccruche-Alihanga et Sylvia Bongo encaissent les 75% sans qu’aucune trace ne permettent de remonter jusqu’à eux. Le tour est joué !
