Press release by the free Gabonese Civil Society, following the appointment of a new Prime Minister and the maintaining of Guy Nzouba-Ndama as President of the National Assembly

After several months of confusion, procrastination, internal strife and political arrangements to maintain a semblance of cohesion of the different clans supporting the Ali Bongo regime, the new National Assembly and Government of the PDG system have just been put in place.

As such, the free civil society through the popular citizen movement “Ça Suffit Comme Ça” reaffirms strongly and with determination its total rejection of the corrupt, tyrannical and undemocratic PDG system, which is responsible for the current decay and underdevelopment of the country.

Indeed, after the rigged election of 2009 which saw Ali Bongo ascent to power under fraudulent conditions, marked by brutal repression of the civilian population in Port-Gentil and Libreville, orchestrated by regime’s army and militias; the legislative elections organized on 17 December 2011 without biometry and without guarantee of transparency, were sanctioned by:

- A record abstention rate of 95%,
- The election of a monochromatic and minority national assembly composed of 98% of MPs from the PDG;
- The disappearance of the opposition in the Assembly;
- The disappearance of parliamentary groups and therefore leading to the absence of debates making impossible any form of democratic expression.

This election has strengthened the descent of Gabon into a non-democratic hellhole and the consolidation of authoritarian power, of a dictatorial and family based PDG system.

The popular citizen movement “Ça Suffit Comme Ça” is calling all Gabonese concerned about the establishment of genuine democracy and the rule of law in Gabon, in a sacred union against the criminal and corrupt PDG system which, for 44 years has captured the country's wealth by engaging in the widespread looting of taxpayers' money while subjugating and impoverishing 85% of a population reduced to a miserable and abject life of begging.

The popular citizen movement “Ça Suffit Comme Ça” asks the Gabonese people to remain vigilant when it comes to granting credits to this new Government that will do nothing to improve the living conditions of 85% of those left behind by 44 years of mismanagement, massive violations of civil and political rights in Gabon, in particular through the confiscation of constitutional institutions as well as the privatization of the state to the point that Gabon has truly become a banana republic.

In this context, we understand better the appointment of a Prime Minister known to have a temper and who has an anti-democratic record with his track record in the management of several public companies and respect for human rights being more than catastrophic.

Hévégab and SETRAG are among the companies led into bankruptcy by Raymond Ndong Sima and eventually privatized.

The arbitrary suspension of wages to labor leaders from SETRAG and the death of one of them who became unable to buy medicines, is also to his credit.

One also understands the maintaining of Guy Nzouba Ndama as President of the National Assembly while he is being prosecuted before the Commission for the Fight Against Illicit Enrichment by anti-corruption organizations of the civil society for embezzling over $ 7 billion francs (CFA) destined for the building of the National Assembly’s wing.

In view of the aforementioned, the popular citizen movement “Ça Suffit Comme Ça” is asking that the National Commission for Fight Against Illicit Enrichment goes to the end of its investigations in this matter that concerns financial crime and that Guy Nzouba Ndama answers for his actions in court.

The popular citizen movement “Ça Suffit Comme Ça” reiterates its requirements for democratic and institutional reforms and they are:

- The reform of the Constitutional Court, the National Council of Communication, the Economic and Social Council and the Independent Electoral Commission;
- The involvement of civil society in all stages of the political process;
- Reforming the Elections Act and the establishment of all devices to ensure electoral transparency;
- The reduction and limitation of the presidential term to 5 years, renewable once;
- The redrawing of electoral boundaries based on the demographic weight;
- The dissolution of all agencies;
- The re-establishment without delay of the National Union;
- The cessation of persecution and political trials;
- The cessation of repressive measures against the free press;
- The creation of an independent commission of inquiry on the management of CAN 2012;
- The creation of a Tripartite Commission majority-opposition and civil society for the formulation of any proposed reforms.

Given the authoritarian and corrupt regime in Gabon, the popular citizen movement “Ça Suffit Comme Ça” is asking the U.S. Congress and the European Union to implement appropriate measures and to isolate the Ali Bongo Government because of all violations against democracy and human rights.

Communiqué de la société civile libre Gabonaise suite à la nomination du nouveau Premier Ministre et au maintien de Monsieur Guy NZOUBA NDAMA à l’Assemblée Nationale

Après plusieurs mois de confusion, de tergiversations, de déchirements internes et d’arrangements politiques pour maintenir un semblant de cohésion des différents clans soutenant le régime d’ALI BONGO, la nouvelle Assemblée Nationale et le nouveau Gouvernement du système PDG viennent d’être mis en place.

A ce titre, la Société Civile libre à travers le Mouvement Citoyen et populaire ça Suffit Comme ça réaffirme avec force et détermination son rejet total du système corrompu, tyrannique et anti-démocratique du PDG responsable de la déliquescence actuelle et du sous développement du pays.

En effet, après le scrutin truqué 2009 qui a vu l’arrivée au pouvoir d’ALI BONGO dans des conditions frauduleuses, marquée par une répression brutale des populations civiles à Port-Gentil et à Libreville, orchestrée par l’armée et les milices à la solde du régime, les législatives organisée le 17 décembre 2011 sans la biométrie et sans gage de transparence, ont été sanctionnée par :

- un taux d’abstention record de 95%,
- l’élection d’une assemblée nationale monocolore et minoritaire composée 98 % de députés issus du PDG ;
- La disparition de l’opposition à l’Assemblée ;
- La disparition des groupes parlementaire et de ce fait l’absence de débats contradictoires rendant impossible toute forme d’expression démocratique.

Cette élection a ainsi renforcé la descente du Gabon aux enfers de la démocratie et le renforcement du pouvoir autoritaire, dictatorial et familial du système PDG.

Le Mouvement Citoyen et populaire ça Suffit Comme ça appelle les gabonaises et les gabonais soucieux de l’instauration d’une véritable Démocratie et d’un Etat de Droit au Gabon à une union sacrée contre le système criminel et corrompu du PDG qui depuis 44 ans s’est accaparé des richesses du pays en procédant au pillage généralisé de l’argent des citoyens tout en assujettissant et en appauvrissant 85% d’une population de misérables réduite à une mendicité abjecte .

Le Mouvement Citoyen et populaire ça Suffit Comme ça demande aux gabonais de demeurer vigilants quant aux crédits à accorder à ce nouveau Gouvernement qui ne fera rien pour améliorer les conditions de vie de 85% de laissés pour compte de 44 ans de mauvaise gestion, de violations massives des droits civils et politiques des gabonais à travers notamment la confiscation des institutions constitutionnelles de même que la privatisation de l’Etat au point que le Gabon est véritablement devenu une République bananière.

Dans ce contexte, on comprend mieux la nomination d’un Premier Ministre au caractère belliqueux et anti-démocratique dont le bilan en matière de gestion de plusieurs entreprises publiques et du respect des droits de l’homme est plus que catastrophique.

HEVEGAB et SETRAG comptent parmi les compagnies mises en faillite par Monsieur Raymond NDONG SIMA et finalement privatisées.

La suspension arbitraire des salaires aux leaders syndicaux de la SETRAG et le décès de l’un d’entre eux, devenu incapable de s’approvisionner en médicaments, est aussi à mettre à son actif.

On comprend également le maintien de Guy NZOUBA NDAMA à la Présidence de l’Assemblée Nationale alors que ce dernier est poursuivi devant la Commission de Lutte Contre l’Enrichissement Illicite par les organisations de la Société Civile anti-corruption pour avoir détourné plus de 7 milliards de Francs destinés à l’annexe de l’Assemblée Nationale.

Au regard de ce qui précède, le Mouvement Citoyen et populaire ça Suffit Comme ça exige que la Commission Nationale de Lutte contre l’Enrichissement Illicite puisse aller au terme des investigations sur cette affaire qui touche à la criminalité financière et que Monsieur Guy NZOUBA NDAMA réponde de ses actes devant la justice.

Le Mouvement Citoyen et populaire ça Suffit Comme ça réitère ses exigences concernant les reformes démocratique et institutionnelles à savoir :

- La reforme de la Cour Constitutionnelle, du Conseil National de la Communication, du Conseil Economique et Social et de la Commission Electorale Autonome et Permanente ;
- L’implication de la Société Civile dans toutes les étapes du processus politique ;
- La reforme de Loi électorale et la mise en place de tous les dispositifs permettant transparence électorale ;
- La réduction et la limitation du mandat présidentiel à 5ans renouvelable une fois ;
- Le redécoupage de la carte électorale en fonction du poids démographique ;
- La dissolution de toutes les agences ;
- Le rétablissement sans délai de l’Union Nationale ;
- L’arrêt des persécutions et procès politiques ;
- La cessation des mesures répressives contre la presse libre ;
- La création d’une commission d’enquête indépendante sur la gestion de la CAN ;
- La création d’une Commission Tripartite Majorité-opposition et Société Civile en vue la formulation de toutes les propositions de reformes.

Compte tenu du caractère autoritaire et corrompu du régime gabonais, le Mouvement Citoyen et populaire ça Suffit Comme ça demande au Congrès des Etats Unis et à l’Union Européenne d’appliquer les mesures appropriées et d’isoler le Gouvernement d’ALI BONGO à cause de toutes les atteintes à la démocratie et aux droits de l’Homme.
