The trial of Patrichi Tanasa’s gang will have at least had some merit; that of demonstrating to us in an irrefutable way the complete disappearance of any form of republican regulation at the level of the political, social, institutional, and economic management of the country.

 

According to a relevant popular formula, we have the confirmation of a genuine privatization of the state. Indeed, in its prerogatives of public administration and manager of public property, the Gabonese State, or what remains of it, appears today as the property of gang leaders. These "decision-makers" placed in function by the Bongos, subordinate all the centers, actors, mechanisms and instruments of social, political and economic management, to the control of their informal networks composed of their stooges and clients. Individuals like Patrichi Tanasa, are only economic and social relays of the leading management group that finds itself at the heart of the Bongo family. These relay individuals, the Patrichi Tanasas, are chosen only according to criteria of allegiance and submission to the Bongos.

 

Co-optation on clan bases by structures themselves characterized by the rejection of the law and by mediocrity, contributes directly to the collapse of the state and the demoralization of Gabonese society. Public opinion perceives these modes of management through incompetence as one of the aspects of an inexorable decomposition of the state. But in reality, the retreat of the state in favor of private networks, is only a deliberate option of management of public affairs that makes it possible to circumvent the republican and legal obstacles that could hinder the mafia capture of public resources.

 

The division of the country between the different clans of real power in Gabon can therefore take place in all opacity; because this organization of interest groups, which is based on systematic fraud and permanent lies, directly determines who succeeds and who fails in Gabon.

 

In this context, state-owned enterprises disappear because they are driven into bankruptcy. The networks of bureaucrats and businessmen who drain the public sector from supply chain through production to distribution from end to end, organize the formal bankruptcy of healthy companies in order to distribute their assets among themselves.

 

In reality, there are very few sustainable investments left. Despite the announcement effects, the business climate does not encourage confidence at all. No one, including the businessmen who take advantage of the situation, dares to invest. The highest short-term profits are the only concern from top to bottom of the activity scale. The scandalous budget surpluses resulting from the high oil prices are allocated to so-called structuring projects in eternal restart and whose only real objective is the distribution of the public windfall to these same networks. We're going around in circles!

 

The only posture of the regime, knowing that it has been rejected by Gabonese society, amounts to placing itself under external protection. This regime reflects the state of impotence and complete paralysis of a politico-financial class without substance. These officials of the vacuum have the impossible mission to animate the institutional nothingness, to hide the lack of meaning and project of a "caste-state" in rupture with the population. These role-playing games to which no one adheres anymore, nor gives the slightest credit, not even their own partisans, give the official representations a character of unreality only negated by the hyperviolent police and arbitrary management of the population by this resolutely kleptocratic regime.

Le procès de la bande à Patrichi Tanasa aura au moins eu un mérite ; celui de nous démontrer de manière irréfutable la disparition intégrale de toute forme de régulation républicaine au niveau de la gestion politique, sociale, institutionnelle et économique du pays.

 

Selon une formule populaire pertinente, nous avons la confirmation d’une authentique privatisation de l’Etat. En effet, dans ses prérogatives d’administration publique et de gestionnaire des biens publics, l’Etat Gabonais, ou ce qu’il en reste, apparaît aujourd’hui comme la propriété des chefs de bandes. Ces «décideurs» placés en poste par les Bongo, subordonnent tous les centres, acteurs, mécanismes et instruments de gestion sociale, politique et économique, au contrôle de leurs réseaux informels composés d’obligés et de clients. Des individus comme Patrichi Tanasa, ne constituent que des relais économiques et sociaux du groupe de direction de tête qui lui se retrouve au cœur de la famille Bongo. Ces individus relais que sont les Patrichi Tanasa, ne sont choisis qu’en fonction de critères d’allégeance et de soumission aux Bongo.

 

La cooptation sur des bases claniques par des structures elles-mêmes caractérisées par le refus du droit et la médiocrité, contribue directement à l’effondrement de l’Etat et à la démoralisation de la société gabonaise. L’opinion publique perçoit ces modes de gestion par l’incompétence comme un des aspects d’une inexorable décomposition de l’Etat. Mais en réalité, le recul de l’Etat au profit des réseaux prives, n’est qu’une option délibérée de gérance de la chose publique qui permet de contourner les obstacles républicains et légaux qui pourraient gêner la captation maffieuse des ressources publiques.

 

Le partage du pays entre les différents clans de pouvoir réel au Gabon, peut donc s’opérer en toute opacité ; car cette organisation en groupes d’intérêts qui repose sur la fraude systématique et le mensonge permanent, détermine directement qui réussit et qui échoue au Gabon.

 

Dans ce contexte, les entreprises publiques disparaissent car elles sont poussées à la faillite. Les réseaux de bureaucrates et d’hommes d’affaires qui ponctionnent de bout en bout le secteur public, de la chaîne d’approvisionnement en passant par la production jusqu’à la distribution, organisent la faillite formelle des entreprises saines afin de se répartir leurs actifs.

 

Il n’y a plus en réalité que très peu d’investissements durables. Malgré les effets d’annonce, le climat des affaires n’incite pas du tout à la confiance. Personne, y compris les businessmen qui profitent de la situation, ne se risque à investir. Les profits les plus élevés à court terme sont l’unique préoccupation de haut en bas de l’échelle d’activité. Les excédents budgétaires scandaleux issus de la plus-value des cours du pétrole, sont affectés à de prétendus chantiers structurants en éternel recommencement et dont le seul vrai objectif est la distribution de la manne publique à ces mêmes réseaux. On tourne en rond !

 

L’unique posture du régime, se sachant rejeté par la société gabonaise, revient à se placer sous protection externe. Ce régime traduit l’état d’impotence et de paralysie complète d’une classe politico-financière sans substance. Ces fonctionnaires du vide ont pour mission impossible d’animer le néant institutionnel, de masquer l’absence de sens et de projet d’une «caste-Etat» en rupture avec la population. Ces jeux de rôle auxquels personne n’adhère plus, ni ne donne le moindre crédit, pas même leurs figurants, confèrent aux représentations officielles un caractère d’irréalité uniquement démenti par la gestion policière et arbitraire hyperviolente de la population par ce régime résolument kleptocrate.

 

C’est cela le Gabon d’aujourd’hui !
