It is the IMF that gives us the proof: Gagan Gupta behaved in Gabon as in conquered territory. His company Olam and what it has become, Arise, paid no taxes in Gabon. Zero to the public treasury! This was so obvious that the mission of the International Monetary Fund (IMF), which recently visited Gabon, posed as a condition for the agreement of a new loan program made to Gabon, the elimination of the numerous tax and customs exemptions enjoyed by Olam and Arise, including those from which the Nkok industrial zone benefits.

 

According to the IMF, the totality of special tax and customs exemption regimes from which certain companies in Gabon benefit, represents 7% of GNP per year; or about 600 billion CFA francs per year.

 

The Nkok free zone, for example, enjoys a total tax exemption and the companies established there can repatriate 100% of their profits abroad. It's incredible ! The IMF calls on Gabon to review this tax regime, but Arise would not want it.

 

However, Gabon urgently needs to establish a new lending program with the IMF and could hardly afford to ignore the demands of this institution.

C’est le FMI qui nous en donne la preuve : Gagan Gupta s’est comporte au Gabon comme en territoire conquis. Sa société Olam et ce qu’elle est devenue, Arise, n’ont payé aucun impôt au Gabon. Zéro au Trésor public ! Ceci a été si flagrant que la mission du Fonds monétaire international (FMI) qui a récemment séjourné au Gabon a posé comme condition de mise en place d'un nouveau programme de prêt fait au Gabon, la suppression des nombreuses exemptions fiscales et douanières dont jouissent Olam et Arise, incluant celles dont bénéficie la zone industrielle de Nkok.

 

D’après le FMI, la somme des régimes spéciaux d’exonération fiscales et douanières dont bénéficient certaines entreprises au Gabon, représentent 7 % du PNB par an ; soit environ 600 milliards de francs CFA par an.

 

La zone franche de Nkok par exemple, bénéficie d'une exemption totale d'impôt et les entreprises qui y sont installées peuvent rapatrier 100 % de leurs bénéfices vers l’étranger. C’est incroyable ! Le FMI demande au Gabon de revoir ce régime fiscal, mais Arise n’en voudrait pas.

 

Cependant, le Gabon a un besoin urgent d’établir un nouveau programme de prêt avec le FMI et pourrait difficilement se permettre d'ignorer les demandes de cette institution.
