HOW THE IMF INTERVENES IN CENTRAL AFRICA’S KLEPTOCRACIES. COMMENT LE FMI INTERVIENT DANS LES KLEPTOCRATIES D’AFRIQUE CENTRALE

Congo Brazzaville is the 6th largest oil producer in Africa with a daily production of 278,000 barrels. But this country has been ruined by the dictatorship of Sassou-Nguesso and like its Gabonese neighbor; it has been forced to appeal to the International Monetary Fund (IMF) to clean up its finances.

According to Africa Energy Intelligence, an IMF delegation was in Brazzaville at the end of December 2017, and imposed a draconian condition to any agreement with this bankrupt country: that the Congolese leaders submit to the IMF a verifiable and verified inventory of wealth.

The IMF measure would target particularly the members of the government and all those who were engaged in the oil sector. The following personalities were quoted by the publication:

Denis Gokana, adviser to Sassou and former general manager of the national oil company SNPC. Gokana now controls Africa Oil & Gas Corp, which has interests in several oil fields, in association with Soco. This man is in fact the "Samuel Dossou" of Sassou-Nguesso.

Lucien Ebata, who since August 2017, has been Sassou's special adviser for external funding. He is the president and founder of the oil trading company Orion Oil, and he has many contracts for the exploitation and supply of petroleum products with the SNPC, which owes him large sums of money in light of the contracts awarded.

The interlocutor of the IMF within the Congolese government is Denis Christel Sassou N'Guesso, who is the Congo's Ali Bongo; and is the alleged successor of the king currently in places.

If the IMF has imposed such conditions in Congo, one may well wonder what they had demanded in Gabon, which is experiencing the same damage.

Le Congo Brazzaville est le 6ieme producteur de pétrole d’Afrique avec une production quotidienne de 278000 barils. Mais ce pays a été ruiné par la dictature de Sassou-Nguesso et comme son voisin Gabonais, il a été contraint de faire appel au Fond monétaire international (FMI) pour assainir ses finances.

D’après l’Africa Energy Intelligence, une délégation du FMI était à Brazzaville en fin décembre 2017, et a imposé une condition draconienne à tout accord avec ce pays exsangue : que les dirigeants Congolais soumettent au FMI une déclaration, vérifiable et vérifiée, de patrimoine.

La mesure du FMI verserait particulièrement les membres du gouvernement et tous ceux qui ont officié dans le secteur pétrolier. Les personnalités suivantes ont été citées par la publication :

Denis Gokana, conseiller de Sassou et ancien directeur général de la société nationale petroliere SNPC. Gokana contrôle aujourd’hui la société Africa Oil & Gas Corp, qui dispose de participations sur plusieurs champs pétroliers, en association avec Soco. Cet homme est en fait le « Samuel Dossou » de Sassou-Nguesso.

Lucien Ebata, qui occupe depuis août 2017, le poste de conseiller spécial de Sassou pour les financements extérieurs. Il est le président et fondateur de la société de négoce pétrolier Orion Oil, et il dispose de nombreux contrats d’exploitation et de fourniture de produits pétroliers avec la SNPC, qui lui doit des sommes importantes au vu des contrats passés.

L'interlocuteur du FMI au sein du gouvernement congolais, est Denis Christel Sassou N'Guesso, qui est l’Ali Bongo du Congo est le présumé successeur du roi des lieux.

Si le FMI a imposé de telles gardes fous au Congo, on peut bien se demander qu’elles aient été ses exigences au Gabon qui connait les mêmes avaries.
