Le 11 janvier 1994, la France convoqua à Dakar, les chefs d’Etats de « leur » zone monétaire en Afrique – la zone « franc » ; dont la monnaie était liée par un cordon ombilical au Trésor français depuis 1948, la plupart des chefs d’État des quatorze pays francophones, dont Omar Bongo, répétaient à qui voulait l’entendre que les CFA ne serait jamais dévalué. Et pourtant dans la soirée, un communiqué venait annoncer officiellement que le CFA était dévalué de 50 %.
