The press informs us that the Canadian company, Capitaine Energy, has been awarded concessions to exploit several oil blocks in Gabon by the Gabonese Ministry of Oil.

 

But officially, so far, the Gabonese Ministry of Oil has still not made public the list of eight companies that have won operating contracts on the 35 blocks of a tender launched in 2018. But according to the press, this ministry has already sent these companies a letter of confirmation of contract, without any communication being made. But according to press indiscretions, the CD2 and CD3 permits were won by the Canadian company Capitaine Energy.

 

But when we look at this Canadian company more closely, we see that Capitaine Energy, whose contract is its very first acquisition, was founded by former executives of TotalEnergies and BP. Its boss in Gabon is a former Shell Gabon executive, Charles Tchen, a brother or cousin of Jean Ping. One of the other shareholders of this company is Viannet Okouma, still a former Shell and Total; who until recently was at the Gabon Oil Co (GOC).

 

Nevertheless, the press informs us that this call for tenders would have ended in failure in general, because the vast majority of permits proposed by Gabon have not found a taker; yet Gabonese leaders had organized major tours of Asia, Europe and America to promote them.

La presse nous informe que la compagnie canadienne, Capitaine Energy, se serait vu attribuer des concessions d’exploitations de plusieurs blocs pétroliers au Gabon, par le ministère gabonais du pétrole.

 

Mais officiellement, jusqu’ici, le ministère gabonais du pétrole n'a toujours pas rendu public la liste des huit compagnies ayant remporté des contrats d’exploitation sur les 35 blocs d’un appel d'offres lancé en 2018. Mais selon la presse, ce ministère a déjà envoyé à ces compagnies une lettre de confirmation de contrat, sans qu'aucune communication ne soit faite. Mais selon des indiscrétions de presse, les permis CD2 et CD3 auraient été remportés par la compagnie canadienne Capitaine Energy.

 

Mais quand on regarde cette compagnie canadienne de plus près, on s’aperçoit que Capitaine Energy dont ce contrat est sa toute première acquisition, a été fondée par d'anciens cadres de TotalEnergies et BP. Son patron au Gabon est un ancien de Shell Gabon, Charles Tchen, un frère ou cousin de Jean Ping. Un des autres actionnaires de cette compagnie est Viannet Okouma, encore un ancien de Shell et Total ; qui encore récemment était à la Gabon Oil Co (GOC).

 

Néanmoins, la presse nous signale que cet appel d’offres se serait solde par un échec en général, car la très grande majorité des permis proposés par le Gabon n’ont pas trouvé preneur ; pourtant les dirigeants gabonais avaient organisé d'importantes tournées en Asie, Europe et Amérique pour les promouvoir.
