Harry Truman was the 33rd president, serving from April 12, 1945, until January 20, 1953. He took office when Franklin D. Roosevelt died, then won a full term in his own right in the 1948 election. He famously said the following that this blog would like to submit to observers of the Gabonese political scene:

« I could never lend myself to any transaction, however respectable, that would commercialize on the prestige and dignity of the office of the presidency. Show me a man that gets rich by being a politician, and I’ll show you a crook. »

Harry Truman treated wealth gained through public office as evidence of corruption. The logic being that a politician's income comes from a salary, so getting rich must mean using the office for private gain (bribes, insider deals, favors).

This reflects a real ethical principle, that public office is a trust and shouldn't be a business. However, it should not be use as a sweeping generalization. Some politicians, mostly in the west, come in with wealth, marry into it, or earn it legitimately through books, investments, or speaking fees. 

What is the subject here are politicians who have become wealthy while in office, in ways that cannot possibly be justified.

Harry Truman a été le 33e président des États-Unis, en fonction du 12 avril 1945 au 20 janvier 1953. Il a pris ses fonctions à la mort de Franklin D. Roosevelt, puis a remporté un mandat à part entière lors de l'élection de 1948. Il a prononcé cette célèbre phrase, que ce blog souhaite soumettre à l'attention des observateurs de la scène politique gabonaise :

« Je ne pourrais jamais me prêter à une transaction, si respectable soit-elle, qui commercialiserait le prestige et la dignité de la fonction présidentielle. Montrez-moi un homme qui s'enrichit en faisant de la politique, et je vous montrerai un escroc. »

Harry Truman considérait la richesse acquise par le biais d'une fonction publique comme preuve de corruption. La logique est que le revenu d'un politicien provient d'un salaire : s'enrichir signifie donc nécessairement utiliser sa fonction à des fins privées (pots-de-vin, délits d'initiés, faveurs).

Cela reflète un véritable principe éthique : la fonction publique est une charge de confiance et ne doit pas devenir une entreprise. Toutefois, il ne faudrait pas en faire une généralisation abusive. Certains politiciens, surtout en Occident, arrivent déjà fortunés, épousent une femme fortunée, ou gagnent légitimement de l'argent grâce à des livres, des investissements ou des conférences.

Le sujet ici, ce sont les politiciens qui se sont enrichis pendant l'exercice de leurs fonctions, d'une manière qui ne saurait absolument pas se justifier.
