Georges Mpaga and Marcel Libama were recently elected, yes elected (as strange as it may seem in this Gabon of rigged elections), to the steering and organizing committee of the strategy against corruption in Gabon. It is a device introduced in Gabon in partnership with the UNDP and is also at the UNDP headquarters in Libreville that the vote took place. We would like to present our sincere congratulations to these compatriots who are fighting for a fairer Gabon for all, but also to share with you below the minutes of the meeting which saw that vote unfold. An account by Georges Mpaga. Below, is a document explaining this initiative. This blog will return in a future post, to analyze the fight against corruption in Gabon.

National Strategy for the Fight Against Corruption in Gabon, under the auspices of the UNDP, designation of representatives of the civil society to instances of implementation: 

Minutes of the meeting of appointment of members of the civil society into bodies to implement the national strategy against corruption and money laundering in Gabon, 20 March 2014 at the UNDP headquarters. 

Agenda:

Designation by electoral vote or by consensus of representatives of the civil society into bodies to implement the national strategy against corruption and money laundering: 

a) 3 people to the Steering Committee (strategic body under the leadership of the Prime Minister) 1 representative of NGO's, one union representative and one representative of the religious communities; 

b) 1 person (NGO representative) to the coordinating committee whose mission is to coordinate at the operational level the conduct of the National strategy against corruption and money laundering.

Start of the session 

The meeting began at 10:15 am with a word of welcome by the Head of the UNDP Office, also Economic Adviser at that UN agency, also leading partner for the implementation of the Strategy. In their introductory remarks, they spoke on issues of strategy aimed at providing Gabon with a real instrument to fight against corruption and money laundering. In this perspective, the civil society is expected to play a key role. Hence the need for the latter to appoint independent representatives in the various bodies involved in the implementation of this strategy.

Following the introductory remarks, for a roundtable presentation, the floor was given to the other participants coming from the National Commission for the Fight against Illicit Enrichment, the National Financial Investigation Agency, the United Nations and the civil society. This round table was followed by 20 minutes of discussion focused mainly on the criteria and profiles of persons to serve in both instances and at the end of this discussion, representatives of the National Commission for the Fight Against Illicit Enrichment and the National Financial Investigation Agency and those of the UNDP withdrew to allow The civil society to conduct the election of its members.

Conduct of the election

Pastor Gaspard OBIANG was appointed as facilitator of this electoral process.

a) Election of Representatives to the Steering Committee : By Consensus , the following persons were designated : NGO Representative , Pierre NDONG ABOGHE , President of the NGO ON M’ACHETE PAS (I am not for sale); union representative , Marcel Libama , Spokesperson of the CONASYSED , Deputy Secretary General of the Union of National Education (SENA); Religious Representative, Pastor Gaspard OBIANG , President of REGOSIDA and the Network of Churches facing HIV / AIDS.

b) Appointment of the Representative to the Coordinating Committee: Two candidates presented themselves: Dieudonné MINLAMA and Georges Mpaga , respectively President of the National Observatory for Democracy and of the Network of Organisations of the Civil Society for Good Governance in Gabon . A vote was held for the two candidates . At the end thereof , the following results were obtained:

- Georges MPAGA, 4 votes

- Dieudonné Minlama, 3 votes

Thus, Georges Mpaga was elected by his peers to represent the civil society in the Coordinating Committee of the National Strategy for fight against corruption and money laundering. 

It should be noted that the whole process was conducted throughout by the UNDP which is the main United Nations agency tasked with supporting national partners in the implementation of the national strategy, a fundamental requirement to implement the Convention of the United Nation Against Corruption. In addition, in the near future, Gabon will be evaluated on its ability to implement the MERIDA Convention. 

This exercise will be especially monitored by the civil society which will conduct a counter assessment of the national report to the review mechanism.

C’est un dispositif mis en place au Gabon en partenariat avec le PNUD et c’est d’ailleurs au siège du PNUD à Libreville qu’a eu lieu ce vote. Stratégie Nationale de Lutte Contre la Corruption au Gabon, sous l'égide du PNUD, désignation des représentants de la Société Civile aux instances de mise en œuvre:

Compte rendu de la réunion de désignation des membres de la société civile aux organes de mise en œuvre de la stratégie nationale de lutte contre la corruption et le blanchiment des capitaux au Gabon, le 20 mars 2014 au siège du PNUD.

Ordre du jour :

Désignation par voix électorale ou par consensus des représentants de la société civile aux instances de mise en œuvre de la stratégie nationale de lutte contre la corruption et le blanchiment des capitaux : 

a) 3 personnes pour le comité de pilotage (instance stratégique placée sous la le leadership du Premier Ministre) 1 représentant des ONG’s, 1 représentant des syndicats et 1 représentant des communautés religieuses ;

b) 1 personne (représentant ONG) pour le comité de coordination qui a pour mission de coordonner au niveau opérationnel la conduite des activités de la stratégie Nationale de lutte contre la corruption et le blanchiment des capitaux.

Début des travaux

La réunion a débuté à 10h15 par un mot de bienvenu du Chef de Bureau du PNUD, egalement Conseiller économique de cette agence des Nations Unies , par ailleurs principal partenaire de mise en œuvre de la stratégie. Dans son propos liminaire, il est revenu sur les enjeux de la stratégie qui visent offrir au Gabon un véritable instrument pour lutter efficacement contre la corruption et le blanchiment des capitaux. Dans cette perspective, la société civile est appelée à jouer un rôle capital. D’où la nécessité pour cette dernière de désigner en toute indépendance ses représentants au sein des différentes instances associées à la mise en œuvre de ladite stratégie. 

Suite à ce propos introductif, pour un tour de table de présentation, la parole été donnée aux autres participants venant de la Commission Nationale de Lutte contre l’Enrichissement Illicite, de l’Agence Nationale d’Investigation Financière, des Nations Unies et de la société civile. Ce tour de table a été suivi de 20 minutes d’échange axées essentiellement sur les critères et les profils des personnes devant siéger au sein des deux instances et , au terme de cette discussion, les représentants de la Commission Nationale de Lutte contre l’Enrichissement illicite et de l’Agence Nationale d’Investigation Financière ainsi que ceux du PNUD se sont retirés afin de permettre à la société civile de procéder à l’élection de ses membres.

Déroulement de l’élection

Le pasteur Gaspard OBIANG a été désigné comme facilitateur de ce processus électoral.

a) Election des représentants au Comité de Pilotage : Par Consensus, les personnes suivantes ont été désignées : Représentant des ONG, Monsieur Pierre NDONG ABOGHE, Président de l’ONG ON M’ACHETE PAS, Représentant syndicat, Marcel Libama , Porte Parole de la CONASYSED, Secrétaire Général Adjoint du Syndicat de l’Education Nationale ( SENA), Représentant Religieux, Pasteur OBIANG Gaspard, Président du REGOSIDA et du Réseau des Eglises Face au VIH/Sida.

b) Désignation du Représentant au Comité de Coordination : Deux candidats se sont présentés à savoir. Dieudonné MINLAMA et Georges MPAGA, respectivement Président de l’Observatoire Nationale de la Démocratie et du Réseau Des Organisations Libres de la Société Civile Pour la Bonne Gouvernance au Gabon. Il a été procédé à un vote pour départager les deux candidats. Au terme de celui-ci, les résultats suivants ont été obtenus :

- Georges MPAGA, 4 voix

- Dieudonné Minlama, 3 voix.

Ainsi, Georges MPAGA a été élu par ces pairs pour représenter la société civile au sein du comité de coordination de la stratégie nationale de lutte contre la corruption le blanchiment des capitaux.

Il faut noter que tout ce processus a été mené de bout en bout par le PNUD qui est la principale agence des Nations Unies, chargée d’appuyer les partenaires nationaux dans l’exécution de la stratégie nationale, exigence fondamentale pour mettre en application la Convention des Nation Unies Contre la Corruption. En outre, dans un proche avenir, le Gabon sera évalué quant à sa capacité à mettre en application la Convention de MERIDA.

Cette exercice sera particulièrement suivi par la société civile qui procédera à une contre évaluation du rapport national à ce mécanisme d’examen.
