This week, Daniel Ona Ondo, Prime Minister of Gabon, presented to parliament his policy speech. We dissected its content and we are still looking for its substance. Indeed, dear readers, when you know the explosive context of the political, economic and social environment in Gabon, the content of Daniel Ona Ondo’s speech to parliament appears superficial and lacking specificity. In reading it, one wonders if this Prime Minister, albeit a full professor of economics, knows what a policy speech is.
The practice of giving this speech comes from the fifth Republic in France, where just after their appointment, the Prime Ministers must appear before the House of Parliament and the nation, to outline their program of governance. This process is formally enshrined in the French constitution, in Article 49 paragraph 1 and says exactly that: "The Prime Minister, after deliberation by the Council of Ministers, commits to the National Assembly the responsibility of the government's program or possibly a statement of policy." In France, the policy speech is a speech program that guides the legislature and the people, not only on the themes of governance, but also and especially on investment and future budgetary constraints so that the whole political class would know what will happen during the future governance process.
But the content of the speech by Daniel Ona Ondo remained superficial and general. Nothing, absolutely nothing measured in numbers was said in that speech. Four years later, we are still tweaking with such useless things as the presentation of the Strategic Plan Gabon Emergent! But, when will we get away from these childish things and get serious?
To avoid that you think we are too harsh toward Daniel Ona Ondo, we offer you the following General Policy Speech pronounced by Mrs Aminata Touré, Prime Minister of Senegal, in October 2013, before the parliament of that country. We offer it to you so you could compare to that of Daniel Ona Ondo and be ashamed of what is happening in Gabon, as the speech of the Prime Minister of Senegal is rich in detail and quantified targeted economic investment plan in which the beneficiaries and execution time are identified. None of this exist in Daniel Ona Ondo’s speech where he still speaks to us muddily about a nebulous Strategic Plan Gabon Emergent, without head or tail. Below are the speeches by Aminata Touré and Daniel Ona Ondo for you to compare and come to your own conclusions. But as a reminder, we still would like to let you know that Ali Bongo has been in power since 2009 and Macky Sall since 2012. Cette semaine, Daniel Ona Ondo, le Premier Ministre Gabonais, présentait devant le parlement son discours de politique générale. Nous en avons décortiqué la teneur et nous en cherchons toujours la substance. En effet, chers lecteurs, quand on connait le contexte explosif de l’environnement politique, économique et social au Gabon, le contenu du discours de Daniel Ona Ondo devant le parlement apparait superficiel et manquant de spécificité dans ses lignes. A sa lecture, on se demande si ce Premier Ministre, pourtant agrégé d’économie, sait ce qu’est un discours de politique générale.
La pratique de ce discours nous vient de la Vième République en France, où juste après leur nomination, les Premiers Ministres doivent présenter devant les députés et la Nation, les grandes lignes de leur programme de gouvernement. Ce procédé est formellement inscrit dans la constitution française, dans l'article 49 alinéa 1 et dit précisément ce qui suit: "le Premier Ministre, après délibération du Conseil des Ministres, engage devant l'Assemblée Nationale la responsabilité du gouvernement sur son programme ou éventuellement sur une déclaration de politique générale". En France, le discours de politique générale est donc un discours programme qui oriente et le législateur et le peuple, sur non seulement les thèmes de gouvernance, mais aussi et surtout sur les investissements et contraintes budgétaires à venir de manière à ce que toute la classe politique sache de quoi sera fait la gouvernance.
Mais le contenu du discours de Daniel Ona Ondo est resté superficiel et généraliste. Rien, absolument rien de chiffré n’a été dit dans ce discours. Quatre ans après, nous en sommes encore aux balbutiements tels que la présentation du Plan Stratégique Gabon Emergent! Mais enfin, quand allons-nous sortir des enfantillages et devenir sérieux?

Rien de tout cela dans le discours de Daniel Ona Ondo où on nous parle encore de manière vaseuse d’un nébuleux Plan Stratégique Gabon Emergent, sans tête ni queue.
