In a republic, the mode of governance must necessarily be “republican”; that is, it must be based on the virtue of citizens to serve the public interest. The republic cannot not put up with administrative officials whose psychological dispositions and behaviors are anti-republicans in the sense that these people prefer to work with certain compatriots and not with others. In republics, we respect the rules, regardless of emotions.

 

According to the press, in the intelligence services of the National Gendarmerie, the boss of these services, Jean-Norbert Madjoupa, during his travels abroad, entrusts the interim of his function to a subordinate who is more than two levels below him, in defiance of the administrative rule which would like it to be the immediate deputy who ensures the interim.

 

But the example coming from above, how would things be different, in view of what happened following Ali Bongo's stroke, when the Republican interim was refused to the representatives of the Gabonese people and they rather propelled Noureddin Bongo-Valentin on the quasi-presidential chair.

 

If the top of the state rejects Republican principles, how can we expect middle administrators to accept them?

Dans une république, le mode de gouvernance doit forcément être « républicain » ; c’est-à-dire qu’il doit être fondé sur la vertu des citoyens à servir l’intérêt public. La république ne s’accommoder de responsables administratifs dont les dispositions psychologiques et les comportements seraient anti-républicains dans le sens que ces gens préfèreraient travailler avec certains compatriotes et non avec d’autres. En républiques, on respecte les règles, au mépris des émotions.

 

D’après la presse, dans les services de renseignement de la Gendarmerie Nationale, le patron desdits services, Jean-Norbert Madjoupa, lors de ses déplacements a l’étranger, confie l’intérim de sa fonction à un subalterne à plus de deux paliers en dessous de lui, au mépris de la règle administrative qui voudrait que ce soit l’adjoint immédiat qui assure l’intérim.

 

Mais l’exemple venant d’en haut, comment les choses seraient-elles autres, au regard de ce qui s’est passé à la suite de l’AVC d’Ali Bongo, quand l’intérim républicain a été refusé aux représentants du peuple Gabonais et on a plutôt propulsé Noureddin Bongo-Valentin sur le quasi-fauteuil présidentiel.

 

Si le sommet de l’Etat refuse les principes républicains, comment s’attendre à ce que les administrateurs intermédiaires les acceptent ?
