For the past few days, we have been witnessing the publication of trial balloons by many compatriots, some even university professors, announcing that the Gabonese population would be in favor of the promulgation of a strong presidential regime. This is a way for these people to say that Brice-Clotaire Oligui-Nguema should stay in power for a long time.

 

Dear readers, this is the kind of trickery that has led Gabon into the ditch we are currently witnessing. The Gabonese people have never said they want a strong presidential regime, and any Gabonese who prescribes such a regime for the country, is either politically illiterate or someone who eats their share next to Oligui-Nguema.

 

These "appellists" of a new kind even dare to push the callousness to the point of affirming that the French Fifth Republic is a strong presidential regime; which is very wrong!

 

In a strong presidential system, the government is not a collegial body emanating from the parliamentary majority, and therefore politically accountable to the people. The head of state is simply a monarch surrounded by servants who are politically indebted to them. It is this system that Gabon has suffered under for 56 years, from 1967 to 2023. Never again!

 

In France, the regime is parliamentary, even if there is a president and a prime minister. In France, the executive and legislative branches collaborate and have a power of reciprocal dismissal; This is not possible in a strong presidential regime. The Prime Minister, together with the members of parliament, has the right to initiate legislation and the right to amend. These are parliamentary prerogatives, not presidential ones.

 

In Gabon, by calling for a strong presidential regime, Brice-Clotaire Oligui-Nguema's supporters are in fact signaling to us that for them, he must be the only master on board. He must have all the powers and if necessary, they will use this supposed preference by the Gabonese people to give all the powers to Oligui-Nguema, as a justification to oust Raymond Ndong-Sima.

Oligui-Nguema is now focused on legitimizing his power; He wants all the powers without having to worry about a parliament with teeth. C’est une façon, pour ces gens, de dire que Brice-Clotaire Oligui-Nguema devrait s’éterniser au pouvoir.

 

Chers lecteurs, voici le genre d’entourloupe qui ont conduit le Gabon dans le fossé que nous observons actuellement. Les Gabonais n’ont jamais dit qu’ils voulaient d’un régime présidentiel fort, et tout Gabonais qui prescrit un tel régime pour le pays, est soit un analphabète politique, soit quelqu’un qui mange sa part à côté d’Oligui-Nguema.

 

Ces « appellistes » d’un genre nouveau osent même pousser l’outrecuidance jusqu’à affirmer que la VIème république Française est un régime présidentiel fort ; ce qui est archi faux !

 

Dans un régime présidentiel fort, le gouvernement n’est pas un organe collégial émanant de la majorité parlementaire, et donc politiquement responsable devant le peuple. Le chef d’État est tout simplement un monarque entouré d’obligés qui lui sont politiquement redevables. C’est ce système que le Gabon a subi pendant 56 ans, de 1967 à 2023. Plus jamais cela !

 

En France, le régime est parlementaire, même s’il y a un président et un premier ministre. En France, les pouvoirs exécutif et législatif collaborent et ont un pouvoir de révocation réciproque ; ce qui n’est pas possible en régime présidentiel fort. Le Premier ministre dispose, avec les parlementaires, de l’initiative de législation et du droit d’amendement. Ce sont des prérogatives parlementaires et non présidentielles.

 

Au Gabon, en demandant un régime présidentiel fort, les partisans de Brice-Clotaire Oligui-Nguema seraient en fait, en train de nous signaler que pour eux, ce dernier doit être le seul maitre à bord. Il doit avoir tous les pouvoirs et au besoin, ils utiliseront cette supposée préférence des Gabonais à donner tous les pouvoirs à Oligui-Nguema, comme justification pour évincer Raymond Ndong-Sima.

 

Chers lecteurs, ne vous faites pas d’illusions, cette transition est bien pensée ; ils savent où ils vont et ce qu’ils veulent ! Oligui-Nguema est désormais tourné vers la légitimation de son pouvoir ; il veut tous les pouvoirs sans avoir à s’encombre d’un parlement ayant des dents. Brice-Clotaire Oligui-Nguema cherche à conserver le pouvoir, et pour longtemps !
