In a video published on social media, Raymond Ndong Sima can be seen and
heard expressing deep bitterness over the inevitable failure of Agropag, where
he served as Chairman of the Board of Directors. However, his speech
demonstrates that this melancholy extends well beyond the mere bankruptcy of
this state-owned enterprise.
When someone has led the government under Ali Bongo and
then under the transition of Brice Clotaire Oligui Nguema, can they present
themselves to the Gabonese public as a mere victim? Is a posture of resignation
normal for a man who has led the government under two presidents?
In the video, the former Prime Minister explains his
withdrawal from the Agropag board of directors by citing total decisional
paralysis. He reveals that despite holding five board meetings in three months,
the Director General systematically rejected and ignored the resolutions
adopted by the board.
It may seem quite surprising that a leader of his
stature, accustomed to the highest echelons of the executive branch, would
resign himself to the insubordination of a director general. One might expect a
former head of government to use his political weight, his network, or state
leverage to impose governance and turn around a parastatal entity vital for
food sovereignty.
This admission of failure, however, highlights the
profound dysfunctions within public administration. Whether during the Bongo
era or currently under CBON, institutional inertia, conflicts over
prerogatives, and a lack of accountability often withstand regime changes. His
powerlessness bears witness to a system of governance where individual power
dynamics still take precedence over structural management processes.
The failure of the agro-pastoral project actually seems
to be only the symptom of a deeper malaise. Ndong Sima shifts his remarks
toward a societal critique: the stigmatization of the older generation in favor
of an idealized youth within the post-coup Gabonese political landscape. He
expresses immense frustration with a climate where advanced age has become a
genuine handicap, and where the indispensable debate on technical competence
has been swallowed up by a simple criterion of generational renewal.
His reaction is that of a technocrat worn down by
institutional fatigue. Having been Prime Minister under two distinct eras
undoubtedly gave him the hope of being able to steer major structural reforms,
such as reviving the agricultural economy with Agropag.
Facing the same internal administrative roadblocks,
coupled with the feeling of being pushed out by the new political narrative
centered on youth, explains Raymond Ndong Sima's public posture of withdrawal.
It is the realization of a politician who understands that changes at the head
of state are not enough to single-handedly transform the country's
administrative and operational culture.
One can only hope that Raymond Ndong Sima writes his
memoirs!

Dans une vidéo publie dans les réseaux sociaux, on peut
voir et entendre un Raymond Ndong Sima exprimer une profonde amertume devant l’inévitable
échec d’Agropag dont il était le président du conseil d’administration. Mais
son discours démontre que cette mélancolie dépasse largement le simple cadre de
la faillite de cette société d’Etat
Quand on a dirigé le gouvernement sous Ali Bongo puis
sous la transition de Brice Clotaire Oligui Nguema, peut-on se présenter à l’opinion
gabonaise comme une simple victime ? La posture de résignation est -elle normale
de la part d'un homme ayant dirigé le gouvernement sous deux présidents ?
Dans la vidéo, l'ancien Premier ministre explique
son retrait du conseil d’administration de la société Agropag, par une
paralysie décisionnelle totale. Il révèle que malgré la tenue de cinq conseils
d'administration en trois mois, le Directeur Général a systématiquement rejeté
et ignoré les résolutions adoptées par le conseil.
Il peut paraître très étonnant qu'un dirigeant de
son envergure, habitué aux plus hauts sommets de l'exécutif, se résigne face à
l'insubordination d'un directeur général. On pourrait s'attendre à ce qu'un
ancien chef de gouvernement utilise son poids politique, son réseau ou les
leviers de l'État pour imposer la gouvernance et redresser une entité
parapublique vitale pour la souveraineté alimentaire.
Ce constat d'échec met toutefois en lumière les
dysfonctionnements profonds de l'administration publique. Qu'il s'agisse de
l'ère Bongo ou de celle de CBON actuellement, l'inertie institutionnelle, les
conflits de prérogatives et l'absence de redevabilité résistent souvent aux
changements de régime. Son impuissance témoigne d'une gouvernance où les
rapports de force individuels priment encore sur les processus structurels de
gestion.
L'échec du projet agropastoral semble en réalité
n'être que le symptôme d'un malaise plus profond. Ndong Sima déplace son propos
vers une critique sociétale : la stigmatisation des vieux au profit d'une
jeunesse idéalisée dans le paysage politique gabonais post-coup d'État. Il
exprime une grande frustration face à un climat où l'âge avancé est devenu un
véritable handicap et où le débat indispensable sur la compétence technique a
été phagocyté par un simple critère de renouvellement générationnel.
Sa réaction est celle d'un technocrate frappé
d'usure institutionnelle. Avoir été Premier ministre sous deux ères distinctes,
lui a sans doute donné l'espoir de pouvoir piloter des réformes structurelles
majeures comme la relance de l'économie agricole avec Agropag
Le fait de se heurter aux mêmes blocages
administratifs internes, couplé au sentiment d'être poussé vers la sortie par
le nouveau narratif politique axé sur le jeunisme, explique cette posture
publique de repli de Raymond Ndong Sima. C’est le constat d'un homme politique
qui réalise que les changements à la tête de l'État ne suffisent pas à
transformer, à eux seuls, la culture administrative et opérationnelle du pays.
