SING SA (Société d’Incubation Numérique du Gabon / Gabon Digital Incubation Company) is a Gabonese public company created about ten years ago as part of the eGabon project, financed by a World Bank loan taken out by the Gabonese state. Its activities really got underway in 2018 under the leadership of Yannick Ebibie Nze, a US-trained computer scientist who had served as its head since its creation.

The entity’s mission was to structure the national digital ecosystem and support the country’s digital transformation. The initial project called for three incubators (Estuaire, Haut-Ogooué, Ogooué-Maritime), but only the Estuaire structure was ultimately established.

Its operations rested on four main pillars:

• Pivot 4.0: startup incubation and acceleration

• Innovation strategy consulting

• Digital Factory: digital engineering

• SING Capital: fundraising and financing support

According to figures the company claims, which can only be verified by the company itself, SING SA has supported more than 314 startups since 2018 (about 75% of the country’s most notable startups), mobilized nearly 550 million FCFA for entrepreneurs, with a post-incubation survival rate of 68% at two to three years. With such a track record, one might think Libreville had become a tropical mini Silicon Valley.

On the ownership side, SPIN (Société du patrimoine et des infrastructures numériques) holds 30% of its capital on behalf of the state, which explains why the current interim leadership is being handled by an SPIN executive.

In what looks very much like a cleanup of the Ali Bongo era, Cyrille Ndong, husband of the now-unavoidable and fervently pro-Oligui “pasteurized” Laurence Ndong, who speaks Fang better than the old Fang speakers and Obama better than the elders of Okondja, was appointed Deputy Managing Director of SPIN (with Bertrand Mahoukou Bitchinda as CEO).

Following the recent dismissal of Yannick Ebibie Nze, it is her husband Cyrille Ndong who is now handling the interim leadership.

Gabon’s digital ecosystem is structured as follows:

At the top, political leadership: Mark-Alexandre Doumba is Minister of the Digital Economy, Digitalization and Innovation, in office since the January 1, 2026 cabinet reshuffle. He is driving the major initiatives (Gabon Digital, eGabon, the MADIGIPAIE program, startup labeling).

The technical and regulatory bodies are:

• ARCEP (telecom and postal regulator): chaired by Célestin Kadjidja, in office since late 2023, very active internationally (Smart Africa, ITU). Parfait Eyi is its Deputy Managing Director.

• SPIN (management of the state’s digital infrastructure assets, including the National Gabonese Backbone): recently led by Bertrand Mahoukou Bitchinda as Managing Director, with Cyrille Ndong as Deputy Managing Director.

• SING (startup incubator): going through a turbulent period, its longtime Managing Director Yannick Ebibie Nze (in office since 2018) has just been dismissed by the board. The interim is reportedly being handled by Cyrille Ndong, Deputy Managing Director of SPIN, which is no small detail since SPIN holds 30% of SING’s capital on behalf of the state. Rumors of a merger are circulating.

CGI, presented as an innovation and technology hub dedicated to building a high-performing digital ecosystem in Gabon, has Stéphane Nzeng as its Managing Director. It is said that CGI is set to become the sole public vehicle dedicated to innovation and support for tech companies, effectively causing SING to disappear.

You’ll have noticed that people very close to Laurence Ndong have been placed in strategic positions across Gabon’s digital landscape: Cyrille Ndong, Parfait Eyi, and Stéphane Nzeng. It appears Laurence Ndong is weaving her web.

La SING SA (Société d’Incubation Numérique du Gabon) est une société publique gabonaise créée il y a environ dix ans dans le cadre du projet eGabon, financé par un prêt de la Banque mondiale contracté par l’État gabonais. Ses activités ont réellement démarré en 2018 sous la direction de Yannick Ebibie Nze, un informaticien formé aux USA qui en a assuré la présidence depuis sa création. 

La mission de cette entité était de structurer l’écosystème numérique national et d’accompagner la transformation digitale du pays. Le projet initial prévoyait trois incubateurs (Estuaire, Haut-Ogooué, Ogooué-Maritime), mais seule la structure de l’Estuaire a finalement vu le jour.

Son fonctionnement reposait sur quatre volets principaux :

• Pivot 4.0 — incubation et accélération de startups

• Conseil en stratégie d’innovation

• Digital Factory — ingénierie numérique

• SING Capital — accompagnement au financement et à la levée de fonds

Selon les chiffres qu’elle revendique et qui ne peuvent être vérifiables que par elle même, la SING SA aurait accompagné plus de 314 startups depuis 2018 (environ 75 % des startups les plus marquantes du pays), mobilisé près de 550 millions de FCFA pour les entrepreneurs, avec un taux de survie post-incubation de 68 % à deux-trois ans. Avec un tel bilan, on pourrait croire que Libreville soit devenue une mini Silicon Valley tropicale.

Sur le plan capitalistique, la SPIN (Société du patrimoine et des infrastructures numériques) détient 30 % de son capital pour le compte de l’État; ce qui explique que l’intérim à sa tête soit aujourd’hui assuré par un cadre de la SPIN.

Dans ce qui ressemble fortement à un nettoyage de l’ère Ali Bongo, Cyrille Ndong, l’époux de la désormais incontournable et oliguiste pasteurisée zélée comme pas deux, Laurence Ndong, qui parle Fang mieux que les vieux Fang et Obama mieux que les anciens d’Okondja, a été nommé DGA de la SPIN (avec Bertrand Mahoukou Bitchinda comme PDG).

Après le récent limogeage de Yannick Ebibie Nze, c’est L’époux Cyrille Ndong qui assure l’intérim.

L’écosystème numérique gabonais est structuré de la manière suivante :

Au sommet, le pilotage politique  il y’a Mark-Alexandre Doumba qui est ministre de l’Économie Numérique, de la Digitalisation et de l’Innovation, en poste depuis le remaniement du 1er janvier 2026. C’est lui qui porte les grands chantiers (Gabon Digital, eGabon, programme MADIGIPAIE, labellisation des startups).

Les organismes techniques et de régulation sont:

• ARCEP (régulateur des télécoms et postes) : présidée par Célestin Kadjidja, en poste depuis fin 2023, très actif à l’international (Smart Africa, UIT). Parfait Eyi en est Directeur Généra Adjoint.

• SPIN (gestion du patrimoine des infrastructures numériques de l’État, dont le Backbone National Gabonais) : dirigée récemment par Bertrand Mahoukou Bitchinda à la Direction Générale et Cyrille Ndong en est Directeur Général Adjoint.

• SING (incubateur de startups) : traverse une zone de turbulences — son DG historique Yannick Ebibie Nze (en poste depuis 2018) vient d’être limogé par le conseil d’administration. L’intérim serait assuré par Cyrille Ndong, DGA de la SPIN, ce qui n’est pas anodin puisque la SPIN détient 30% du capital de la SING pour le compte de l’État. Des rumeurs de fusion circulent.

Le CGI qui est présenté comme un hub d’innovation et de technologie dédié à l’émergence d’un écosystème numérique performant au Gabon; a pour Directeur Général, Stéphane Nzeng. Il se dit que le CGI va devenir l’unique véhicule public consacré à l’innovation et à l’accompagnement des entreprises technologiques,  faisant ainsi disparaître.

Vous aurez remarqué que des très proches de Laurence Ndong ont été placés aux postes stratégiques dans l’univers du numérique Gabonais : Cyrille Ndong, Parfait Eyi, et Stéphane Nzeng. Il semble que Laurence Ndong tisserait sa toile.
