WHAT DOES THE REPORT OF THE EUROPEAN UNION’S OBSERVATION MISSION MEAN? QUE SIGNIFIE LE RAPPORT DE LA MISSION D’OBSERVATION DE L’UNION EUROPÉENNE ?

As a reminder, it is at the invitation of the Gabonese government and the Ali Bongo regime, that the European Union deployed a mission to observe the presidential election of 27 August 2016. Many readers are asking us what would be the use of the report of this mission, which many seem to be expecting. We try to answer them in the most succinct way possible.

First, the administrative procedure would require that, after a mission officially mandated by the European Union, a detailed, impartial and independent report of the observations made by the EU representatives, be drafted and handed over to both the Gabonese and European authorities.

On the Gabonese side, if the Ali Bongo regime is running away, delaying its taking possession of this report, Jean Ping has already announced that he is anxiously waiting for the report to be made public.

In Europe, the French government, by the voices of the Parliamentarian Olivier Faure on the one hand, and the Minister of Foreign Affairs Jean-Marc Ayrault on the other; again informed the public this week that it was waiting for the publication of this report to take a clear position on the way forward regarding their handling of the post-electoral crisis that continues to shake Gabon.

For the Gabonese people, the report of this mission to Gabon, headed by Mariya Gabriel, herself an MEP, will contain final conclusions and recommendations which will have the advantage of being endorsed by all the countries of the EU, since this organization is supranational; and will allow us to demand that consequent sanctions be taken against those who have been guilty of abuses in Gabon. If European countries refuse the application of these sanctions, then we will know that this report would have served no purpose and will have to continue the fight on our own.

For this blog, the report of the EU mission is not the panacea, but it is an instrument whose scope will be non-negligible if we know how to use it.

Pour rappel, c’est sur invitation du gouvernement Gabonais et du régime Ali Bongo, que l’Union Européenne a déployé une mission d’observation de l’élection présidentielle du 27 aout 2016. Nombreux sont les lecteurs qui nous demandent à quoi servirait le rapport de cette mission, que beaucoup semblent attendre. Nous tentons ici d’y répondre de la manière la plus succincte possible.

D’abord, la procédure administrative voudrait qu’après une mission officiellement mandatée par l’Union Européenne, un rapport détaillé, impartial et indépendant des observations faites par les représentants de l’UE, soit rédigé et remis à la fois aux autorités Gabonaises et Européennes.

Dans la partie Gabonaise, si le régime Ali Bongo fait une fuite en avant, en différant sa prise de possession de ce rapport, Jean Ping a lui déjà annoncé qu’il attend avec impatience que ce rapport soit rendu public.

En Europe, le gouvernement Français, par les voix du député Olivier Faure d’une part, et du Ministre des Affaires Etrangères Jean-Marc Ayrault d’autre part ; a encore fait savoir à l’opinion cette semaine qu’il attendait la publication de ce rapport pour prendre clairement position sur la marche à suivre concernant sa position face à la crise post-électorale qui continue de secouer le Gabon.

Pour le peuple Gabonais, le rapport de cette mission au Gabon, qui fut dirigée par Mariya Gabriel, elle-même députée européenne, contiendra des conclusions finales et des recommandations qui auront l’avantage d’être endossées par l’ensemble des pays de l’EU, vu que cette organisation est supranationale, et nous permettront d’exiger que des sanctions conséquentes soient prises à l’endroits de ceux qui se seront rendus coupables d’exactions au Gabon. Si les pays européens refusent l’application de ces sanctions, alors nous saurons que ce rapport n’aura servi à rien et devrons continuer le combat tous seuls.

Pour ce blog, le rapport de la mission de l’UE n’est pas la panacée, mais c’est un instrument dont la portée sera non négligeable si nous savons nous en servir.
