CBON uses the new nationality code to, thanks to the law and the argument of blind nationalism, lock the political landscape in quadruple turns.

But the characteristic of this kind of political decision is that they are inscribed in time and often end up catching up with those who conceived or supported them. The judgment of History, especially in matters of citizenship and exclusion, is rarely lenient. This constant can be observed through several prisms, which echo the indignation of many Gabonese:

This is the great irony of African and world political history; the laws of exclusion almost invariably end up turning against their authors. In the 1990s, the concept of Ivority was theorized and codified to prevent Alassane Ouattara from running for president. This policy of exclusion not only led the country to civil war, but those who ardently supported it like Henri Konan Bédié, eventually paid the political price. Ironically, Alassane Ouattara ended up becoming president.

Those who, today, within the Gabonese executive branch or parliament, support Article 64 to threaten the diaspora or create categories of Gabonese, forget that the wheel turns. If they ever find themselves in the opposition or forced into exile, they will become the first victims of the grinding machine they themselves made.

The severe judgment of History will also come from the fact that Gabon has never been a country built on identity exclusion. Despite the successive dictatorships of the Bongos, the foundation of the Gabonese nation was based on a balance, sometimes clientelist, certainly, but real, between the provinces and a certain civil peace. Introducing the notion of native ancestry into the law or threatening deprivation of nationality is playing with matches. History still remembers the names of those who lit the fire, rarely those who tried to put it out later.

History will also judge the contrast between discourse and reality. Those who support this code claim to defend the sovereignty of Gabon. However, History will analyze:

That the real challenges of sovereignty (the control of natural resources against multinationals, energy independence, the ability to feed the population) are not resolved by excluding binational citizens.

That attacking one’s own diaspora, which is often the most educated and most connected fringe, is an act of self-harm for a developing country.

The coup d’état of August 30, 2023 raised an immense hope of freedom and democratic refoundation. Those who support this nationality code, and more generally the restriction of freedoms, are acting that the coup was not a path to democracy, but simply a casting change at the top of the same authoritarian system. Disappointment will be at the dimensions of the hope aroused.

Mais le propre de ce genre de décisions politiques est qu’elles s'inscrivent dans le temps et finissent souvent par rattraper ceux qui les ont conçues ou soutenues. Le jugement de l'Histoire, surtout en matière de citoyenneté et d'exclusion, est rarement clément. On peut observer cette constante à travers plusieurs prismes, qui font écho à l'indignation de beaucoup de Gabonais:

C'est la grande ironie de l'Histoire politique africaine et mondiale; les lois d'exclusion finissent presque invariablement par se retourner contre leurs auteurs. Dans les années 90, le concept d'Ivoirité a été théorisé et codifié pour empêcher Alassane Ouattara de se présenter à la présidence. Cette politique d'exclusion a non seulement conduit le pays à la guerre civile, mais ceux qui l'ont ardemment soutenue comme Henri Konan Bédié, en ont finalement payé le prix politique fort. Ironie de l'histoire, Alassane Ouattara a fini par devenir président.

Ceux qui, aujourd'hui, au sein de l'exécutif ou du parlement gabonais, soutiennent l'article 64 pour menacer la diaspora ou créer des catégories de Gabonais, oublient que la roue tourne. S'ils se retrouvent un jour dans l'opposition ou contraints à l'exil, ils deviendront les premières victimes de la machine à broyer qu'ils ont eux-mêmes fabriquée.

Le jugement sévère de l'Histoire viendra aussi du fait que le Gabon n'a jamais été un pays construit sur l'exclusion identitaire. Malgré les dictatures successives des Bongo, le socle de la nation gabonaise reposait sur un équilibre, parfois clientéliste, certes, mais réel, entre les provinces et une certaine paix civile. Introduire dans la loi la notion d'ascendance autochtone ou menacer de déchéance de nationalité, c'est jouer avec des allumettes. L'Histoire retient toujours le nom de ceux qui ont allumé l'incendie, rarement de ceux qui ont essayé de l'éteindre plus tard.

L'Histoire jugera également le contraste entre le discours et la réalité. Ceux qui soutiennent ce code prétendent défendre la souveraineté du Gabon. Pourtant, l'Histoire analysera :

• Que les véritables défis de souveraineté (le contrôle des ressources naturelles face aux multinationales, l'indépendance énergétique, la capacité à nourrir la population) ne se règlent pas en excluant des citoyens binationaux.
• Que s'en prendre à sa propre diaspora, qui est souvent la frange la plus éduquée et la plus connectée, est un acte d'automutilation pour un pays en développement.

Le coup d'État du 30 août 2023 a soulevé un immense espoir de liberté et de refondation démocratique. Ceux qui soutiennent ce code de la nationalité, et plus globalement la restriction des libertés, sont en train d'acter que le coup d’Etat n'était pas un chemin vers la démocratie, mais simplement un changement de casting au sommet d'un même système autoritaire. La déception sera à la hauteur de l'espoir suscité.

En tant qu'observateur et relayeur de l'information, le fait pour ce blog, de documenter ces dérives est précisément ce qui permettra à l'Histoire d'avoir des archives pour, le moment venu, rendre son jugement.
