According to La Lettre du Continent, funny things happened in Moscow between the dates of the semi-finals and the World Cup final.

We learn that before the World Cup, the Nigerian President Mahamadou Issoufou, who is the current Chairman of the G5 Sahel (Mali, Niger, Burkina Faso, Chad and Mauritania), had requested a meeting with Putin to ask for the support of Russia to speed up the establishment of the G5 Sahel, in order to save this region from the terrorist threat.

Mahamadou Issoufou hoped to convince Moscow to participate in this joint force that would be responsible for fighting against armed groups in the Sahel. So far, despite a multitude of promises, this setup while verbally supported by the West, including France and the US, remains moribund because of the chronic lack of funding and equipment.

The visit was decided and accepted by the Kremlin and was scheduled to take place from July 13 to 15, 2018. But at the last minute, it was canceled due to the busy agenda of Vladimir Putin. At the same time, the Russian President preferred to use the World Cup to show his ambitions in Africa, including his desire to shake-up Paris in his traditional "square". It is with this in mind that Ali Bongo certainly got a visit to the Kremlin on the eve of the World Cup final.

Russia has already positioned several hundred men in the Central African Republic, a country that France runs through Gabon. Russia has just signed a military cooperation agreement with the DRC and plans to do the same with other Central African countries. Given the wealth of this region, settling in this area would be a high priority for Putin, hence the visit of Ali Bongo.

How will France react? The future will tell; but La Lettre du Continent already surmises to us that Russian penetration into Africa might run up against the French veto.

D’après La Lettre du Continent, de drôles de choses se sont produites à Moscou, entre les dates des demi-finales et de la finale de coupe du monde.

Nous apprenons qu’avant la coupe du monde, le Président Nigérien Mahamadou Issoufou, qui est Président en exercice du G5 Sahel (Mali, Niger, Burkina Faso, Tchad et Mauritanie), avait sollicité une rencontre avec Poutine pour demander le support de la Russie pour accélérer la mise en place du G5 Sahel, afin de sauver cette région de la menace terroriste.

Mahamadou Issoufou espérait convaincre Moscou de participer à cette force conjointe qui serait chargée de lutter contre les groupes armés au Sahel. Jusqu’à présent, malgré une multitude de promesses, ce dispositif pourtant activement soutenu par l’occident, dont la France et les USA, reste moribond à cause du manque crucial de financements et d'équipements.

La visite avait été décidée et acceptée par le Kremlin et devait se tenir du 13 au 15 juillet 2018. Mais à la dernière minute, elle a été annulée pour raison d'agenda chargé de Vladimir Poutine. Dans les mêmes temps, le Président Russe aurait préféré utiliser la coupe du monde pour afficher ses ambitions en Afrique, notamment sa volonté de bousculer Paris dans son "pré carré" traditionnel. C’est dans cette optique qu’Ali Bongo a certainement obtenu une visite au Kremlin à la veille de la finale de coupe du monde.

La Russie a déjà positionné plusieurs centaines d'hommes en Centrafrique, un pays que la France dirige par le truchement du Gabon. La Russie vient de signer un accord de coopération militaire avec la RDC et elle envisage de faire de même avec les autres pays d’Afrique Centrale. Vu les richesses de cette région, s’installer dans cette zone serait hautement plus prioritaire pour Poutine, d’où la visite d’Ali Bongo.

Comment la France va réagir ? L’avenir nous le dira ; mais La Lettre du Continent nous dit déjà que la pénétration Russe en Afrique risquerait de se heurter au veto français.
