WHO ARE THE ACCOMPLICES IN THE FINANCIAL ADMINISTRATION? QUI SONT LES COMPLICES DANS L’ADMINISTRATION FINANCIÈRE ?

Dear readers, Noureddin Bongo-Valentin's task force is doing theater, to amuse the Gabonese people and distract them from the real issues.

 

Indeed, how to reconcile the following inconsistencies:

 

1. The state signs a contract to rehabilitate the university with well-known construction companies.

 

2. These contracts do stipulate that at the time of signature, the State must pay these companies a deposit, or a provision of 30% of the amount, to begin work.

 

3. These same contracts say that after 50% execution, the state would send an inspection team to the field and if the inspections are successful and satisfactory, the state would again pay 30% of the amount.

 

4. Finally, the contracts indicate that at the end of the work, the State would verify the good delivery of the specifications and if everything complies with the contract, the State would pay to the companies having carried out the work, the remainder of 40% that.

 

Dear readers, when the administration refuses to do its job and becomes complicit to dishonest construction companies, it cannot complain after finding out that it has paid for unrealized work. The culprits must be sought at the top of the Gabonese State. No need to go arrest small fish and do a show of justice!

Chers lecteurs, la task force de Noureddin Bongo-Valentin fait du théâtre, pour amuser les gabonais et les détourner des vraies questions.

 

En effet, comment réconcilier les incohérences suivantes :

 

1.       L’état signe un contrat de réhabilitation de l’université avec des sociétés de BTP bien connues sur la place.

 

2.       Ces contrats stipulent bien qu’au moment de la signature, l’Etat doit verser à ces sociétés un acompte, ou une provision de 30% du montant, pour commencer les travaux.

 

3.       Ces mêmes contrats disent qu’après exécution de 50%, l’Etat enverrait une équipe d’inspection sur le terrain et si les inspections sont concluantes et satisfaisantes, l’Etat verserait à nouveaux 30% du montant.

 

4.       Les contrats indiquent enfin qu’à la fin des travaux, l’Etat irait constater la bonne livraison du cahier de charges et si tout est conforme au contrat, l’Etat paierait aux sociétés ayant réalisées les travaux, le reliquat de 40%.

 

Chers lecteurs, quand l’administration refuse de faire son travail et se rend complice des sociétés de BTP malhonnêtes, elle ne peut pas se plaindre après avoir découvert qu’elle aurait payé pour des travaux non réalisés. Les coupables doivent être recherchés au sommet de l’Etat gabonais. Ce n’est pas la peine d’aller arrêter du menu fretin et faire de la justice spectacle !
