According
to Africa Intelligence, the Gabonese oil minister, Vincent de Paul Massassa,
and the ex-boss of the Gabon Oil Company, Arnauld Engandji, would be fighting
each other through reprisals against the people Engandji had hired as employees
and that Massassa would like to release.
The
consequence is that some employees of Gabon Oil Marketing (GOM), the defunct
subsidiary of Gabon Oil Company, will pay for this rivalry between the two men.
Indeed, Vincent de Paul Massassa would have ordered at the end of October, the
end of an internal recruitment process for around forty vacant positions within
the GOC subsidiaries that are Gab'Oil (distribution) and Soleo (transport), to
which several ex-GOM had applied.
The
official version says that these recruitments were suspended because some
candidates had questioned the transparency of the procedure. But Massassa,
according to Africa Intelligence, would have had another objective which would have
been to destroy this subsidiary which was imagined by Serge Toulekima, then
implemented in 2016 by his successor Engandji.
Why does
Massassa blame Engandji? Because the latter would have helped to oust Massassa,
in 2017, from his post of director general of hydrocarbons after only four
months in this function. Having returned to Ali Bongo's good graces in 2019,
Massassa hastened to destroy what Engandji put in place.
Vincent de
Paul Massassa is due to meet again at the end of November in Libreville with
representatives of the union of oil workers, Onep; to discuss GOM's social
plan.

D’après Africa Intelligence, le ministre du pétrole gabonais, Vincent de
Paul Massassa, et l'ex-patron de la Gabon Oil Company, Arnauld Engandji, s’empoigneraient
par le truchement de représailles faites aux gens qu’Engandji avaient engagés
comme employés et que Massassa voudraient dégager.
La conséquence est que certains employés de Gabon Oil Marketing (GOM), la défunte
filiale de Gabon Oil Company, paieront de cette rivalité entre les deux hommes.
En effet, Vincent de Paul Massassa aurait ordonné fin octobre, l'arrêt d'un
processus de recrutement interne pour une quarantaine de postes vacants au sein
des filiales de GOC que sont Gab'Oil (distribution) et Soleo (transport),
auxquels plusieurs ex-GOM avaient postulé.
La version officielle dit que ces recrutements ont été suspendu car certains
candidats avaient mis en cause la transparence de la procédure. Mais Massassa,
d’après Africa Intelligence, aurait un autre objectif qui serait de détruire
cette filiale qui fut imaginée par Serge Toulekima, puis mise en œuvre en 2016
par son successeur Engandji.
Pourquoi Massassa en veut à Engandji ? Parce que ce dernier aurait contribué
à évincer Massassa, en 2017, de son poste de directeur général des hydrocarbures
après seulement quatre mois à cette fonction.
Revenu dans les bonnes grâces d’Ali Bongo en 2019, Massassa s'est empressé de
detruire les faits d’Engandji.
Vincent de Paul Massassa devrait rencontrer de nouveau fin novembre à
Libreville des représentants du syndicat des employés du pétrole, l’Onep ;
pour discuter du plan social de la GOM.
