In a normal country, claiming to be democratic, the major institutions such as the Constitutional Court, the Superior Council of Magistrates, and in the case of Gabon the High Authority of Communication, etc., should be headed by people embodying a fairly well-established political independence.

 

This independence is necessary because these institutions must regulate all government policies (judicial, budgetary, communication policy, etc.)  enforced in the country.  The democratic requirement therefore  forces the government to set its policies in a accordance with what these independent institutions advocate.

 

A supposedly independent institution cannot be run by an apparatchik of the ruling party. It's a funny incongruity. But in the Gabon of the Bongos, for a long time even the craziest incongruities no longer stop the regime in its devolution in travesty and caricature.

Dans un pays normal, se voulant démocratique, les grandes institutions telles que la Cour Constitutionnelle, Le Conseil Supérieur de la Magistrature, et dans le cas du Gabon la Haute Autorité de la Communication, etc., devraient être dirigées par des personnes incarnant une indépendance politique assez bien établie.

 

Cette indépendance est nécessaire parce que ces institutions doivent réguler toutes les politiques du gouvernement (politique judiciaire, budgétaires, communicationnelle etc.) en vigueur dans le pays. L’exigence démocratique force donc le gouvernement à fixer ses politiques de façon commune avec ce que préconisent ces institutions indépendantes.

 

Une institution supposée indépendante ne peut être dirigée par un apparatchik du parti au pouvoir. C’est une incongruité amusante. Mais au Gabon des Bongo, il y a longtemps que même les incongruités les plus loufoques n’arrêtent plus le régime dans sa dévolution dans le burlesque et l’ubuesque.
