Raymond Ndong-Sima, the Gabonese Prime Minister has just entangled himself in his own web. As you must well remember, following the successive meetings of the Gabonese opposition and civil society on the one hand, and Ali Bongo on the other hand, with Francois Hollande's team, Raymond Ndong Sima precipitously announced that he was calling the Gabonese political class to a large general consultation about the state of the country. According to the excellent information website "GabonReview" in an article published on 12 July 2012, Raymond Ndong Sima wanted to meet for a broad and inclusive reflection on the political, economic and social management of Gabon. However, this Monday, the governmental newspaper "Gabon Matin" annouced that the Prime Minister was withdrawing his request, due to the misinterpretation of its intent. What happened, Mr Ndong Sima?



The question, dear readers, is why did Mr Ndong Sima do an about face? Why did he get entangled into his own web? Why announce something one day and take it back 10 days later? Here is this blog's opinion.



Following the meeting in Paris between the Gabonese political opposition, the free civil society and independent citizens, a document was dafter, signed and given to the Elysée palace as a road map for the peaceful future of Gabon. This document was made public and detailed a chronogram of activities that would lead to what could be essentially the dismantling of the Ali Bongo presidency. At the core of this document was the organization of a sovereign national conference that would consult with all components of Gabonese society in examining the record of the Ali Bongo regime and elaborate a mechanism through which a new political system could be born.



In an attempt to steal that document's thunder, the Ali Bongo regime via Raymond Ndong-Sima, immediately proposed something that was also a gathering of all Gabonese, but that was without any legal or enforcement teeth. The national consultation proposed by Raymond Ndong-Sima was just a chat show, without any mandate to accomplish anything. There is indeed a significant difference between a sovereign national conference and a simple political consultation. The catalysts for changes in Gabon who are calling for a sovereign national conference, have presented their project as a vehicle for political, economic and social renewal. As a path towards the construction of a new social contract between the state and the Gabonese society. These people and other Gabonese intellectuals who have commented on the matter are saying that for this sovereign national conference to be meaningful and deliver on its promise, it must take over sovereign powers from Ali Bongo, in the name of the people. This is the real meaningful goal of the sovereign national conference. For the first time in 45 years, the sovereignty of the Gabonese people must be returned to them. The "sovereign" nature of the conference means that the Gabonese people could legally proclaim their independence from Ali Bongo and the PDG through the "sovereign" nature of their decision to destitute them from power, as it happened in Benin in 1990.



But when Raymond Ndong-Sima proposed the idea of a "consultation", he was rebuffed if not ridiculed by the Gabonese opposition. The free opposition and the free civil society rebuffed him because they understood that Raymond Ndong-Sima was just trying to short circuit the idea of a sovereign national conference by offering something without any legal meaning. Therefore, in their meeting at the headquarters of the party "Union Nationale", the opposition and the free civil society, continue to apply an intense pressure in demanding that a sovereign national conference be convened. Georges Mpaga of the movement "Ça Suffit Comme Ça" was very clear in his speech, Raymond Ndong-Sima "consultation" was not what his movement is looking for and to prove it, they would start, in the coming days, a national tour to explain the necessity of a sovereign national conference to the rural populations of Gabon. When Raymond Ndong-Sima realized that no serious Gabonese in the opposition was taking his idea seriously, he and his camp understood that their attempt to short circuit the sovereign national conference was a flop and that their trial balloon had popped. Time to lower the flag, Mr Raymond Ndong-Sima; the game is over and you and your regime are no longer in position to dictate the rules of the game. A free people are beginning to stand up and their fury might not be merciful toward those who try to impede their progress toward freedom.

Raymond Ndong-Sima, le Premier ministre gabonais s'est pris lui-même dans ses propres filets. Comme vous devez bien vous en souvenir; à la suite des réunions successives de l'opposition gabonaise et la société civile, d'une part, et Ali Bongo, d'autre part, avec l'équipe de François Hollande, Raymond Ndong-Sima a précipitamment annoncé qu'il appelait la classe politique gabonaise à une vaste consultation générale sur l'état du pays. Selon l'excellent site d'information "GabonReview" dans un article publié le 12 Juillet 2012, Raymond Ndong-Sima voulait faire de cette réunion un cadre de réflexion large et inclusif sur la gestion politique, économique et social du Gabon. Toutefois, ce lundi, le quotidien gouvernemental «Gabon Matin» a fait savoir à son lectorat que le Premier Ministre venait de retirer sa requête de consultation, en raison soit disant de la mauvaise interprétation de ses intentions. Qu'est-il arrivé, M. Ndong-Sima?



La question, chers lecteurs, est de savoir pourquoi M. Ndong Sima faire une volte-face? Pourquoi s'est-il, avec tant d'amateurisme, emmêlé dans ses propres filets? Pourquoi annoncer quelque chose un jour et le retirer 10 jours plus tard? Voici l'opinion de ce blog.



Suite à la réunion de Paris entre l'opposition politique gabonaise, la société civile libre et les citoyens indépendants, un document a été apprêté, signé et remis à l'Elysée comme feuille de route pour un avenir pacifique au Gabon. Ce document qui a été rendu public détaillait un chronogramme d'activités qui mèneraient à ce qui pourrait être essentiellement le démantèlement du pouvoir d'Ali Bongo. Au cœur de ce document était l'organisation d'une conférence nationale souveraine qui réunirait toutes les composantes de la société gabonaise dans l'examen du dossier du régime Ali Bongo et élaborerait un mécanisme par lequel un nouveau système politique pourrait découler.



Dans une tentative de courtcircuiter ce document, le régime Ali Bongo par l'intermédiaire de Raymond Ndong-Sima, a immédiatement proposé quelque chose qui était aussi un rassemblement de tous les Gabonais, mais qui était dépourvue d'un mordant juridique et ne disposait d'aucune mandature d'exécution. La consultation nationale proposée par Raymond Ndong-Sima était juste un talk-show, sans aucun mandat pour accomplir quoi que ce soit. Il y a en effet une différence significative entre une conférence nationale souveraine et une simple consultation politique. Les catalyseurs du changement au Gabon, qui réclament une conférence nationale souveraine, ont présenté leur projet comme un véhicule pour un renouveau politique, économique et social. Comme un chemin vers la construction d'un nouveau contrat social entre l'État et la société gabonaise. Ces personnes et d'autres intellectuels gabonais qui ont formulé des observations sur la question, disent que pour que cette conférence nationale souveraine soit significative et tienne ses promesses, elle doit retirer les pouvoirs souverains à Ali Bongo, au nom du peuple gabonais. Tel est l'objectif significatif réel de la conférence nationale souveraine. Pour la première fois en 45 ans, la souveraineté du peuple gabonais doit lui être restituée. La nature «souveraine» de la conférence signifie que le peuple gabonais pourrait légalement proclamer son indépendance par rapport à Ali Bongo et au PDG, à travers le caractère «souverain» de sa décision de le destituer du pouvoir; comme cela fut le cas au Bénin en 1990.



Mais l'idée d'une «consultation» proposée par Raymond Ndong-Sima a été repoussée, sinon ridiculisée par l'opposition gabonaise. L'opposition libre et la société civile libre l'ont repoussé parce qu'elles ont compris que Raymond Ndong-Sima essayait juste de courtcircuiter la notion d'une conférence nationale souveraine, en offrant une alternative sans aucune signification juridique. Par conséquent, lors de leur réunion au siège du parti "Union Nationale", l'opposition et la société civile libre, ont continué à appliquer une pression intense en demandant qu'une conférence nationale souveraine soit convoquée. Georges Mpaga du mouvement "Ça Suffit Comme Ça" a été très clair dans son discours, la «consultation» de Raymond Ndong-Sima n'était pas ce que son mouvement recherchait et pour le prouver, se mouvement se proposait d'entamer, dans les prochains jours, une tournée nationale pour expliquer la nécessité d'une conférence nationale souveraine, aux populations rurales du Gabon. Quand Raymond Ndong-Sima a réalisé qu'aucun gabonais sérieux dans l'opposition n'avait de considération pour son idée, son camp et lui comprirent que leur tentative de courtcircuiter la conférence nationale souveraine était un flop et que leur ballon d'essai avait éclaté. Il était donc temps de baisser le drapeau, pour M. Raymond Ndong-Sima; les jeux étaient faits et son régime et lui réalisèrent qu'ils n'étaient plus en position de dicter les règles du jeu. Un peuple libre commence à se lever et de sa fureur pourrait ne pas être bienveillante envers ceux qui tentent d'entraver son progrès vers la liberté.
