THE POSITIONNING OF GUY NZOUBA-NDAMA CONFIRMS THE BURSTING OF THE REGIME. LE DÉMARQUAGE DE GUY NZOUBA-NDAMA CONFIRME L’ÉCLATEMENT DU RÉGIME

Guy Nzouba-Ndama, President of the Gabonese National Assembly, gave a curious televised speech last week in which he castigated some in the entourage of Ali Bongo who wanted to get rid of him, accusing them of peddling hint of rumors suspecting him of wanting to run for the presidency. This Statement by Nzouba-Ndama seemed to us to be his version of "you will hear from me," that had been once promised by André Mba Obame to the same people. It is increasingly clear that the Ali Bongo regime is in continuous disintegration, and that the deep, multifaceted and persistent crisis that the country faces, is also present at the heart of power.

We must first reframe things by reminding everyone that Guy Nzouba Ndama is one of the architects of the seizure of power by Ali Bongo in 2009. In his book “Démocratie dynastique au Gabon", the journalist Jean de Dieu Ndoutoum-Eyi describes in length the central role that Guy Nzouba-Ndama played in Ali Bongo’s ascent to power. Today, that same Guy Nzouba-Ndama seems to be out of favor among the “emergent”, hence this statement on Gabon Television.

But there is little information that only a few Gabonese know, which might explain the coldness and the distance between Guy Nzouba-Ndama and Ali Bongo. About 2 years ago, while the socio-political and economic situation of Gabon continued to deteriorate, the French Ambassador to Libreville at the time, asked to meet Guy Nzouba-Ndama which was still considered one of the pillars of regime. The French did not mince words; according to the witness who told us the facts, the Ambassador of France told Nzouba-Ndama that Ali Bongo was not a head of State, but a little thug and that France would not support him any longer. This may have been the moment that Guy Nzouba-Ndama understood that Ali Bongo was politically finished and that he had to step back from this regime and wait for the right moment to react publicly.

For Guy Nzouba-Ndama, the time seems to have come to react. Given the unpopularity of Ali Bongo in Gabon; considering the impoverishment of the population, the precipitous decline in the purchasing power of the Gabonese people, the growing decline of national economic capabilities, the omnipresence of arbitrariness, corruption, nepotism, tribalism (to which Nzouba-Ndama has contributed); given the collapse of the health system, the ruin of the education system, the confiscation of individual and collective freedoms, the systematic embezzlement of public property and the theft of Gabonese public goods; convinced of the inability of those in power to provide solutions to the plight of the country; it would not be impossible that Guy Nzouba-Ndama, knowing the inevitable nearing of Ali Bongo’s end, has decided to break with the order that he supported in 2009 and to prepare to be reborn in what appears more and more as the soon to be inevitable after Bongo.

The content of the declaration of Guy Nzouba-Ndama is in fact a declaration of war within the regime that foreshadows a difficult future for this regime that seems to be headed at breakneck speed towards a shattering burst from which it would never recover. The coming weeks and months will be crucial, because when you read between the lines, this declaration by Guy Nzouba-Ndama was less a statement of support for Ali Bongo than an outflow of personal political presence!

Guy Nzouba-Ndama, le Président de l’Assemblée Nationale Gabonaise, a prononcé une curieuse intervention télévisée la semaine écoulée, dans laquelle il fustigeait certains dans l’entourage d’Ali Bongo qui voulaient se débarrasser de lui, les accusant de colporter à son égard, des rumeurs de velléité de candidature à la présidence. Cette déclaration de Nzouba-Ndama nous a paru être sa version de : « vous entendrez parler de moi », qu’avait jadis promis André Mba Obame à l’endroit des mêmes personnes. Il est de plus en plus évident que le pouvoir Ali Bongo continu de se désagréger, et que la crise profonde, multiforme et persistante à laquelle le pays est confronté, sévisse aussi au cœur du pouvoir.

Nous devons d’abord recadrer les choses en rappelant à tout le monde que Guy Nzouba Ndama est l’un des architectes de la prise du pouvoir par Ali Bongo en 2009. Dans son livre : « Démocratie dynastique au Gabon », le journaliste Jean de Dieu Ndoutoum-Eyi décrit longuement le rôle central que Guy Nzouba-Ndama a joué dans le coup de force d’Ali Bongo. Aujourd’hui, ce même Guy Nzouba-Ndama semble ne plus être en odeur de sainteté parmi les émergents, d’où cette déclaration sur Gabon Télévision.

Mais il y a une information que peu de Gabonais connaissent, et qui expliquerait peut être le froid et la distance entre Guy Nzouba-Ndama et Ali Bongo. Il y a 2 ans environ, alors que la situation socio-politique et économique du Gabon continuait à dégénérer, l’ambassadeur de France à Libreville de l’époque, demanda à rencontrer Guy Nzouba-Ndama qui était encore considéré comme un des piliers du régime. Le Français ne fit pas dans la dentelle ; d’après le témoin qui nous a rapporté les faits, l’Ambassadeur de France dit à Nzouba-Ndama qu’Ali Bongo n’était pas un chef d’Etat, mais un petit voyou et que la France ne le soutiendrait plus. C’est peut-être à partir de cet instant que Guy Nzouba-Ndama comprit qu’Ali Bongo était politiquement fini et qu’il fallait se mettre en retrait de ce régime et attendre le moment opportun pour réagir publiquement.

Pour Guy Nzouba-Ndama, le moment de réagir semble être arrivé. Considérant l’impopularité d’Ali Bongo au Gabon ; considérant la paupérisation de la population, la chute vertigineuse du pouvoir d’achat des Gabonais, le recul sans cesse croissant des capacités économiques nationales, l’omniprésence de l'arbitraire, de la corruption, du népotisme, du tribalisme (auquel Nzouba-Ndama a largement contribué) ; vu la dislocation de l'appareil sanitaire, l'effondrement du système éducatif, la confiscation des libertés individuelles et collectives, le détournement systématique des biens publics et la spoliation des Gabonais ; convaincu de l'incapacité du pouvoir en place d'apporter des solutions à la situation tragique du pays; il ne serait pas impossible que Guy Nzouba-Ndama, sachant proche la fin inévitable d’Ali Bongo, ait décidé de rompre à sa manière avec l'ordre qu’il a soutenu en 2009 et de se préparer à renaitre dans ce qui apparait de plus en plus comme un prochain inévitable après Bongo.

Le contenu de la déclaration de Guy Nzouba-Ndama est en fait une déclaration de guerre au sein du régime qui laisse préfigurer des lendemains difficiles pour ce pouvoir qui semble se diriger à une vitesse vertigineuse vers un fracassant éclatement dont le régime ne se remettrait jamais. Les prochaines semaines et mois seront déterminants, car quand on sait lire entre les lignes, cette déclaration de Guy Nzouba-Ndama était moins une déclaration de soutien à Ali Bongo qu’une sortie de présence politique personnelle!
