La Lettre du Continent reports an intense atmosphere of witch hunt covering Libreville, a few months before the presidential election.

First there is the startling break in the PDG, between Ali Bongo’s faction, called PDG-emergent; and the one of the dissidents which is now called PDG-Heritage and Modernité (H&M). This dissident group led mainly by Alexandre Barro Chambrier, is poised to nominate its own candidate for the presidential election, which would effectively diminished the already thin electorate upon which would want to rely Ali Bongo.

For reassurance, says La Lettre du Continent, Ali Bongo is reportedly refurbishing to his image, all electoral institutions. The services of the Interior Ministry are being transferred to Angondjé, in the district of Akanda; near the Leon Mba airport of Libreville. This transfer is due to security, because this ministry headed by Pacôme Moubelet Boubeya will be relocated in the Postal Delta building, which is the former headquarters of Gabon Telecom. Similarly, the Ministry of Defense and the Join Chief of staff of the Gabonese Military will also be relocated in the same area. Fraud will thus occur in a walled perimeter and the people guilty of this fraud will not risk being exposed public condemnation. The Autonomous and Permanent National Electoral Commission (Cenap) which is led by René Aboghe-Ella is leaving Kalikak for the City of Democracy where it will be under guard protection. Marie-Madeleine Mborantsuo is about to be driven from the Constitutional Court, since Ali Bongo suspects her of conniving with members of the PDG-H&M. Replacing Marie-Madeleine Mborantsuo to the Constitutional Court, La Lettre du Continent believes that it would be Sidonie Flore Ouwe; This would ensure a flawless victory to Ali Bongo.

Moreover, La Lettre du Continent announces a serious weakening of Ali Bongo in his traditional family stronghold that is the province of Haut-Ogooué. Jean Ping benefits from this weakening because his election strategy, if the election is free and credible of course, heavily relies mainly on the Fang electorate (Estuaire, Ogooué-Maritime, Moyen-Ogooué, Ogooué-Ivindo and Woleu-Ntem); and Myéné (Estuaire, Ogooué-Maritime, Moyen-Ogooué). We understand better the edict of Vincent Essono-Mengué, Mayor of Oyem, to have no Fang candidacy; because if Ping far outweighed others in these five provinces, and limit the damage in the rest, he is president. This is arithmetic, not emotional. So this is the mission entrusted to Jean Eyeghe-Ndong, René Obiang-Ndemezo'o, Vincent Essono-Mengué and company. But the main obstacle will remain the biased electoral institutions which will be under military protection.

L’Union Nationale however, which contests Jean Ping’schemes, which it finds not very clear, is preparing according to La Lettre du Continent, for its first congress to be held from 25 to 27 March 2016. This Congress should nominate the candidate of that party and for La Lettre du Continent, Casimir Oye Mba should stand out, ahead of Mike Jocktane and Jean de Dieu Moukagni-Iwangou.

The presidential ambitions of the PDG-H&M, would be embodied by a future candidacy of Guy Nzouba-Ndama. The strategy here is to significantly reduce Ali Bongo’s electorate in Haut-Ogooué-Lolo, making it impossible plebiscite, except by fraud, for Ali Bongo to obtain the plebiscite.

If the electoral competition is made of Jean Ping, Casimir Oye-Mba, Guy Nzouba-Ndama and Ali Bongo (with what documents?) There is no plausible logical scenario, apart from fraud, which would explain a victory by the forger.

La Lettre du Continent also informs us of the possible takeover of the International Bank for Trade and Industry of Gabon (BICIG) by the Moroccan group Attijariwafa Bank, following the decision of the BNP-Paribas Group to divest from Gabon. The takeover of the bank is encouraged by Ali Bongo, but viewed with suspicion by the Chairman of the Board of BICIG, Etienne Guy Mouvagha-Tchioba, who is openly alarmed of Morocco's stranglehold on the financial institutions of Gabon. La Lettre du Continent fait état d’une intense atmosphère de chasse aux sorcières qui couvre Libreville à quelques mois de l’élection présidentielle.

Il y a d’abord la fracassante rupture au sein du PDG, entre la faction d’Ali Bongo, le PDG dit émergent; et celle des dissidents qui est dorénavant appelée PDG-Héritage et Modernité (H&M). Ce groupe dissident animé principalement par Alexandre Barro Chambrier, désignerait son propre candidat à l’élection présidentielle, ce qui aurait pour effet d'émietter l'électorat déjà maigre sur lequel voudrait compter Ali Bongo.

Pour se rassurer, nous dit La Lettre du Continent, Ali Bongo serait en train de réaménager à son image, toutes les institutions électorales du pays. Les services du ministère de l'intérieur sont en voie de transfert vers Angondjé dans le district d’Akanda ; près de l’aéroport Léon Mba de Libreville. Ce transfert serait dû aux besoins de sécurité, car ce ministère que dirige Pacôme Moubelet Boubeya sera relocalisé dans l’immeuble Delta Postal, qui est l’ex-siège de Gabon télécom. En corolaire, le ministère de la défense et les états-majors des Forces armées gabonaises seront aussi délocalisés dans cette même commune. La fraude se fera donc dans un périmètre très fortifié et les gens coupables de cette fraude ne risqueront pas la vindicte populaire. La Commission électorale nationale autonome et permanente (Cenap) qui est dirigée par René Aboghe-Ella quitte Kalikak pour la Cité de la démocratie où elle sera sous bonne garde. Marie-Madeleine Mborantsuo serait sur le point d’être chassée de la Cour constitutionnelle, car Ali Bongo la soupçonnerait d’être de connivence avec les membres du PDG-H&M. En remplacement de Marie-Madeleine Mborantsuo à la Cour constitutionnelle, La Lettre du Continent pressent Sidonie Flore Ouwé ; ce qui garantirait à Ali Bongo une victoire sans bavure.

Par ailleurs, La Lettre du Continent annonce un sérieux affaiblissement d’Ali Bongo dans le traditionnel fief familial qu’est la province du Haut-Ogooué. Jean Ping profiterait de cet affaiblissement car sa stratégie électorale, si cette élection est libre et crédible bien entendu, repose fortement et principalement sur l’électorat Fang (Estuaire, Ogooué-Maritime, Moyen-Ogooué, Ogooué-Ivindo et Woleu-Ntem) et Myenè (Estuaire, Ogooué-Maritime, Moyen-Ogooué). On comprend mieux la consigne de Vincent Essono-Mengué, le Maire d’Oyem, de ne pas avoir de candidature Fang, car si Ping l’emporte largement dans les cinq provinces citées, et limite les dégâts dans les autres, il est président. C’est arithmétique et non émotionnel. Voilà donc la mission dévolue à Jean Eyéghé Ndong, René Ndemezo’o Obiang, Vincent Essono Mengué et compagnie. Mais l’obstacle restera la partialité des institutions électorales qui seront sous protection militaire.

L’Union Nationale quant à elle, qui conteste les schémas de Jean Ping, qu’elle ne trouve pas très clair, se préparerait d’après La Lettre du Continent, à son premier congrès devant être organisé du 25 au 27 mars 2016. Ce congrès devrait désigner le candidat de ce parti et pour La Lettre du Continent, Casimir Oyé Mba devrait sortir du lot, devançant Mike Jocktane et Jean De Dieu Moukagni-Iwangou.

Les ambitions présidentielles du PDG-H&M, seraient incarnées par une candidature à venir de Guy Nzouba-Ndama. La stratégie ici étant de considérablement diminuer l’électorat d’Ali Bongo dans le Haut-Ogooué-Lolo, ce qui rendra impossible tout plébiscite, sauf par fraude, d’Ali Bongo.

Si le tableau électoral est fait de Jean Ping, Casimir Oye-Mba, Guy Nzouba-Ndama et Ali Bongo (avec quels papiers ?), il n’y a aucun scenario logique plausible, en dehors de la fraude, qui expliquerait une victoire du faussaire.

La Lettre du Continent nous informe aussi du possible rachat de la Banque internationale pour le commerce et l’industrie du Gabon (BICIG) par le groupe marocain Attijariwafa Bank, suite à la décision du groupe BNP-Paribas de désinvestir du Gabon. Le rachat de l’institution bancaire est encouragé par Ali Bongo, mais vue d’un mauvais œil par le président du conseil d’administration de la BICIG, Etienne Guy Mouvagha-Tchioba, qui s’alarme ouvertement de la mainmise du Maroc sur les institutions financières du Gabon. Le groupe Attijariwafa est déjà propriétaire de l’UGB.
