ALI BONGO ANNOUNCES THAT THE NEW-YORK FORUM AFRICA YIELDED CONTRACTS, REALLY? ALI BONGO ANNONCE QUE LE NEW-YORK FORUM AFRICA A RÉSULTÉ EN DE NOMBREUX CONTRATS, VRAIMENT?

At the conclusion of the New-York Forum Africa extravaganza, Ali Bongo announced that during that Forum, he had signed several contracts with foreign investors in the areas of Energy, Water, Mining, Housing and Infrastructure, Finance etc. However, no details were provided regarding all these wonderful contracts freshly signed with investors coming to pour money into the wonderful opportunity that Gabon represents.

First, dear readers, allow us to say that this is pure illusion on the part of Ali Bongo. He is just trying to give credence and credibility to a Forum that did not receive any significant international coverage as he had hoped. In fact, looking at Ali Bongo press release announcing these contracts, one is surprised by the vague nature of their description. Here is what was announced:

1. The Moroccan company Addoha is going to build a cement factory in Gabon

But Gabon already has a cement factory. It is called CimGabon and is a subsidiary of the German group Heidelbergcement. However, CimGabon is going bankrupt due to stiff competition from Chinese imports and also imports from neighboring African states. What does the Moroccan group propose to do differently than the German group? No details were provided. As usual in Gabon, the regime says: "oh well we will answer these questions later". No it is when a contract is signed that these details need to be examined. Can the Moroccan succeed where the German have failed? If yes, how? The Gabonese people remember all the promises made by Morocco when they took over Gabon Telecom; what has been the results to this day?

2. The same Addoha group said they would invest in housing

However, no details were provided. The Gabonese people have been told that several investors have signed housing contracts; but today on the ground, nothing has happened.

3. The Gabonese authorities are discussing with the YCAP group the possibility of a partnership in financial services

Dear readers, this is the kind of announcement one makes when they have nothing else to propose. This means absolutely nothing. Ali Bongo is announcing the fact that he is talking to the YCAP group to be a success! This is ridiculous.

Dear readers, this is it. This is the extent of what Ali Bongo announced as evidence of the success of the New-York Forum Africa. We can clearly see that these so called contracts only involve one Moroccan company and talks with one financial company. For an entire Forum that was supposed to show case Gabon as a place to invest, it is very thin indeed!

With announcements like that one, Ali Bongo is left with no credibility because we all know how investments are made. Today, the world economy is in recession; even China is slowing down. Investors are being careful with their money. Therefore, who exactly is going to put his or her money in Gabon without any guarantee that this investment is going to be protected or profitable? Just a reminder: Siat Gabon is losing money; CimGabon is losing money; only petroleum and mining are doing well because of high international prices at the moment and nothing special about Gabon in this regard. Why would anybody invest in Gabon? Is it because of Gabon good record of governance? Gabon good record of economic performance? Gabon "stable" democracy? Ali Bongo must tell us, instead of announcing nonsense.

Many of you, dear readers, in your emails to us did ask: "frankly, why do we, Gabonese people, need this forum and so many other summits like that, to solve such well-defined problems as our lack of infrastructure, hospitals, roads, schools etc?" Dear readers, we agree with you and that it is a good question for Ali Bongo, because many of us do not believe that Carl Lewis or Robert De Niro or even Andrew Young or any other celebrity, will build schools and roads for us. We have all witnessed how Indian and Chinese leaders, making good and efficient economic decisions, have spread the benefits of economic growth to hundreds of millions of their countrymen over the past 20 years. What benefit will the Gabonese people obtain from Ali Bongo's policies? There was not a single panel at the New-York Forum Africa about the worsening work conditions being experienced by the Gabonese people. What was on display, however, was a panoply of predictions of a bright future, without any sense of whether they were justified. Can Ali Bongo tell us what Gabon's competitive advantage is today? Why would anybody invest in Gabon?

A l'issue de l'extravagance New-York Forum Africa, Ali Bongo a annoncé qu'au cours de ce Forum, il avait signé plusieurs contrats avec des investisseurs étrangers dans les domaines de l'énergie, l'eau, les mines, l'habitat et infrastructures, les finances etc. Cependant, aucun détail n'a été fourni concernant tous ces merveilleux contrats fraîchement signés avec ces investisseurs venant déverser leur argent dans la merveilleuse opportunité que représente le Gabon.

Tout d'abord, chers lecteurs, permettez nous de dire que ces annonces sont une pure illusion de la part d'Ali Bongo. Il essaie simplement de donner du crédit et de la crédibilité à un Forum qui n'a pas reçu une couverture internationale importante, comme il l'aurait souhaité. En fait, en en examinant le communiqué de presse d'Ali Bongo annonçant ces contrats, on est surpris par le caractère vague de leur description. Voici ce qui a été annoncé:

1. La société marocaine Addoha va construire une usine de ciment au Gabon

Mais le Gabon a déjà une usine de ciment. Elle s'appelle CIMGABON et c'est une filiale du Heidelbergcement groupe allemand. Toutefois, CIMGABON est en faillite en raison de la vive concurrence des importations chinoises et aussi des importations en provenance des états africains voisins. Qu'est-ce que le groupe marocain propose de faire autrement que le groupe allemand? Aucun détail n'a été donné. Comme d'habitude au Gabon, le régime dit: "eh bien nous allons répondre à ces questions plus tard". Non, c'est quand un contrat est signé que ces détails doivent être examinés. Les marocains peuvent-ils réussir là où les Allemands ont échoué? Si oui, comment? Les Gabonais se souviennent de toutes les promesses faites par les marocains quand ils ont pris le contrôle de Gabon Télécom; quel a été les résultats à ce jour?

2. Le même groupe Addoha dit qu'il va investir dans l'habitat

Toutefois, aucun détail n'a été fourni. On a déjà tant dit au gabonais que plusieurs investisseurs ont signé des contrats de construction de logements, mais aujourd'hui sur le terrain, rien ne se passe.

3. Les autorités gabonaises sont en discussion avec le groupe YCAP pour la possibilité d'un partenariat dans les services financiers

Chers lecteurs, voici le genre d'annonce qu'on fait quand on n'a rien d'autre à proposer. Ceci ne signifie absolument rien. Ali Bongo annonce le fait qu'il discute avec le groupe YCAP, comme étant un succès du forum! C'est ridicule.

Chers lecteurs, c'est tout. Voila l'étendue de ce qu'Ali Bongo a annoncé comme la preuve de la réussite du New-York Forum Africa. Nous pouvons clairement constater que ces soit disant contrats ne concernent qu'une société marocaine et des pourparlers avec une société financière. Pour tout un forum qui était censé présenter le Gabon comme un lieu propice aux investissements, la moisson est très maigre!

Avec des annonces comme celle-là, Ali Bongo n'a aucune crédibilité parce que nous savons tous comment les investissements se font. Aujourd'hui, l'économie mondiale est en récession, même la Chine a ralenti. Les investisseurs sont prudents avec leur argent. Par conséquent, qui exactement investirait son argent au Gabon sans aucune garantie que cet investissement va être protégée ou rentable? Juste un rappel: SIAT Gabon perd de l'argent; CIMGABON perd de l'argent, il n'y a que le pétrole et les mines qui se portent bien en raison de la hausse des prix internationaux pour le moment et rien de spécial à propos du Gabon à cet égard. Pourquoi quelqu'un devrait investir au Gabon? Est-ce à cause de la bonne gouvernance au Gabon? Est-ce à cause des performances économiques du Gabon? Parce que le Gabon est une "stable" démocratie? Ali Bongo doit nous le dire, au lieu d'annoncer des nonsenses.

Beaucoup d'entre vous, chers lecteurs, dans vos mèls nous nous ont demandé: "franchement, pourquoi avons-nous, peuple gabonais, besoin de ce forum et tant d'autres sommets de ce genre, pour résoudre des problèmes bien définis tels que notre manque d'infrastructures, d'hôpitaux, de routes, d'écoles etc.?" Chers lecteurs, nous sommes d'accord avec vous et c'est une bonne question pour Ali Bongo, parce que beaucoup d'entre nous ne croyons pas que Carl Lewis ou Robert De Niro ou même Andrew Young ou n'importe quelle autre célébrité, viendront faire la construction d'écoles et routes pour nous. Nous avons tous été témoins de la façon dont les dirigeants indiens et chinois, en prenant de bonnes et efficaces décisions économiques, ont étendues les bénéfices de la croissance économique à des centaines de millions de leurs compatriotes au cours des 20 dernières années. Quel bénéfice obtiendrait le peuple gabonais des politiques économiques d'Ali Bongo? Il n'y avait pas un seul panel de discussion au New-York Forum Africa sur la dégradation des conditions de travail vécue par le peuple gabonais. Ce qu'il y avait au menu, cependant, fut une panoplie de prédictions d'un avenir radieux, sans qu'on ne sache si celles-ci étaient justifiées. Peut-être qu'Ali Bongo pourrait nous dire ce qu'est l'avantage comparatif du Gabon aujourd'hui? Pourquoi investir au Gabon?
