WHY DID ALI BONGO PAY SO MUCH TO GL-EVENTS. POURQUOI ALI BONGO A PAYÉ AUTANT Á GL-EVENTS?

Above is an invoice from COCAN Gabon, paying a French company, GL Events, the amount of 50499877 euros or 33 billion CFA francs.

1. What is COCAN Gabon?

It was the Organizing Committee of the African Cup of Nations that took place from January to February 2012. This was the body that was supposed to manage all projects having to do with the organization of that event.

2. What is GL Events?

According to its website, GL Events is a company that specializes in providing event solutions and services. They principally operate in the organization of a) trade fairs; b) conventions and events; c) the management of venues. It is a French company based in Lyon, with a total number of 3,435 employees and annual revenues of about 787 million euros. Still according to its website, GL event provided the following services for CAN 2012:

For this event, GL-events was awarded a large range of overlay services in the 2 stadiums in Gabon, in Libreville and Franceville, including:
- Structures
- Interior fittings
- Furniture
- Primary and secondary power distribution
- Indoor and outdoor lighting
- Air-conditioning
- Power generators
- Audiovisuals (sound, light, simultaneous interpreting)
- New technologies, internet distribution
- IT equipment and televisions
- Safety barriers and barriers in cities
- Lavatories, plumbing, and water supply service
- Press stands
- Camera platforms
- Special works
- Signage (orientation, roads, bunting, etc.)
- Containers for storage, offices and refrigeration

In total, 125 maritime containers were shipped from France, South Africa, Dubai, as well as Italy and England. In addition to the delivery of the Overlays, the Group's mission also involved intellectual services such as support for the organizational process, ticketing and accreditation expertise and the Volunteer program. GL-events also won 2 contracts, one with each of the Organizing Committees, for the Opening Ceremony in the Bata Stadium in Equatorial Guinea and for the Closing Ceremony in the Stade d'Angondjé in the Gabonese capital of Libreville.

3. Why does Ali Bongo keep on awarding exorbitant contract to GL-Events?

This blog contacted different people in position to know exactly why GL-Events would have received 33 billion CFA francs for the kinds of services that seem to be fairly modest for half of an African Cup of Nations. We were told that GL-Event was very connected to former French president Nicholas Sarkozy and that in 2010, for the fiftieth anniversary of African independence, the Sarkozy regime lobbied African governments so they would award contract for these ceremonies to GL-Events. As such, we were provided with documents from the French press, showing that in 2010, GL-Events was asked by Ali Bongo to organize an event called “Sound and Lights”. This sound and light show lasted a total of fifty minutes and took place on 16 August 2010, in front of the presidential palace. The published amount paid to GL-Events services for that show was 3 million euros or about 2 billion CFA francs. This dear readers, comes to 40000000 CFA francs per minute or 700000 CFA francs per second. For those who would be skeptical of our numbers, please consult an article in “Jeune Afrique” entitled “Les petits dessous des grandes commemorations” by Pascal Airault. That article confirms that the show in Libreville was billed for 2 billion CFA francs.

The questions are:

a) Why is Ali Bongo spending so much of the Gabonese tax payers money to enrich GL-Events?

b) Why does it seem that these payments may have been inflated and could have possibly been political contributions?

c) Why is this happening while the people of Gabon are suffering?

d) If we add the amount paid to GL-Events to the one paid to Richard Attias and his wife to the one paid for the boat race, why, why, why so much waste?

1. Qu'est-ce que le COCAN Gabon?

C'était le Comité d'organisation de la Coupe d'Afrique des Nations qui a eu lieu de Janvier à Février 2012. Ce fut l’organisme censé gérer tous les projets ayant trait à l'organisation de cet événement.

2. Qu'est-ce que GL Events?

Selon son site Web, GL-Events est une société qui se spécialise dans la fourniture de services événementiels. Ils exercent principalement leur activité dans l'organisation de : a) foires commerciales); b) conventions et événements; c) la gestion des locaux (stade). Il s'agit d'une société française basée à Lyon, avec un nombre total de 3435 employés et des revenus annuels d'environ 787 000 000 d’euros. Toujours selon son site internet, GL événement a fourni les services suivants pour la CAN 2012:

A cette occasion, GL events a été chargé de la mise en œuvre d'un large éventail de prestations d'installations temporaires dans les 2 stades du Gabon, à Libreville et Franceville telles que :
- Structures
- Aménagements intérieurs
- Mobilier
- Distribution électrique primaire et secondaire
- Eclairage intérieur et extérieur
- Climatisation
- Groupes électrogènes
- Audiovisuel (son, lumière, traduction simultanée)
- Nouvelles technologies, distribution internet
- Matériel informatique et télévisions
- Barrières de sécurité et barrières de Ville
- Sanitaires, plomberie et service des eaux
- Tribune de presse
- Plateformes pour caméras
- Travaux spéciaux
- Signalétique (directionnelle, routière, pavoisement…)
- Conteneurs de stockages, de bureaux et réfrigérés

Au total, 125 conteneurs maritimes ont été acheminés de France, d’Afrique du Sud, Dubaï ou encore d’Italie et d’Angleterre. Outre la livraison des Overlays, la mission du groupe s’étend également aux prestations intellectuelles telles que l’accompagnement à l’organisation, les expertises billetterie et accréditation, ou encore le programme Volontaires.

GL events a ainsi remporté 2 contrats avec chacun des Comités d’Organisation pour la Cérémonie d’Ouverture au stade de Bata en Guinée Equatoriale et pour la Cérémonie de Clôture au Stade d'Angondjé de la capitale gabonaise, Libreville.

3. Pourquoi Ali Bongo continue-t-il à attribuer des marchés exorbitants à GL-Events?

Ce blog a contacté différentes personnes en position de savoir exactement pourquoi GL-Events aurait reçu 33 milliards de francs CFA pour des types de services qui semblent être assez modestes pour la moitié d'une Coupe d'Afrique des Nations. Il nous a été dit que GL-Events était très lié à l'ancien président français, Nicolas Sarkozy et qu’en 2010, pour le cinquantième anniversaire des indépendances africaines, l’administration Sarkozy fit pression sur les gouvernements africains afin qu'ils attribuent des contrats pour ces cérémonies à GL-Events. Ainsi, des documents de la presse française nous ont été présentés, montrant qu’en 2010, Ali Bongo a demandé à GL-Events d’organiser un événement appelé « Son et Lumière ». Ce spectacle son et lumière a duré un total de cinquante minutes et a eu lieu le 16 Août 2010, devant le palais présidentiel. Le montant versé à GL-Events pour ce spectacle a été publié et était de 3 millions d'euros ou environ 2 milliards de francs CFA. Ce qui, chers lecteurs, revient à 40000000 francs CFA par minute ou 700000 francs CFA par seconde. Pour ceux qui seraient sceptiques de nos chiffres, s'il vous plaît, consulter un article paru dans "Jeune Afrique" intitulé " Les petits dessous des grandes commémorations " par Pascal Airault. Cet article confirme que le spectacle à Libreville a été facturé pour 2 milliards de francs CFA.

Les questions sont les suivantes:

a) Pourquoi Ali Bongo dépense autant d'argent du contribuable gabonais pour enrichir GL-Events?

b) Pourquoi semblerait-il que ces paiements aient pu être gonflé et peut-être utilisés comme contributions politiques?

c) Pourquoi ceci se passe alors que les Gabonais sont dans la souffrance?

d) Si l'on ajoute aux montants versés à GL-Events, ceux accordés à Richard Attias et son épouse et celui payé pour la course de bateaux, pourquoi, pourquoi, pourquoi autant de gaspillages?
