In Gabon, the constant point is that government announcements invariably end up in failure. ANGT, the PSGE, the Bay of Kings, the fallout of the two AFCONs, the airline Fly Africa, the fallout of the New York Forum Africa, etc..., are all failures. Who does not remember the 5000 homes per year, promised in 2009? We would be today at 45,000 homes if the regime had been serious!

An essential imponderable of good management in the public or private sector is to develop an internal methodology evaluating the progress and results of the measures and decisions taken, so as to make the necessary corrections before things get bogged down indefinitely.

The Ali Bongo’s regime, since 2009, is boiling with announcements. In this respect, it goes all out, because it uses the announcement effects as a mode of governance consisting in always promising a better tomorrow to the population. The goal is to make the people project into a future they are promising to be rosy, so as to make them forget their present misery of the moment.

But to set benchmarks in a constantly evolving political and economic environment, it is necessary to measure indicators of success and failure at regular frequencies. This is the ability to assess in real time the viability of a project whose value is based more on its ability to solve the problems of Gabonese. This requires seriousness, a suitable methodology, good risk analysis of benefits and return on investment.

The criteria to be evaluated could be the following: the quality of the project management, the technical mastery, the financial capacity, the complementarity of competences, the capacity of execution, the economic feasibility, the analysis of the regulation, etc.

The ratings given for each criterion and their coefficients will lead to a global score out of 20. But the Bongo regime does not like self-evaluations because they would illuminate their deficiencies.

Au Gabon, la constante est que les annonces du gouvernement finissent invariablement en eau de boudin. L’ANGT, le PSGE, la Baie des Rois, les retombées des deux CANs, la compagnie aérienne Fly Africa, les retombées du New York Forum Africa, etc…, sont autant d’échecs. Qui ne se souvient pas des 5000 logements par ans, promis en 2009 ? On serait aujourd’hui à

45000 logements si le régime avait été sérieux !

Un impondérable incontournable du bon management dans le secteur public ou privé, est de développer une méthodologie interne évaluant les progrès et résultats des mesures et décisions prises, de manière à faire les corrections nécessaires avant que les choses ne s’enlisent indéfiniment.

Le régime Ali Bongo, depuis 2009, bouillonne d’annonces. Sur ce plan, il s’en donne à cœur joie, car il utilise les effets d’annonces comme mode de gouvernance consistant à toujours promettre des lendemains meilleurs à la population. L’objectif étant de faire projeter le peuple vers un futur qu’on leur promet rose, de manière à lui faire oublier sa misère présente dans le moment.

Mais pour se donner des repères dans un environnement politique et économique en évolution constante, il faut mesurer les paramètres indicateurs de succès et d’échecs à fréquences régulières. Il s’agit de la capacité d’évaluer en temps réel la viabilité d’un projet dont la valeur repose plus sur sa capacité à résoudre les problèmes des Gabonais. Cela nécessite un sérieux, une méthodologie adaptée, de bonnes analyses de risques, de bénéfices et de retour sur investissement.

Les critères à évaluer pourraient être les suivants : la qualité du management du projet, la maîtrise technique, la capacité financière, la complémentarité des compétences, la capacité d’exécution, la faisabilité économique, l’analyse de la réglementation, etc.

Les notes données pour chaque critère et leurs coefficients permettront d’aboutir à une notation globale sur 20. Mais le régime Bongo n’aime pas faire de bilan car cela illuminerait ses déficiences.
