The question that makes us doubt the feasibility of this agreement by 2031 is precisely the critical point and major technical constraint of this project: the lack of energy.
Pyrometallurgy and the chemical processing of manganese are among the most energy-intensive processes in the world, requiring between 2,600 and 5,800 kWh per ton produced, depending on the added value of the alloy.
It is precisely this "energy wall" that explains why CBON's initial ambition, which aimed for 5 million tons processed, was scaled down in the protocol signed in Paris to a more modest objective of 700,000 tons per year by 2031.
In the agreement concluded between the Gabonese State and Eramet/Comilog, the energy roadmap relies on several strategic levers:
1. Strengthening the Hydroelectric Mix
To power the plants, the master plan relies on scaling up the hydroelectric grid:
- The Mbei Basin: With the gradual commissioning of power plants like Kinguélé Aval (34 MW) to support the capacities of Tchimbélé and Kinguélé Amont, supplying coastal industrial zones (particularly around Libreville).
- Major Future Infrastructure: New hydroelectric developments and the reinforcement of high-voltage transmission lines are planned to boost national capacity beyond the critical threshold required by industrialists.
2. Natural Gas and the Thermal Component
Since hydropower is subject to seasonal dry spells, the plan provides for the use of thermal production powered by local natural gas, which is more stable and competitive for meeting the baseload demand of industrial furnaces.
3. Modernization of Existing Facilities (Moanda)
Part of the processing will continue to rely on the Moanda Metallurgical Complex (CMM), whose silico-manganese processing infrastructure already uses the electricity grid of the Haut-Ogooué basin. The agreement provides for the renovation/energy optimization of this complex to maximize yield per kilowatt-hour consumed.
4. Thermal Innovation: The Charcoal/Biochar Sector
To reduce reliance on continuous electricity and replace imported metallurgical coke in the furnaces, a biochar pilot project using forestry residues (in partnership with Precious Woods in Lastourville) has been integrated into the strategy.
CBON formally committed in the memorandum of understanding to guarantee energy access.
The actual feasibility of this transformation by 2031 will depend entirely on how fast Gabon can pour the concrete for its new dams and string up its high-voltage power lines.
If you believe that Gabon, which cannot even provide drinking water to the residents of Libreville, will be able to overcome this massive energy challenge in five years, you need a brain transplant!
France knows the limits of its Gabonese counterparts and understands that with Africans, you only need to show them a few honors and they forget all their supposed principles. France will quietly wait until 2031 and, in the face of the electricity shortage, the status quo will blithely continue. That's how great powers operate. They don't make a fuss. They just wait for you around the corner!

La question qui nous douter de la faisabilité de cet accord dès 2031 est précisément le point névralgique et la contrainte technique majeure de ce projet: le manque d’énergie.
La pyrométallurgie et le traitement chimique du manganèse comptent parmi les procédés les plus énergivores au monde, exigeant entre 2 600 et 5 800 kWh par tonne produite selon la valeur ajoutée de l'alliage.
C’est d'ailleurs ce mur énergétique qui explique pourquoi l'ambition initiale de CBON qui visait 5 millions de tonnes transformées, a été ramenée dans le protocole signé à Paris à un objectif plus modeste de 700 000 tonnes par an d'ici 2031.
Dans l'accord conclu entre l'État gabonais et Eramet/Comilog, la feuille de route énergétique repose sur plusieurs leviers stratégiques :
1. Le renforcement du mix hydroélectrique
Pour alimenter les usines, le schéma directeur s’appuie sur la montée en puissance du parc hydroélectrique :
- Le bassin de la Mbei : Avec la mise en service progressive de centrales comme Kinguélé Aval (34 MW) venant soutenir les capacités de Tchimbélé et Kinguélé Amont pour approvisionner les zones industrielles côtières (notamment autour de Libreville).
- Grands ouvrages futurs : De nouveaux aménagements hydroélectriques et renforcements de lignes à haute tension sont au programme pour porter la capacité nationale au-delà du seuil critique requis par les industriels.
2. Le gaz naturel et le volet thermique
L'hydroélectricité étant sujette aux variations saisonnières d'étiage, le plan prévoit le recours à la production thermique alimentée par le gaz naturel local, plus stable et compétitif pour répondre aux charges de base des fours industriels.
3. La modernisation des installations existantes (Moanda)
Une partie de la transformation continuera de s'appuyer sur le Complexe Métallurgique de Moanda (CMM), dont les infrastructures de transformation de silico-manganèse exploitent déjà le réseau électrique du bassin du Haut-Ogooué. L'accord prévoit la rénovation/optimisation énergétique de ce complexe pour maximiser le rendement au kilowattheure consommé.
4. L'innovation thermique : la filière biocharbon
Pour réduire la dépendance à l'électricité continue et remplacer le coke métallurgique importé dans les fours, un projet pilote de biocharbon élaboré à partir de résidus forestiers (en partenariat avec Precious Woods à Lastourville) est intégré à la stratégie.
CBON s’est formellement engagé dans le protocole d'accord à garantir l'accès à l'énergie.
La faisabilité effective de cette transformation d'ici 2031 dépendra intégralement de la vitesse à laquelle le Gabon coulera le béton de ses nouveaux barrages et tirera ses lignes à haute tension.
Si vous pensez que le Gabon, qui n’arrive même pas à fournir de l’eau potable aux habitants de Libreville, pourra en 5 ans relever le gigantesque défi énergétique, vous avez besoin d’une greffe du cerveau !
La France connaît les limites de ses interlocuteurs Gabonais et sait qu’avec les Africains, il suffit de leur faire quelques honneurs et ils oublient tous leurs supposés principes. Cette France va tranquillement attendre 2031 et devant le manque d’électricité, le statut qui se poursuivra allègrement. C’est cela les grands pays. Ils ne gesticulent pas. Ils vous attendent au tournant !
