THE MEMORANDUM OF UNDERSTANDING SIGNED BETWEEN GABON AND ERAMET! LE PROTOCOLE D’ACCORD SIGNÉ ENTRE LE GABON ET ERAMET !

The memorandum of understanding (MoU) signed on July 20, 2026, between the French mining group Eramet (and its subsidiary Comilog) and the Gabonese State marks a turning point in the strategic partnership aimed at locally processing the manganese value chain. However, one might wonder whether this memorandum of understanding will age well.


This agreement comes within a regulatory framework where Gabon has set the objective of progressively banning the export of raw ore to foster industrialization and local processing.


The objective targeted by the memorandum of understanding is to process up to 700,000 tonnes of manganese ore locally per year by the end of 2031. This value addition aims to supply both the steel industry and strategic sectors of the energy transition (electric vehicle batteries, high-performance steels, etc.).


To achieve this goal, Eramet and the Gabonese State are evaluating three development avenues:


  • Manganese Oxide Plant in Libreville (by 2028):


    • Initial capacity of 10,000 tonnes/year of manganese oxide (processing approximately 20,000 tonnes of raw ore).


    • Production mainly intended for the battery sector and high-performance steels.


    • Potential future expansion up to 50,000 tonnes/year with the support of investment partners.


  • Renovation of the Moanda Metallurgical Complex (CMM) (by 2029):


    • Modernization and improvement plan for the existing site, operating since 2015.


    • Planned restart by late 2029 for a capacity of 70,000 tonnes/year of manganese alloys (~150,000 tonnes of processed ore).


  • New Manganese Alloy Plant in a Coastal Zone (by 2031):


    • A large-scale project targeting a capacity of 265,000 tonnes/year of alloys (requiring the processing of approximately 530,000 tonnes of ore).
    • Subject to a separate investment agreement and the securing of necessary infrastructure.


The memorandum also establishes the economic and technical feasibility conditions for these infrastructures:


  • Access to Energy: The Gabonese State commits to ensuring the energy supply required to power the future industrial sites.


  • Decarbonization and Biocharcoal: Development of a local biocharcoal supply chain from forestry co-products (supported by a pilot kiln in Lastourville in partnership with Precious Woods) to replace imported metallurgical coke.


  • "Made in Gabon" Seed Fund: Creation of a fund designed to support the local industrial fabric and foster the creation of sustainable jobs in the country.


Dear readers, the French know that Gabon will never be able to produce enough energy to honor the commitment set for 2031. Consequently, Eramet knows full well that this memorandum of understanding will remain nothing more than hot air for naive believers (kounabelistes).

Le protocole d’accord signé le 20 juillet 2026 entre le groupe minier français Eramet (et sa filiale Comilog) et l’État gabonais marque un tournant dans le partenariat stratégique visant à transformer localement la chaîne de valeur du manganèse. Mais on peut se demander si ce protocole d’accord vieillira bien.


Cet accord intervient dans un contexte réglementaire où le Gabon fixe l'objectif d'interdire progressivement l'exportation de minerai brut pour favoriser l'industrialisation et la transformation locale.


L'objectif visé par le protocole d'accord est de transformer sur place jusqu’à 700 000 tonnes de minerai de manganèse par an d’ici la fin 2031. Cette valorisation vise à alimenter tant l'industrie sidérurgique que les filières stratégiques de la transition énergétique (batteries pour véhicules électriques, aciers haute performance etc.).


Pour atteindre cet objectif, Eramet et l'État gabonais évaluent trois axes de développement :


  • Usine d’oxyde de manganèse à Libreville (horizon 2028) :
    • Capacité initiale de 10 000 tonnes/an d’oxyde de manganèse (transformant environ 20 000 tonnes de minerai brut).
    • Production destinée principalement à la filière des batteries et des aciers haute performance.
    • Extension envisageable à terme jusqu'à 50 000 tonnes/an avec l'appui de partenaires investisseurs.
  • Rénovation du Complexe Métallurgique de Moanda (CMM) (horizon 2029) :
    • Modernisation et plan d'amélioration du site existant opérant depuis 2015.
    • Redémarrage prévu d'ici fin 2029 pour une capacité de 70 000 tonnes/an d’alliages de manganèse (~150 000 tonnes de minerai transformé).
  • Nouvelle usine d’alliages de manganèse en zone côtière (horizon 2031) :
    • Un projet de grande envergure avec une capacité ciblée à 265 000 tonnes/an d’alliages (nécessitant la transformation d'environ 530 000 tonnes de minerai).
    • Soumis à une convention d'investissement distincte et à la sécurisation des infrastructures.

Le protocole fixe également les conditions de faisabilité économique et technique de ces infrastructures :


  • Accès à l'énergie : L'État gabonais s'engage à assurer l'approvisionnement en énergie nécessaire à l'alimentation des futurs sites industriels.
  • Décarbonation et biocharbon : Développement d'une filière locale de biocharbon à partir de coproduits de l'industrie forestière (avec la contribution d'un four pilote à Lastourville en partenariat avec Precious Woods) pour remplacer le coke métallurgique importé.
  • Fonds d’amorçage « Fabriqué au Gabon » : Création d'un fonds destiné à soutenir le tissu industriel local et à favoriser la création d'emplois durables dans le pays.


Chers lecteurs, les français savent que le Gabon ne pourra jamais produire suffisamment d’énergie pour honorer l’engagement fixé pour 2031. Par conséquent, Eramet sait que ce protocole d’accord restera de la bouillie pour kounabeliste.
