TESTIMONY OF A READER ABOUT ISSUES AT BITAM DGDI (PART TWO)! TÉMOIGNAGE D’UN LECTEUR AU SUJET DE MICMACS À LA DGDI DE BITAM (DEUXIÈME PARTIE) !

You've heard nonsense before in your life, but this one is the most hilarious. At the health checkpoint at the Gabon-Cameroon border, there is on the Gabonese side, an UN-USAID tent for checks of international vaccination record, their compliance both on the quality of documents and on the list of vaccines required for international travel.  On a recent trip, my friend and I arrived at this post shortly before 9am.  We found a health worker, in his forties, very reassured of his duties. Unfortunately, it would be short-lived.  As I tell you, the agent puts a little hydroalcoholic gel in our hand and then asks us for our vaccination records. In turn, we place our notebooks on his stable which serves as an office. He performs a quick check of one of the notebooks issued by the pastor's center in Yaoundé only a month earlier. Then he grabs his android phone, performs manipulation and exclaims in these terms: "this notebook is fake, it is a fake". To my friend's surprise, we get closer to him to better understand his modus operandi. He explains: "The code of your vaccine that is in the booklet does not appear on the internet. You see, it's written page not found. It should display the vaccine page and the information that is in the notebook. So this document is fake." Indeed, this agent just opened Google and entered the vaccine code. My friend and I looked at each other for long minutes to understand what the agent wanted to do. Meanwhile, he checks the other notebooks, and as if by surprise they are all "fake." They inform us that he will take us to the police station to conduct a hearing. We followed him to the first PAF police station. There, he would talk with the agent alone in his office, then would come back and ask us to follow him to his tent.  There, he made us understand that the counterfeit carnet is 24,000F to pay to the treasury, but as the system is not ready, we must pay 10,000F per notebook.  The other travelers began to negotiate, each going for his case.  My friend and I came out of the tent to digest the blow.  After consultation, since we have a bus to take to Bitam, we wanted to "reason" with the agent, but he was categorical. The other travelers had already left, certainly they had paid. There were four of us left out in the tent. My friend offered 5000F for both of us. He took then. We were gone and you think it  was, no!

 

Our second surprise is at the second checkpoint after having taken the bus in Kye-Ossi. There, it was a sermon on the vaccination record that we received. A policeman, frail in his outfit, yet with his welcoming air or almost, reminds us how vaccination records lack vital data such as passport number, serial number of the notebook.  Then he showed us a photocopy of the print of what appears to be a newspaper clipping. This document presented a list of 8 mandatory vaccines to circulate in the CEMAC zone. For him, our vaccines are incomplete, the booklets are not properly filled out, the fine is 24000 F with confiscation of the notebook.  He also showed us a pile of "fake" yellow notebook that had been seized, and brandished us the paperwork from the Treasury. As if to remind us, either we pay or we go back to where we came from.  We explained to him that we travel regularly, that we have even made trips abroad with the same notebook, it was not his problem. I took care to query on the spot the WHO website and the vaccines required in CEMAC. Apart from yellow fever, the other vaccines were just recommended.  The tension rose very quickly with the heat of noon that day. His colleague who was listening calmly on the side took us outside to show us the poster on a blue background, of the Ministry for the fight against corruption. Very dejected by this police’s decision, the driver went back to see them. He came back with "news"; "he’s asking 5000F per booklet or everyone pays the receipt. Besides, I'm in a hurry, I'm not going to spend my day here." Faced with these pressures, my friend and I, as well as others, resigned ourselves to paying. 

 

Everything will be fine at the other police stations and gendarmerie; Simple presentation of the notebook and you pass. Until another post or in addition to the vaccination record to be checked, there was baggage search, body search (we will come back to this). Regarding the vaccination record, the OPJ agent gave us a speech on the filling of the vaccination record. All our notebooks were missing this time, the phone number of the doctor who vaccinated us. Nice find, no! Cost of the offence 2000F each directly in the pockets of the OPJ.

At another checkpoint, the officer tells us that BCG is missing from the international vaccination record. A passenger recalls that BCG is taken at birth and that in adulthood the notebook has had time to be lost.  But the policeman has an answer to everything. "You should have asked for a transcript when you made the international notebook." Cost of the offence 2000F. 

 

This is the price at which travelers circulate in the country with the documents issued by the authorized centers.  I am in no position to make a recommendation, but just disgusted by these crooked agents who dishonor the uniform, despise, and humiliate their fellow men rain or wind.

Vous avez déjà entendu des bêtises de votre vie, mais celle-ci est la plus hilarante. Au poste contrôle de santé à la frontière Gabon-Cameroun, il a ya du côté Gabonais, une tente ONU-USAID pour des vérifications de carnet international de vaccination, leur conformité tant sur la qualité des documents que sur la liste des vaccins exigés pour les voyages internationaux.  Lors d'un récent voyage, mon ami et moi sommes arrivés à ce poste peu avant 9h.  Nous avons trouvé un agent de santé, la quarantaine, très rassuré de ses fonctions. Malheureusement, ça sera de courte durée.  Comme je vous raconte, l'agent nous passe un peu de gel hydroalcoolique dans la main puis nous demande nos carnets de vaccinations. A tour de rôle, nous déposons nos carnets sur son étable qui tient lieu de bureau. Il effectue une vérification rapide d'un des carnets délivrés par le centre pasteur de Yaoundé il y a seulement un mois. Puis il se saisit de son téléphone androïde, effectue de manipulation et s'exclame en ces termes: "ce carnet est faux, c'est un faux". A la surprise de mon ami, nous nous rapprochons vers lui pour mieux comprendre son mode opératoire. Il nous explique: "le code de votre vaccin qui est dans le carnet n'apparaît pas sur internet. Vous voyez, c'est écrit page introuvable. Ça devrait afficher la page du vaccin et les informations qui sont dans le carnet. Donc ce document est faux." En effet, cet agent a juste ouvert Google et saisi le code du vaccin. Mon ami et moi nous sommes regardés pendant de longues minutes pour comprendre ce que l'agent voulait faire. Pendant ce temps, il effectue les vérifications sur les autres carnets, et comme par surprise ils sont tous "faux." Ils nous informe qu'il va nous conduire au poste de police pour nous faire entendre. Nous l'avons suivi jusqu' au premier poste de police PAF. La, il va s'entretenir avec l'agent seul dans son bureau, puis va revenir vers et nous demander de le suivre dans sa tente.  Là bas, il nous fait comprendre que la contrefaçon de carnet c'est 24,000F a payer au trésor, mais comme le quittancier n'est pas prêt, il faut payer 10,000F par carnet.  Les autres voyageurs ont commencé à négocier, chacun allant pour son cas.  Mon ami et moi sommes sortis de la tente pour digérer le coup.  Après concertation, vu que nous avons un car à prendre à Bitam, nous avons voulu "raisonner" l'agent, mais il était catégorique. Les autres voyageurs étaient déjà partis, certainement ils avaient payé. Nous étions quatre en reste dans la tente. mon ami a proposé 5000F pour nous deux. Il a pris. Nous sommes partis et vous croyez que c'est fini, non!

 

Notre deuxième surprise c'est au deuxième poste de contrôle après avoir prix le car à Kye-Ossi. Là-bas, c'est un sermon sur le carnet de vaccination que nous avons reçu. Un policier, frêle dans sa tenue, pourtant avec son air accueillant ou presque, nous rappelle comment les carnets de vaccinations manquent des données capitales comme le numéro de passeport, numéro de série du carnet.  Ensuite, il nous prend une photocopie du tirage de ce qui semble être  une coupure journal. Ce document présente une liste de 8 vaccins obligatoires pour circuler en zone cemac. Pour lui, nos vaccins sont incomplets, les carnets ne sont pas correctement remplis, l'amende c'est 24000 F avec confiscation de carnet.  Il nous montre d'ailleurs un tas de carnet jaune "faux" saisie, et nous brandit le quitentier du tresor. Comme quoi, on paie ou on retourne d'où nous venons.  Nous lui avons beau expliquer que nous voyageons régulièrement, que nous avons même déjà fait des voyages a l'etranger avec le même carnet, ce n'était pas son problème. J' ai pris soin d'interroger sur place le site de l'OMS et les vaccins exigibles en cemac. En dehors de la fievre jaune, les autres vaccins etaient juste recommandés.  La tension est montée très vite avec la chaleur de midi ce jour. Son collègue qui nous écoutait calmement sur le côté nous amène dehors pour nous montrer l' Affiche sous fond bleu du ministère pour la lutte contre la corruption. Très abattu par cette trouvaille des policiers, le chauffeur est reparti les voir. Il est revenu avec une "nouvelle"; "il demande 5000F par carnet ou bien chacun paie la quittance. En plus, moi je suis pressé, je ne vais pas passer ma journée ici." Devant ces pressions, mon ami et moi, les autres aussi, nous nous résignons à payer. 

 

Tout va bien se passer devant les autres postes de police et gendarmerie; simple présentation du carnet et tu passes. Jusqu'à un autre poste ou en plus du carnet de vaccination à vérifier, il y a fouille des bagages, fouille corporelle (nous y reviendrons). S'agissant du carnet de vaccination, l'agent OPJ nous fait un discours sur le remplissage du carnet de vaccination. Tous nos carnets manquaient cette fois, le numéro de téléphone du médecin qui nous a vaccinées. Belle trouvaille, non! Coût de l'infraction 2000F chacun directement dans les poches de l'OPJ.

A un autre poste de contrôle, l'agent nous dit que le BCG manque dans le carnet de vaccination international. Un passager rappelle que le BCG se prend à la naissance et qu'à l'âge adulte le carnet a eu le temps de se perdre.  Mais le policier a une réponse à tout. "Vous aurez du demander une transcription au moment de faire le carnet international." Coût de l'infraction 2000F. 

 

Voila a quel prix les voyageurs circulent dans le pays avec les documents délivrés par les centres agréés.  Je suis mal placé pour faire une recommandation, mais juste dégouté par ces agents véreux qui déshonorent la tenue, méprisent et humilient leurs semblables au gré de la pluie et du vent.
