THE DUTY OF TRUTH. LE DEVOIR DE VÉRITÉ

Two Gabonese parliamentarians have just posed an act that is too rare in our country; they have just required a duty of truth from Ali Bongo’s regime that presides over the destinies of the country. While many in Gabon are complicit in a fraud that is more evident than ever, these two parliamentarians stand out from the amorphous mass and take their responsibility before history.

If we can define politics as the art of governing the people, there is therefore reason to ask how could this be possible without the intervention, between rulers and ruled, of a good dose of trust, truthfulness and transparency? To this question, Jean Christophe Owono Nguema-and-Patrick Eyogo Edzang, senator of the 2nd district of the town of Oyem and MP of Bitam, respectively, have just respond by reminding the regime that it had a duty to honesty before Gabonese citizens it is supposed to represent?

The approach of Jean-Christophe Owono Nguema and Patrick Eyogo-Edzang reminds us all, yes all of us dozing instead of taking our respective and relative responsibilities, that the exercise of political power has for the main purpose to establish and maintain an orderly, stable and fair society. So the research of this stable society in the long term necessarily means that we should put the people in confidence and preserve social order. All citizens of good faith understand that there are areas where state secrets are needed, such as diplomacy, security, defense, for example. We understand that the state cannot tell all to citizens, but the filiation of the Gabonese Head of State enters into a requirement explicitly codified in the constitution, and transparency on this issue becomes a citizen duty for truth. On this point, secrecy has no purpose. About the parentage of Ali Bongo and therefore his perjury in 2009, he is subject, as we all do, to a requirement and a duty to tell the truth before Gabon and its people.

Dear readers, politics cannot be practiced without a need for truth. This requirement consist first of the duty to seek and know the truth, in order to better contribute to the direction of the country, that is to say the national collective. If everything is false, how can we make wise and promising choices? Those who engage in politics have a duty to tell the truth to their fellow citizens. It is a tacit agreement that necessarily depends on a sincere relationship between the contractors (the people and the rulers). This relationship of trust is only possible insofar as the parties involved are honest and truthful. So there is basically no reason, in the opinion of this blog, to grant to Ali Bongo, as do too many compatriots, the right to an exception to the requirement of truth before a fundamental aspect of our constitution and before his act of perjury committed in 2009.

Ali Bongo’s perjury has profoundly challenged the stability and cohesion of the state. We all know that politics is not always a question of morality, but the deception maintained by Ali Bongo, in posing for what he is not, by inventing a biography from scratch, is so disjointed and visible to all the Gabonese, that it has become impossible today for Ali Bongo to be honestly perceived by the majority of Gabonese as someone legitimate. Ali Bongo cannot continue to want to maintain the illusion, because no one is fooled. If Ali Bongo wants small arrangements with his biography to circumvent the constitution, it is for us citizens to keep a constant vigilance and impose to him the truth and nothing but the truth.

Deux parlementaires Gabonais viennent de poser un acte trop rare dans notre pays ; ils viennent d’exiger le devoir de vérité au régime Ali Bongo qui préside aux destinées du pays. Alors que beaucoup au Gabon se font les complices d’une imposture plus évidente que jamais, ces deux parlementaires se démarquent de la masse amorphe et prennent leurs responsabilités devant l’histoire.

Si on peut définir la politique comme étant l'art de gouverner les populations, il y a par conséquent lieu de se demander comment cela pourrait-il être possible sans l’intervention, entre gouvernants et gouvernés, d’une bonne dose de confiance, de véracité et de transparence? A cette question, Jean Christophe Owono-Nguéma et Patrick Eyogo-Edzang, sénateur du 2è arrondissement de la commune d’Oyem et député de Bitam, respectivement, viennent d’y répondre en rappelant au régime en place qu’il avait un devoir d'honnêteté à l'égard des concitoyens Gabonais qu’il est supposé représenter?

La démarche de Jean Christophe Owono-Nguéma et Patrick Eyogo-Edzang nous rappelle à tous, oui à nous tous qui somnolons au lieu de prendre nos responsabilités respectives et relatives, que l'exercice du pouvoir politique a pour but principal d’instaurer et de préserver une société ordonnée, stable, et juste. Donc, la recherche de cette société stable sur le long terme implique forcement qu'il faille mettre le peuple en confiance et préserver l'ordre social. Tous les citoyens de bonne foi comprendront qu’il y ait des domaines où les secrets d’Etats sont nécessaires, tels la diplomatie, la sécurité, la défense, par exemple. Nous pouvons comprendre que l'Etat ne puisse pas tout dire aux citoyens, mais la filiation du chef d’Etat Gabonais entre dans les exigences explicitement codifiées dans la constitution, et la transparence à ce sujet devient donc une revendication citoyenne de vérité. Sur ce point, le secret n’a point de raison d’être. A propos de la filiation d’Ali Bongo et donc de son parjure commis en 2009, ce dernier est soumis, comme nous tous d’ailleurs, à une exigence, et à un devoir de vérité devant le Gabon et sa population.

Chers lecteurs, la politique ne peut se faire sans une exigence de vérité. Cette exigence consiste d’abord au devoir de chercher et de connaître la vérité, afin de mieux contribuer à l’orientation du pays, c’est-à-dire du collectif national. Si tout est faux, comment pouvons-nous faire des choix judicieux et porteurs ? Ceux qui s’engagent en politique ont le devoir de dire la vérité à leurs concitoyens. C’est un contrat tacite qui dépend forcement d’une relation de sincérité entre les contractants (le peuple et les gouvernants). Cette relation de confiance n'est possible que dans la mesure où les parties en présence font preuve d'honnêteté et de véracité. Il n’y a donc, de l’avis de ce blog, fondamentalement aucune raison d'accorder à Ali Bongo, comme le font encore trop de compatriotes, le droit de faire exception à l'exigence de vérité devant un aspect fondamentale de notre constitution et devant son acte de parjure commis en 2009.

Le parjure d’Ali Bongo a profondément remis en question la stabilité et la cohésion de l'Etat. Nous savons tous que la politique ne relève pas toujours de la morale, mais la supercherie entretenue par Ali Bongo, en se faisant passer pour ce qu’il n’est pas, en s’inventant une biographie de toutes pièces, est tellement décousue et visible à tous les Gabonais, qu’il soit devenu aujourd’hui impossible à Ali Bongo d’être honnêtement perçu par la majorité des Gabonais comme quelqu’un de légitime. Ali Bongo ne peut continuer de vouloir entretenir l’illusion, car personne n’est dupe. Si Ali Bongo veut avoir de petits arrangements avec sa biographie pour contourner la constitution, il s’agit pour nous citoyens de garder une constante vigilance et de lui imposer la vérité, rien que la vérité.
