"I HAVE INSTALLED A SOCIAL SECURITY SYSTEM IN GABON" SAYS BERNARD KOUCHNER! «J’AI INSTALLÉ UN SYSTÈME DE SÉCURITÉ SOCIALE AU GABON» DIXIT BERNARD KOUCHNER !

On the show " On n'est pas couché," presented by Laurent Ruquier on the French television channel France 2, on Saturday 27 of September, Bernard Kouchner, former Minister Nicolas Sarkozy, answered charges by french chronicler Aymeric Caron who accused him of swimming in troubled waters by having maintained unsavory relationship with Omar Bongo, by saying:


"What I did, what I did; wait, I'll tell you what I did; I did not issue a report, I set up a social security system in Gabon, which works with a little green card, it took three years, I worked a lot and now when you are a Gabonese and there has more than half of them who are poor, you can be treated. I am very proud of what I have done."


But what is Bernard Kouchner talking about? But the National Health Insurance and Social Security (CNAMGS), of course! In 2009, French journalist Pierre Péan published a book in which he revealed that Bernard Kouchner wrote for Omar Bongo, a report on the Gabonese health system for a fee estimated at EUR 2.6 million, more than 1.7 billion CFA francs. This audit report, when it was assessed by experts in the field, appeared very light but mostly unsuitable and unnecessary for the Gabonese population. For this audit, Kouchner spent too little time in Gabon, to understand and identify the problems of the health system of the country. He would just propose a trivial solution in three points:


• The creation of health coverage for all Gabonese
• Improving the provision of care
• A new policy of health personnel


This report was considered to be a collection and a recycling of "old" proposals repackaged as new ideas, unsuited for Gabon, sold at high prize to Omar Bongo! But more importantly, this social security system which Bernard Kouchner is boasting of having set up in Gabon, is it functional and does it allow the poorest of Gabon to receive health services as he put it during the TV program?


It is obvious and well documented that medical coverage by the Gabonese CNAMGS is not universal; it is not even close. As proof, if the coverage was universal CNAMGS, the medical caravans of the regime’s barons and Sylvia Bongo, would no longer be needed. It is also common knowledge that drug reimbursement by CNAMGS is very problematic; so much so that pharmacists raised their voices recently to threaten to stop accepting CNAMGS customers because repayments were often not made by that organization.


But more importantly, from 2009 to 2014, it has been 5 years since the CNAMGS was implemented. Do we observe an improvement of Gabonese health services, as claimed by Bernard Kouchner? This blog says resolutely no!


We must fight and stop the imposture, wherever it comes from! In his response to Aymeric Caron, it seems that Bernard Kouchner wants to give the impression that he built in Gabon an efficient social security system, which is absolutely wrong! He published a useless report, which cost us billions and we have a lame CNAMGS. Here is the truth of the ground!

Lors de l’émission "On n'est pas couché", présentée par Laurent Ruquier sur la chaine de télévision française France 2 du samedi 27 septembre dernier, Bernard Kouchner, l’ancien Ministre de Nicolas Sarkozy, s’est défendu des accusations du chroniqueur français Aymeric Caron qui lui reprochait de nager en eaux troubles en ayant entretenu de relations peu recommandables avec Omar Bongo, en disant ceci :


«Ce que j’ai fait, ce que j’ai fait; attendez, je vais vous dire ce qu’ai fait; j’ai pas fait un rapport, j’ai installé un système de sécurité sociale au Gabon, qui fait avec une petite carte verte, ça a pris trois ans, j’ai travaillé énormément et maintenant, quand on est un gabonais et y en a plus de la moitié qui sont déshérités, on peut se faire soigner. Je suis très fier de l’avoir fait. »


Mais de quoi peut donc parler Bernard Kouchner ? Mais de la Caisse Nationale d’Assurance Maladie et de Garantie Sociale (CNAMGS) bien sûr ! En 2009, le journaliste français Pierre Péan publia un livre dans lequel il révélait que Bernard Kouchner avait rédigé pour Omar Bongo, un rapport sur le système de santé gabonais, contre des honoraires évalués à 2,6 millions d’euros, c'est-à-dire plus de 1,7 milliards de francs CFA. Ce rapport d’audit, quand il fut évalué par des experts dans le domaine, apparut bien léger mais surtout mal adapté et inutile pour la population Gabonaise. Pour cet audit, Kouchner n’aura passé que trop peu de temps au Gabon, pour bien comprendre et cerner le système de santé du pays. Il se contentera de proposer une solution bien banale en trois points:


•La création d’une couverture maladie pour tous les Gabonais
•L’amélioration de l’offre de soins
•Une nouvelle politique des personnels de santé


Ce rapport fut jugé comme étant un ramassis et recyclage de propositions « anciennes » rempaquetées sous forme d’idées neuves, mal adaptées au Gabon, vendues très chers à Omar Bongo! Mais plus important encore, ce système de sécurité sociale dont se vante d’avoir mis en place au Gabon, Bernard Kouchner, est-il fonctionnel et permet-il aux gabonais les plus déshérités de se soigner comme il l’a affirmé sur ce plateau de télévision?


Il est évident et bien documenté, que la couverture médicale des Gabonais par la CNAMGS n’est pas du tout universelle; elle ne s’en rapproche même pas. Pour preuve, si la couverture de la CNAMGS était universelle, les caravanes médicales des barons du régime et de Sylvia Bongo, n’auraient plus lieu d’être. Il est aussi de notoriété publique que le remboursement des médicaments par la CNAMGS est très problématique; à telle enseigne que les pharmaciens sont montés au créneau récemment pour menacer d’arrêter d’accepter les clients CNAMGS car les remboursements n’étaient souvent pas faits par cet organisme.


Mais plus important, de 2009 à 2014, ça fait 5 ans que la CNAMGS existe. A-t-on observé une amélioration des gabonais aux services de santé, comme le prétend Bernard Kouchner ? Ce blog dit résolument non !


Il faut combattre et arrêter l’imposture, d’où qu’elle vienne ! Dans sa réponse à Aymeric Caron, on a l’impression que Bernard Kouchner veut donner l’impression qu’il a bâti au Gabon un système de sécurité sociale efficace, ce qui est archi faux ! Il a publié un rapport inutile, qui nous a couté des milliards et nous avons une CNAMGS boiteuse. Voilà la vérité du terrain!
