The President of the Republic convenes and chairs the Council of Ministers and sets the agenda.
The Vice-President of the Republic is an ex-officio member. He replaces, when appropriate, the President of the Republic on an express authorization and a specific agenda (L. 1/97 of 22 April 1997).
