Ne connaissant pas très bien les Gabonais, mêmes ceux de chez lui dans le Haut-Ogooué, Noureddin Bongo-Valentin se serait appuyé sur les conseils de son Directeur de Cabinet Ian Ghislain Ngoulou, pour lui trouver des personnes de confiance à placer à des postes stratégiques.

 

La charité bien ordonnée commençant par soit même, Ian Ghislain Ngoulou a proposé un de ses parents « du village », Boris Atchougou Admina, neveu du général Grégoire Kouna, comme DG des douanes et des droits indirects. Il est à signaler que Boris Atchougou Admina succède à ce poste à Dieudonné Lewamouho Obissa, qui avait été lui placé à ce poste en 2019, par Brice Laccruche Alihanga.

 

Rescapé de Brice Laccruche Alihanga, le Directeur du Trésor et de la Comptabilité Publique, Franck Yann Koubdjé, conserve son poste grâce à la protection de Pascaline Bongo.

 

Aux impôts, c'est Gabin Otha Ndoumba, le fils de Patrice Otha, qui a été nommé. Il remplace à ce poste François Auguste Akomezogho, à qui un poste ministériel aurait été promis.
