MBORANTSUO, WHERE DOES ALL THAT MONEY COME FROM? MBORANTSUO, D’OÙ VIENT TOUT CET ARGENT?

Marie Madeleine Mborantsuo an agent of the State of Gabon, has just launched what she calls the International University of Libreville. This higher education institution is being added to her secondary School complex called Berthe et Jean. Given these constructions, one can easily conclude without a shadow of a doubt, that Marie Madeleine Mborantsuo is very wealthy. But the most interesting thing is to ask where she got this wealth from because she is an agent of the State of Gabon and has never been engaged in an activity in the private sector, that was commercial and lucrative. She has been for almost 25 years, President of the Constitutional Court in Gabon. However she is especially the mother of two children whose father is Omar Bongo.

Dear readers, given the cavalier manner in which this lady has always enabled the fraudulent elections of her lover, and that of the son of the latter in 2009, for which she was rewarded with the French Legion of Honor, a recognition from Nicholas Sarkozy; we can infer that the monopoly she enjoys in the office of President of the Constitutional Court, is a kind of family loyalty bonus. Indeed, of all the functions at the top of the Gabonese State, two have an absolute monopoly by a family unit: a) the President of the Republic which has been in the hands of the Bongos for 47 years; b) the Constitutional Court, which has been in the hands of Mborantsuo for nearly 25 years.

Here by the way, dear readers, is what the Constitution of Gabon says about the Constitutional Court:

"The office of member of the Constitutional Court is incompatible with any other public and private activity."

We are therefore right to assume that the activities of Marie Madeleine Mborantsuo as a patron of the Schools Berthe and John and the International University of Libreville, are in violation of the fundamental law which she is the guardian. But this lady is not at her first forfeiture. She too, as her step-daughter, only occasionally stops to look at "the quality of the dogs” daring to bark at her passing caravan. But we can use the various State budgets since 1990, to find out how we can assess the manna which fell into the hands of Marie Madeleine Mborantsuo in 25 years at the head of the Constitutional Court.

The Finance Act tells us that in 2013 spending on the salaries of permanent staff of the Constitutional Court amounted to 835.074 million CFA francs. The non-permanent staff work was budgeted to be 158520000 CFA francs. The budget for goods and services amounted to 4019805897 CFA francs. An amount of 1522000000 was assigned to transfers and interventions. A budget of 5815000000 was assigned to the development expenditure. Finally a budget of 1900000000 was assigned to equipment for that institution. So in total, it is a total budget of 14.250 billion CFA francs which passes through the hands of Marie Madeleine Mborantsuo on an annual basis. Knowing that the Constitutional Court is not subject to any control, we can easily imagine that she has used this money as she sees fit. The problem, however, remains that this money is not hers, but that of the people!

If we consider that since 1990, the Constitutional Court has disposed of an average of 50% of the value of its budget in 2013, we are left with an average annual budget of 7 billion CFA francs. Over 25 years, from 1990 to 2014, it is an amount of 175 billion CFA francs at a minimum that Marie Madeleine Mborantsuo has had the opportunity to manage in total opacity. Some will say that Marie Madeleine Mborantsuo’s investment in schools are a good thing. To that this blog answers that unfortunately the contents of the State coffers shall not be distributed to just anyone arbitrarily. We cannot tolerate that Mborantsuo blithely violates the Constitution by being both a merchant and President of that court. But more importantly, we cannot allow Mborantsuo to divert public funds to invest them in private initiatives. It is a mechanism that deprives the largest number of Gabonese of resources necessary for a good education in the public sector; because these resources are redirected into the private initiatives of the privileged few.

Can we candidly ask Marie Madeleine Mborantsuo the origin of the funds she used to make these investments? Are we not in the presence of a clear case of a scandalous illicit enrichment l, performed in a complicit silence of the entire apparatus of the State? With Marie Madeleine Mborantsuo, the threshold of the collision is largely passed and even has become a caricature; this lady is a predator who does not even take the trouble to coat any of her actions in a varnish of decency.

Marie Madeleine Mborantsuo must be called to testify!

Marie Madeleine Mborantsuo, agent de l’Etat gabonais, vient d’inaugurer ce qu’elle appelle l’Université Internationale de Libreville. Cet établissement d’enseignement du supérieur, s’ajoute à son complexe du secondaire appelé Lycée Berthe et Jean. Au vu de ces réalisations, on peut aisément conclure sans risque aucun de se tromper, que Marie Madeleine Mborantsuo soit très fortunée. Mais le plus intéressant est de se demander d’où tient-elle cette fortune car elle est agent de l’Etat Gabonais, et n’a jamais exercé d’activité dans le secteur privé, à caractère commercial et lucratif. Elle est depuis bientôt 25 ans, Présidente de la Cour Constitutionnelle au Gabon. Mais elle est aussi surtout la mère de deux enfants dont le père est Omar Bongo.

Chers lecteurs, vu la manière cavalière avec laquelle cette dame a toujours validé les élections frauduleuses de son amant, puis celle du fils de celui-ci en 2009 qui lui a même valu de recevoir la Légion d’Honneur française, une reconnaissance de Nicholas Sarkozy; nous pouvons en déduire que le monopole dont elle jouit sur la fonction de Présidente de la Cour Constitutionnelle, soit une sorte de prime d’allégeance familiale. En effet, de toutes les fonctions au sommet de l’Etat gabonais, deux jouissent du monopole absolu de la cellule familiale: a) la Présidence de la République qui est entre les mains des Bongo depuis 47 ans; b) la Cour Constitutionnelle qui est entre les mains de Mborantsuo depuis bientôt 25 ans.

Voici d’ailleurs, chers lecteurs ce que dit la Constitution gabonaise au sujet de la Cour Constitutionnelle:

«Les fonctions de membre de la Cour Constitutionnelle sont incompatibles avec toute autre fonction publique et avec toute activité professionnelle privée.»

Nous sommes donc en droit de penser que les activités de Marie Madeleine Mborantsuo comme mécène du Lycée Berthe et Jean et de l’Université Internationale de Libreville, sont en violation de la loi fondamentale dont elle est pourtant la gardienne. Mais cette dame n’est pas à une forfaiture près. Elle aussi, comme sa belle-fille, ne s’arrête que de temps en temps pour voir «la qualité des chiens» qui osent aboyer au passage de sa caravane. Mais nous pouvons nous servir des différentes Lois de Finances depuis 1990, pour savoir à combien peut-on évaluer la manne qui est passée entre les mains de Marie Madeleine Mborantsuo en 25 ans à la tête de la Cour Constitutionnelle.

La loi des finances nous dit qu’en 2013, les dépenses pour la solde des agents permanents de la Cour Constitutionnelle s’élevaient à 835074000 francs CFA. La main d’œuvre non permanente y était budgétisée à 158520000 francs CFA. Le budget pour les biens et services s’élevait à 4019805897 francs CFA. Un montant de 1522000000 était affecté aux transferts et interventions. Un budget de 5815000000 y était affecté aux dépenses de développement. Enfin un budget de 1900000000 était affecté aux dépenses d’équipement de cette institution. Donc en faisant la somme, c’est un budget total de 14,250 milliards de francs CFA qui passe entre les mains de Marie Madeleine Mborantsuo, sur une base annuelle. Sachant que la Cour Constitutionnelle n’est soumise à aucun contrôle, on peut facilement imaginer qu’elle dispose de ce pactole comme bon lui semble. Le problème néanmoins, reste que cet argent n’est pas le sien, mais celui du peuple!

Si on considère que depuis 1990, le Cour constitutionnelle a disposé en moyenne de 50% de la valeur de son budget en 2013, on se retrouve avec un budget annuel moyen de 7 milliards de francs CFA. Sur 25 ans, de 1990 à 2014, c’est une manne de 175 milliards de nos francs CFA au minimum que Marie Madeleine Mborantsuo a eu l’occasion de gérer dans l’opacité la plus totale. Certains diront que les investissements de Marie Madeleine Mborantsuo dans des établissements scolaires soient une bonne chose. Ce à quoi ce blog répondrait que malheureusement, le contenu des caisses d’un Etat ne peut être distribué à qui on veut. On ne peut tolérer que Mborantsuo viole allégrement la Constitution en étant à la fois commerçante et Présidente de cette cour. Mais plus grave encore, on ne peut permettre que Mborantsuo détourne les fonds publics pour les investir dans des initiatives privées. C’est un mécanisme qui prive le plus grand nombre de Gabonais de ressources nécessaires à une bonne éducation dans le secteur public; car ces ressources sont redirigées vers les initiatives privées de quelques privilégiés.

Peut-on demander candidement à Marie Madeleine Mborantsuo l’origine des fonds qui lui servent à faire ces investissements? Ne sommes-nous pas en présence d’un flagrant cas d’enrichissement illicite scandaleux, exécuté dans un silence complice et de connivence de tout l’appareil de l’Etat? Avec Marie Madeleine Mborantsuo, le seuil de la collision est largement dépassé et est même devenu caricatural; cette dame est une prédatrice qui ne prend même plus la peine d’enrober ses actes du moindre vernis de décence.

Madame Marie Madeleine Mborantsuo doit passer à la barre!
