The role of the Corsican underworld

In his book "Nouvelles Affaires Africaines," Pierre Péan says that long before anyone, Ali Bongo’s first supporters in the battle of succeeding a dying Omar Bongo, were from the Corsican underworld established in Gabon, principally its godfather, Michel Tomi. The book reveals that Michel Tomi, who is also a longtime business associate of the Bongo family through the Kabi Group, the company Obali, the airline Afrijet etc., personally put down between 8 and 9 billion CFA francs for Ali Bongo campaign in 2009. Why did the Corsicans invest in Ali Bongo? Here is the explanation.

The book tells us that it is then French Minister Charles Pasqua who introduced the Corsican underworld in Gabon, implanting there the gambling specialists Robert Feliciaggi and Michel Tomi. These two individuals, associates with equal shares, will build in Gabon, casino business and the PMU (lottery). Business is booming rapidly and the two Corsicans bosses mutate very quickly to being close to Omar Bongo. Michel Tomi became the sole owner of this windfall when his partner, Robert Feliciaggi, was shot in the parking lot of the airport of Ajaccio in Corsica, on 10 March 2006. A murder that the French Police blames Michel Tomi as responsible for. But what is the use of these Corsicans and their casinos?

The book by Pierre Péan tells us that the opening of these casinos allowed Charles Pasqua and his French politicians friends, to have a steady source of fresh money from Gabon, laundered and transferred by these casinos to Monaco accounts by FIBA (the former name of the BGFI bank); beside the French political parties, money from that Gabonese connection financed also the Corsican mafia operating on the island, such as the famous Jean-Je Colonna. Quickly, Michel Tomi activities would extend from Gabon to Congo, Cameroon, Chad and Mali. His turnovers are huge and he would have almost unlimited financial resources. To protect himself against French and European courts, the book tells us that Michel Tomi has taken the Gabonese citizenship. It is with a Gabonese diplomatic passport that he travels aboard his Falcons. Customs, police etc., do not worry him. During the presidency of Nicholas Sarkozy, Bernard Squarcini, head of the Central Directorate of Interior Intelligence (DCRI) in France, decided to establish a satellite services in Libreville, whose principal mission was, according to the book, to protect Michel Tomi.

Michel Tomi had to be protected by Sarkozy because the money sent from Gabon was essential to certain political parties. If the time when Robert Bourgi had to go awkwardly put suitcases full of currency at the feet of some French politicians is gone, the appetite for this dirty money from Gabon remains; but that money has to first be cleaned up. The laundering proceeds in the following manner: Gabon is a country where there is no control, the regime may decide to book 50 flights on Afrijet for its ministers, or for the New York Forum Africa, and be charged exorbitantly 50 million CFA francs per rotation. It is 2.5 billion CFA francs of the Gabonese public’s money, which would flow into Afrijet’s coffers in the most legal manner, via accounts at BGFI. Afrijet for these 50 flights would have spent 250 million CFA francs for the operation, and would keep another 250 million as net profit (100%). The remaining 2 billion CFA francs will be distributed from the BGFI Afrijet accounts, to those of screens companies based in Monaco and other tax havens, for fictitious services rendered to Afrijet. These front companies would in turn be under the control of people close to French politicians, who using their bank cards, would have access to these laundered funds from Gabon and everyone would be happy. These funds would never appear on the tax returns of the beneficiaries and no one could ever prove that this company based in the Cayman Islands, for example, did not provide pineapple juice for 200,000 euros to Afrijet, or that an other import-export company based in Nassau, Bahamas, has never provided 300,000 euros worth of rum to Casino Croisette. There you have it: the Gabonese presidency would have honored its payments to its supporters in France, Michel Tomi would have played his role as middleman making a bundle in the process, and the French sponsors who protect Ali Bongo and Michel Tomi would be pleased because the money continues to flow into their political parties slush funds.

We learn in the book that Maixent Accrombessi and Ali Bongo are Michel Tomi’s partners; and it is on a yacht belonging to Michel Tomi, the Grazadiu, that Ali and Sylvia Bongo spent their holidays in Greece in 2013. But things are supposed to have deteriorated between Michel Tomi and his partners. It seems that in the middle of 2013, the head of the General Directorate for External Security (DGSE) in France, advised Ali Bongo to keep his distance vis-à-vis Michel Tomi. It also appears that the 8 to 9 billion CFA francs that Michel Tomi had invested in the 2009 Ali Bongo campaign, were a loan; and that the Gabonese treasury refunded that amount to Ali Bongo (why?), but he in turn has not repaid Michel Tomi. There is also talk of tensions due to the fact that Afrijet company which is jointly owned by Michel Tomi and Pascaline Bongo via the Kabi and Obali groups, is experiencing severe financial difficulties which only the Bongo and their partner Michel Tomi know the details.

But the book suggests that the difficulties of some companies belonging to Michel Tomi in Gabon, are only a means by Maixent Accrombessi to weaken Pascaline Bongo, because in other cases not involving Pascaline Bongo, the triumvirate Ali Bongo-Accrombessi-Tomi, continues to do juicy business.

Le rôle de la pègre Corse

Dans son livre «Nouvelles Affaires Africaines», Pierre Péan affirme que bien avant qui que ce soit, les premiers soutiens d’Ali Bongo dans la bataille de succession à un Omar Bongo mourant, furent ceux de la pègre Corse installe au Gabon, notamment de son parrain, Michel Tomi. Le livre révèle que Michel Tomi, qui est par ailleurs associe d’affaires de longue date de la famille Bongo à travers le groupe Kabi, la société Obali, la compagnie aérienne Afrijet etc., a personnellement misé entre 8 et 9 milliards de francs CFA pour la campagne d’Ali Bongo en 2009. Pourquoi les Corses ont investi en Ali Bongo? Explication.

Le livre nous dit que c’est Charles Pasqua alors Ministre Français, qui a introduit la pègre Corse au Gabon, en y implantant des spécialistes des jeux que hasard qu’étaient Robert Feliciaggi et Michel Tomi. Ces deux individus, associés à égalité des parts, vont monter au Gabon des activités de casinos et du PMU (Pari Mutuel Urbain). Les affaires prospèrent rapidement et les deux parrains Corses mutent très vite en proches d'Omar Bongo. Michel Tomi devient l’unique patron de cette manne, quand son associé, Robert Feliciaggi est abattu dans le parking de l'aéroport d'Ajaccio en Corse, le 10 mars 2006. Un assassinat que la Police française impute à Michel Tomi. Mais à quoi servent ces corses et leurs casinos?

Le livre de Pierre Péan nous dit que l’installation de ces casinos permettait à Charles Pasqua et à ses amis politiciens Français, de s’approvisionner en argent frais en provenance du Gabon, lessivé par ces casinos et viré dans des comptes monégasques par la FIBA (l’ancienne appellation de la BGFI); outre les partis politiques français, l’argent de cette filière gabonaise finançait aussi les mafieux corses opérant sur l’ile, comme le très célèbre Jean-Jé Colonna. Rapidement, les activités de Michel Tomi vont s’étendre du Gabon vers le Congo, le Cameroun, le Tchad et le Mali. Ses chiffres d’affaires seraient colossaux et il disposerait de ressources financières quasi illimitées. Pour se protéger des juridictions françaises et européennes, le livre nous dit que Michel Tomi s’est fait naturaliser Gabonais. C’est donc muni d’un passeport diplomatique Gabonais qu’il voyage à bord de ses Falcons. Douaniers, policiers etc., ne l’inquiètent jamais. Pendant la présidence de Nicholas Sarkozy, Bernard Squarcini, le patron de la Direction Centrale du Renseignement Intérieur (DCRI) en France, décida de monter une antenne de ses services à Libreville, dont la principale mission était selon le livre, de protéger Michel Tomi.

Michel Tomi devait être protégé par Sarkozy, car les envoie d’argent à partir du Gabon étaient essentiel à certains partis politiques. Si le temps où Robert Bourgi allait gauchement déposer des valises pleines de devises aux pieds de certains hommes politiques français est révolu, l’appétit pour cet argent sale en provenance du Gabon demeure; mais il faut au préalable que cet argent ait été blanchi. Le blanchiment procède de la manière suivante: le Gabon étant un pays où il n’y a aucun contrôle, le régime peut décider de louer 50 vols sur Afrijet pour ses ministres, ou pour le New York Forum Africa, facturés de manière exorbitante à 50 millions de francs CFA la rotation. C’est donc 2,5 milliards de francs CFA de l’argent de l’Etat gabonais qui entreront dans les caisses d’Afrijet de la manière la plus légale qui soit, via des comptes à la BGFI. Afrijet pour les 50 vols, n’aura dépensé que 250 millions de francs CFA pour l’exploitation, et gardera un autre 250 millions pour le bénéfice net (100%). Le reliquat de 2 milliards sera distribué à partir de comptes Afrijet à la BGFI vers ceux d’entreprises écrans installées à Monaco et dans d’autres paradis fiscaux, pour des prestations fictives à Afrijet. Ces sociétés écrans seront sous le contrôle de proches d’hommes politiques français qui à l’aide de leurs cartes bancaires, auront accès à ces fonds blanchis en provenance du Gabon et tout le monde sera content. Ces fonds n’apparaitront jamais sur les déclarations d’impôts des bénéficiaires et personne ne pourra jamais démontrer que cette société installée aux Iles Caïman par exemple, n’a pas fourni des jus d’ananas pour 200000 euros à Afrijet, ou qu’une autre société d’import-export installée à Nassau aux Bahamas, n’a jamais fourni 300000 euros en rhum au Casino Croisette. Le tour est joué: la présidence gabonaise honore ses versements à ses souteneurs en France, Michel Tomi sert d’intermédiaire en se faisant son beurre au passage et les sponsors français protègent Ali Bongo et Michel Tomi car il faut que l’argent continue de couler à flot vers les caisses noires des partis politiques.

On apprend dans le livre, que Maixent Accrombessi et Ali Bongo sont les partenaires de Michel Tomi; et que c’est à bord d’un yacht appartenant à Michel Tomi, le Grazadiu, qu’Ali et Sylvia Bongo passèrent leurs vacances en Grèce en 2013. Mais les choses seraient en train de se dégrader entre Michel Tomi et ses partenaires. Il semble qu’au milieu de l'année 2013, le patron de la Direction Générale de la Sécurité Extérieure (DGSE) française, conseilla à Ali Bongo de prendre ses distances vis-à-vis de Michel Tomi. Il apparait aussi que les 8 à 9 milliards de francs CFA que Michel Tomi a investis dans la campagne d’Ali Bongo en 2009, n’étaient qu’un prêt, et que l’Etat gabonais aurait remboursé la somme à Ali Bongo (pourquoi?), mais que lui n’ait pas remboursé Michel Tomi. Il est aussi question de tensions dues au fait que la société Afrijet qui est la copropriété de Michel Tomi et de Pascaline Bongo via les groupes Kabi et Obali, soient en proie à d’énormes difficultés financières dont seuls les Bongo et leur associé Michel Tomi connaissent les dessous.

Mais le livre suggèrent que les difficultés de certaines sociétés appartenant à Michel Tomi au Gabon, ne seraient qu’un moyen pour Maixent Accrombessi d’affaiblir Pascaline Bongo, car dans d’autres affaires n’impliquant pas Pascaline Bongo, le triumvirat Ali Bongo-Accrombessi-Tomi, continue de faire des affaires juteuses.
