The note below is a declaration by “Union Nationale”, a political party of the Gabonese opposition that has been banned by the Ali Bongo regime, but continues nevertheless to believe in its fundamental right for freedom of association and the need for people of good will to continue to speak on behalf of the people of Gabon and their need for freedom and equality. They are fighting the same fight as the loyalist branch of the party UPG who is refusing to accept quietly the statu quo dictated by Ali Bongo.

Statement of the Union Nationale of Friday, October 5, 2012

Recently, projects and statements from the said to emerging regime caught our attention regarding the new school year, bilingualism, the PDG projects and Ali Bongo Ondimba speech before the National Assembly.

On the beginning of the school and academic year: the Union Nationale draws the attention of the Gabonese on the unpreparedness and improvisation in which this is occurring. The Union Nationale marks its surprise and indignation at the notorious lack and inadequacy of facilities, often still in construction, which therefore cannot safely accommodate students and allow teachers to do their work. The Union Nationale condemns a beginning of the school year made with a lot of announcements hiding the failure of the established authorities to solve the underlying problems that affect our educational system, including the obsolescence of equipment, the increased number of students, the implementation of a school map adapted to the development of our country, the adoption of the LMD system and the proper treatment of teachers carriers, which are at the base of recurring disturbances that affect our learning institutions, such as the surrealist example of a high school housed hastily in the halls of the Friendship Stadium. The Union Nationale therefore expresses its fear of further deterioration of the quality of our school system. This is the place to denounce vehemently the demagogic posturing and ridiculous gesticulation of Mr. Seraphin Moundounga, the Minister of National Education.

On the introduction of the teaching of English from primary school: The Union Nationale regrets that this is more a political concern of the "emerging" regime seeking to draw the attention of international opinion by a diversion about language, to hide the serious problems of governance and democracy affecting Gabon. Indeed, from the teaching stand point, English is taught as a first language in Gabon in high schools and this has been the case since the early years of independence, and recently in private schools from kindergarten. It is deepened in the various institutions of higher education where considerable research is devoted to it. The introduction of bilingualism opens a pointless debate on a false problem. Gabon is experiencing a multilingualism that is related to the coexistence of several national languages with an official working language that is French. Also, Union Nationale wishes to reaffirm its commitment to the Francophonie, to the practice and teaching of French as the official language of work in accordance with article 2, paragraph 8 of the Constitution of the Republic of Gabon. Union Nationale also affirms its commitment to the promotion of the practice and teaching of national languages, its cultural heritage, and the teaching of other languages in order to open the Gabonese people to other world cultures.

The Union Nationale condemns, in this language issue, a blackmailing which is in fact directed against the French authorities as a means of retaliation for their criticism of the governing authorities known as "emerging". The Union Nationale is also concerned about what is sought by this same regime in an African country whose recent history is so charged. The Union Nationale also questions the appropriateness of such an announcement just days before the summit of the Francophonie held in Kinshasa from 12 to 14 October 2012. Is it then a call to the Anglo-Saxon world? The Union Nationale therefore urges everyone to be vigilant to keep our land from the dark perils that are hiding behind suspect inspirations.

On the PDG projects, in its Guidance Note No. 0113/PDG/SE/SG of September 25, 2012, and signed by its Secretary General, Faustin Boukoubi, the PDG plans to travel the country to poison, demonize and misinform people about the Opposition, starting from rhetoric uttered by its leader before Parliament convened in Congress. The Union Nationale begins by noting the need for clarification between the PDG projects the dual hat of its leader. He is part and judge, it is the first dilemma that party must resolve. In addition, no law, no constitution forces people to respect those who embody illegitimate institutions. Respect for an authority is a moral and not a legal obligation. It comes from the consideration that must be given to the prestige of a function and how it is represented by those who wield it. There is no requirement that one must respect someone who has not won the election to come to power. There is no requirement for anyone to respect someone who exercises dictatorial power. Nothing obliges us to respect one who lays down rules to keep power indefinitely, there no obligation to respect someone who violates civil liberties, who exploits and maintains the security forces in permanent alert, who squanders State money on trips and on luxuries useless to the welfare of Gabon.

The Union Nationale also believes that it is improper to speak of the rope in the house of the hanged, it is impossible to say that after 45 years in power, the PDG and its leader are foreign to the evils they denounce. The Union Nationale also argues that the appointment of foreigners to very high state functions is a new fact resulting from lawlessness and contempt of the Gabonese people and this is not any statement of xenophobia. As for certain ailments such as tribalism, nepotism, or the lack of democracy, Ali Bongo Ondimba is poorly placed to speak: It was he who, as Minister of Defense recruited three promotions od gendarmes from one corner of Gabon; it is he who wanted the introduction of the monarchy in Gabon, it is he who has wandered for years in the National Assembly without participation in parliamentary work.

The National Union reminds all that it is the State which will fund the missions of the PDG on the ground at 5 million CFA francs per head of delegation and 500000 CFA francs per leader of provincial federation. Which added to 200000000 CFA francs incurred to finance the meeting of September 15, 2012 will be large sums of money drawn on the back of the Gabonese taxpayers.

Faced with the foregoing, the Union Nationale will answer word for word all the PDG rants on the ground.

On the statement to the General Assembly of the United Nations: The Union Nationale is vehemently against the demagoguery of Ali Bongo Ondimba when he said to the face of the world that with him Gabon was progressing towards democracy and the rule of law, as his words are totally out of sync with the acts he has posed since he seized power in our country: unilateral revision of the constitution, unconstitutional and arbitrary dissolution of a political party, the obstinate refusal of electoral transparency, refusal of dialogue with the opposition and civil society, manipulation of the Defence and Security Forces, violent suppression of opposition rallies, intimidation of trade unions, political imprisonment of citizens, muzzling of the press.

The Union Nationale wishes to remind Mr. Ali Bongo that the rule of law cannot be imposed from the rostrum of the United Nations, but must come from the principles from which it is based, namely, the separation of powers and guarantee public freedoms.

For all these reasons, the Union Nationale reaffirms the need to hold a sovereign national conference, the only way out of the multi-sectorial and multi-faceted crisis that our country is in.

To this end the Union Nationale invites the Gabonese people to remain engaged and to be ready to respond to actions which will be launched in the next few days.

La note ci-dessous est une déclaration de "l’Union Nationale", un parti politique de l'opposition gabonaise qui a été interdit par le régime Ali Bongo, mais qui continue néanmoins à croire à son droit fondamental à la liberté d'association et à la nécessité pour les personnes de bonne volonté de continuer à s’exprimer au nom du peuple gabonais et de leurs besoins de liberté et d'égalité. Ils mènent le même difficile combat que la branche loyaliste de l'UPG, une faction qui refuse d'accepter lâchement le statu quo imposé par Ali Bongo.

Déclaration de l’Union Nationale du vendredi 5 octobre 2012

Récemment, les projets et déclarations du pouvoir dit émergent ont retenu notre attention sur la rentrée scolaire, le bilinguisme, sur les projets du PDG et le discours d’Ali Bongo Ondimba devant l’Assemblée nationale.

Sur la rentrée scolaire et universitaire : l’Union Nationale attire l’attention des Gabonaises et des Gabonais sur l’impréparation et l’improvisation dans lesquelles cette rentrée s’effectue. L’Union Nationale marque sa surprise et son indignation devant l’insuffisance notoire et l’inadaptation des structures d’accueil, souvent encore à l’état de chantier, qui ne peuvent donc accueillir en toute sécurité les élèves et les étudiants ou permettre aux enseignants d’y travailler. L’Union Nationale condamne une rentrée d’effets d’annonces qui cache l’incapacité des autorités établies à résoudre les problèmes profonds qui affectent notre système éducatif, notamment, l’état vétuste des équipements, l’augmentation des effectifs, la mise en œuvre d’une carte scolaire adaptée au développement de notre pays, la maîtrise du système LMD et le traitement de la carrière des enseignants qui sont à la base des perturbations récurrentes qui affectent nos établissements, à l’exemple surréaliste du fameux lycée logé précipitamment dans les halls du stade de l’Amitié. L’Union Nationale exprime dès lors sa crainte de voir se dégrader davantage la qualité de notre système scolaire. C’est le lieu de dénoncer avec véhémence le discours démagogique et les gesticulations ridicules de monsieur Séraphin Moundounga, ministre de l’éducation nationale.

Sur l’introduction de l’enseignement de l’anglais dès le cycle primaire: L’Union Nationale regrette que c’est plus une préoccupation politique du pouvoir dit « émergent » qui cherche à attirer sur lui l’attention de l’opinion internationale par une diversion sur la langue pour la détourner des graves problèmes de gouvernance et de démocratie qui affectent le Gabon. En effet, sur le plan pédagogique, l’anglais est enseigné au Gabon comme première langue vivante dans les lycées et collèges depuis les premières années de l’indépendance et, récemment, dans les établissements scolaires privés dès la maternelle. Il est approfondi dans les différents établissements d’enseignement supérieur où lui sont consacrées d’importantes recherches. L’introduction du bilinguisme ouvre un débat inutile sur un faux problème. Le Gabon connaît un plurilinguisme de fait lié à la coexistence de plusieurs langues nationales avec une langue officielle de travail qui est le français. Aussi, l’Union Nationale tient -elle à réaffirmer son attachement à la francophonie, à la pratique et à l’enseignement du français comme langue officielle de travail conformément aux dispositions de l’article 2 alinéa 8 de la Constitution de la République Gabonaise. L’Union Nationale affirme également son attachement à la promotion de la pratique et de l’enseignement des langues nationales, son héritage culturel, et de l’enseignement des autres langues étrangères pour assurer l’ouverture des Gabonais aux autres cultures du monde. 

L’Union Nationale dénonce, dans cette affaire de langue, un chantage qui est en fait dirigé contre les autorités françaises comme moyen de rétorsion à leurs critiques sur la gouvernance du pouvoir dit « émergent ». L’Union Nationale s’inquiète par ailleurs de l’inspiration recherchée par ce même pouvoir dans un pays africain dont l’histoire récente est si chargée. L’Union Nationale s’interroge en outre sur l’opportunité d’une telle annonce à quelques jours du sommet de la francophonie qui se tient à Kinshasa du 12 au 14 octobre 2012. S’agit-il alors d’un appel du pied vers le monde anglo-saxon ? L’Union Nationale exhorte par conséquent chacun à la vigilance pour éloigner de notre terre les sombres périls qui se cacheraient sous cette recherche d’inspiration suspecte.

Sur les projets du PDG, dans sa note d’orientation n°0113/PDG/SE/SG du 25 septembre 2012, et signée de son Secrétaire Général, Faustin Boukoubi, le PDG projette de parcourir le pays pour intoxiquer, désinformer et diaboliser l’Opposition en partant du discours creux prononcé par son chef devant le parlement réuni en Congrès. L’Union Nationale commence par noter la nécessité d’une clarification entre les projets du PDG et la double casquette de son chef. Il est Juge et partie, c’est le premier dilemme que ce parti doit résoudre. En outre, aucune loi, aucune constitution n’oblige à respecter ceux qui incarnent les institutions illégitimes. Le respect d’une autorité est une obligation morale et non une obligation juridique. Il résulte de la considération que l’on doit accorder au prestige d’une fonction et à la manière dont elle est incarnée par ceux qui l’exercent. Rien n’oblige à respecter celui qui n’a pas gagné les élections pour accéder au pouvoir. Rien n’oblige à respecter celui qui exerce un pouvoir dictatorial. Rien n’oblige à respecter celui qui édicte des règles pour se maintenir indéfiniment au pouvoir, Rien n’oblige à respecter celui qui viole les libertés publiques, qui instrumentalise et maintient les forces de sécurité et de défense en alerte permanente, qui dilapide les deniers de l’Etat en voyages et en dépenses aussi somptuaires qu’inutiles au bien-être des Gabonais.

L’Union Nationale estime aussi qu’il est malséant de parler de la corde dans la maison du pendu, qu’il est impossible de dire qu’après 45 ans de pouvoir, le PDG et son Raïs sont étrangers aux maux qu’ils dénoncent. L’Union Nationale affirme également que la nomination des étrangers aux très hautes fonctions de l’Etat est une donnée nouvelle qui résulte du non respect des lois et du mépris des Gabonais et non d’un quelconque acte de xénophobie. Quant à certains maux comme le tribalisme, le népotisme, ou le déficit de démocratie, Ali Bongo Ondimba est mal placé pour en parler : C’est lui qui, ministre de la défense a recruté trois promotions de gendarmes dans un seul coin du Gabon ; c’est lui qui a voulu l’introduction de la monarchie au Gabon, c’est lui qui a flâné des années durant à l’Assemblée Nationale sans participation au travail parlementaire.

L’Union Nationale rappelle que c’est l’Etat qui va financer les missions du PDG sur le terrain à raison de 5 millions par chef de délégation provinciale et de 500.000FCFA par responsable de fédération. Ce qui ajouté aux 200.000.000FCFA engagés pour financer le meeting du 15 septembre 2012 feront d’importantes sommes d’argent tirées sur le dos du contribuable gabonais 

Face à tout ce qui précède, l’Union Nationale répondra mot pour mot aux élucubrations du PDG sur le terrain.

Sur la déclaration devant l’Assemblée générale des Nations Unies : L’Union Nationale s’insurge contre la démagogie d’Ali Bongo Ondimba lorsqu’il déclare à la face du monde qu’avec lui le Gabon s’engageait dans la voie de la démocratie et de l’Etat de droit, tant ses propos sont en déphasage total avec les actes qu’il a posés depuis qu’il s’est emparé du pouvoir dans notre pays : révision unilatérale de la constitution, dissolution inconstitutionnelle et arbitraire d’un parti politique, refus obstiné de la transparence électorale, refus du dialogue avec l’Opposition et la Société civile, instrumentalisation des forces de défense et de sécurité, répression violente des manifestations de l’Opposition, intimidation des syndicats, emprisonnements politiques de compatriotes, musèlement de la presse.

L’Union Nationale tient à rappeler à Monsieur Ali Bongo que l’Etat de droit ne se décrète pas à la tribune des Nations Unies mais qu’il repose sur le respect des principes qui le fondent, à savoir, la séparation des pouvoirs et la garantie des libertés publiques. 

Pour toutes ces raisons, l’Union Nationale réaffirme la nécessité de la tenue d’une conférence nationale souveraine, seul moyen de sortir de la crise multiforme et multi sectorielle que traverse notre pays.

A cet effet l’Union Nationale invite le peuple gabonais à rester mobilisé et à se tenir prêt à répondre aux mots d’ordre qui seront lancés dans les tout prochains jours.
